Land Fund Development Center: Autonomy to ensure regular expenditure is very difficult

(Baonghean.vn) - On the afternoon of April 7, the Supervisory Delegation of the Legal Department, Provincial People's Council requested the Provincial Land Fund Development Center to be proactive and develop a roadmap to implement a full autonomy mechanism from 2018.

The Provincial Land Fund Development Center was established in 2012 with the assigned functions and tasks of implementing site clearance compensation, resettlement support; creating land funds for land use rights auctions.

According to the Center's report, the unit currently has 2 specialized departments: Administrative - General Department and Land Management and Exploitation Department with 14 staff and 14 self-funded labor contracts.

On the afternoon of April 7, the Supervisory Delegation of the Legal Department of the Provincial People's Council, led by Ms. Thai Thi An Chung - Deputy Head of the Legal Department of the Provincial People's Council, had a working session with the Provincial Land Fund Development Center on the implementation of the autonomy mechanism in public service units.

Mr. Ho Phan Long - Director of the Center said:The unit's revenue is dependent on services from map measurement and database construction. This work will be completed when the map digitization is implemented, the unit will have no work. The service works of the Center are unstable, so it is very difficult to have revenue.

In the field of creating clean land funds, the unit has not been allocated capital by the province, so accessing capital for compensation, site clearance, and creating clean land funds is not possible. Some locations have high profit value, but need funds for compensation and site clearance, so they are not eligible to organize land use rights auctions. That leads to the unit not being able to fully implement its assigned functions and tasks such as: Creating clean land funds, building infrastructure, compensation, support and resettlement,...

One shortcoming of the public service units under the Department of Natural Resources and Environment is that the Ministry of Natural Resources and Environment has not yet published a list of public services, so the Department has not yet developed a list to advise the province to issue, leading to confusion among units in implementation. "According to the province's roadmap, by 2018, the Center will have great difficulty in implementing autonomy to ensure regular expenditures," Mr. Long suggested.

To implement the mechanism of full autonomy, Mr. Ho Phan Long suggested: The Department of Natural Resources and Environment needs to have a roadmap and guidelines for units to implement the roadmap of autonomy. On the other hand, the Department needs to proactively place orders and assign tasks to the Center so that the unit can calculate the funding source, thereby proactively building an implementation plan. The Center recommends that the province should allocate a portion of the fee collection to ensure revenue for public service units.

Regarding the tasks in the coming time, Ms. Thai Thi An Chung suggested that the Center proactively and creatively develop its own operational plan; proactively advise and propose to the Department of Natural Resources and Environment and the Provincial People's Committee to remove difficulties, especially mechanisms and policies for the unit to operate more effectively. At the same time, the unit needs to calculate and develop a roadmap for autonomy to proactively carry out its tasks in the coming time.

Regarding the proposals of the Provincial Land Fund Development Center, the Supervisory Delegation will synthesize and report to relevant departments, branches and the Provincial People's Committee to soon have a mechanism to remove difficulties to improve the unit's operational efficiency.
