The National Assembly Standing Committee's supervisory delegation worked with the Provincial People's Committee on citizen reception, complaint and denunciation settlement.
On the morning of September 5, the National Assembly Standing Committee's Supervisory Delegation worked with the People's Committee of Nghe An province on citizen reception and handling of complaints and denunciations in the area.
Comrade Duong Thanh Binh - Member of the Party Central Committee, Member of the Standing Committee, Head of the People's Aspirations Committee of the National Assembly Standing Committee as Head of the Supervisory Delegation. The Supervisory Delegation included comrades Lo Viet Phuong - Deputy Head of the People's Aspirations Committee of the National Assembly Standing Committee; Ngo Trung Thanh - Deputy Chairman of the Law Committee of the National Assembly; and other members of the delegation.
Chairing the working session with the delegation, on the side of Nghe An province was comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending were comrade Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial National Assembly Delegation, Provincial People's Council, departments, branches and localities: Vinh City, Hung Nguyen, Nghi Loc, Dien Chau, Quynh Luu, Hoang Mai town.

The important task of the entire political system
The content of the working session aimed to monitor the implementation results of Resolution No. 623 of the National Assembly Standing Committee; the results of citizen reception, complaint and denunciation settlement in the province and the results of settlement of 10 cases transferred by the National Assembly's Petition Committee.
Implementing Resolution No. 623 of the National Assembly Standing Committee, the Provincial Party Committee, Provincial People's Committee, and authorities at all levels determined that citizen reception and complaint and denunciation settlement are very important tasks of the entire political system, especially the responsibility of leaders, and have focused on leading, directing, and implementing synchronously and resolutely with many solutions.

This work focuses on effectively and decisively resolving each case, especially sensitive and urgent cases; closely coordinating with relevant agencies and organizations in enforcing the law on complaints and denunciations. Timely handling of arising cases of a fierce and complicated nature, avoiding hot spots.
The province has conducted 200 inspections on the responsibility of leaders in implementing the law on receiving citizens, handling complaints and denunciations at 353 agencies and units. Through the inspection, recommendations were made to handle 103 organizations and 349 individuals who violated the law.

The total number of complaints and denunciations arising in Nghe An province is 377 cases. Up to now, all levels and sectors have resolved 362 cases, reaching a rate of 96%, and 15 cases are still being resolved.
Through the settlement of complaints and denunciations, it has discovered and proposed that competent authorities handle administratively 11 individuals with violations; protect the rights of 8 people; and transfer 3 cases to the investigation agency.

In the work of receiving citizens, handling complaints and denunciations, from August 1, 2023 to July 31, 2024, the total number of citizen receptions was 5,478, the number of people received was 6,174, of which the Chairman of the Provincial People's Committee directly received 25 visits, 45 people.
The total number of received petitions is 10,668, of which 8,890 are eligible for processing. The total number of complaints and denunciations arising is 321, of which 296/321 have been resolved, reaching a rate of 92.2%. The whole province has 7,609 petitions and reflections, and to date, 6,184/7,609 cases have been resolved, reaching a rate of 81.3%.

The Provincial People's Committee has focused on directing the resolution of 14 crowded, complicated, and prolonged cases. Of which, it issued notices to terminate the consideration and resolution of 7 cases; not to continue considering and resolving 2 cases because they have been resolved by superior agencies in accordance with regulations; 4 complaints were instructed to file lawsuits at the People's Courts at all levels for consideration and resolution in accordance with regulations.
Nghe An province assesses that the work of receiving citizens is increasingly going into depth, multifaceted through many forms to create the most favorable conditions for people to exercise their legal rights. The work of propaganda, dissemination and legal education is increasingly promoted.

The cases are directed to be resolved in accordance with legal regulations right at the grassroots level, reducing the situation of prolonged petitions and petitions that go beyond the level of authority, preventing the formation of "hot spots". Thereby, contributing to maintaining the security, political situation, social order and safety, creating a foundation and supporting the promotion of the province's socio-economic development.
At the working session, members of the Supervisory Delegation highly appreciated and acknowledged the positive results of Nghe An province in receiving citizens, resolving complaints and denunciations; especially the very high role and responsibility in receiving citizens of leaders at all levels and sectors.

Through analyzing the results of handling complaints and denunciations in the area, members of the Supervisory Delegation requested Nghe An province to clarify the high rate of correct, incorrect and incorrect denunciations; the increase in complaints and reflections; the high rate of complaints and denunciations related to the land sector; the results of execution of judgments... Representatives of departments, branches and sectors discussed and clarified the contents that the Supervisory Delegation was interested in.
The National Assembly Standing Committee's supervisory delegation and leaders of the Provincial People's Committee, departments and branches discussed, exchanged and gave opinions on a number of specific cases; on difficulties and problems and proposals and recommendations of the Provincial People's Committee in the work of receiving citizens and handling complaints and denunciations.
Prioritize resolving the legitimate and legal rights of the people
Speaking at the working session, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that the National Assembly Standing Committee's supervision delegation working with the Provincial People's Committee is a good opportunity for Nghe An to recognize the achieved results and the existing shortcomings, limitations and inadequacies, thereby helping the province to continue to carry out this work more effectively in the coming time.

The Chairman of the Provincial People's Committee said that Nghe An is a province with a large area, a large population, and many socio-economic difficulties. To achieve development goals, one of the important factors is to properly resolve the relationship between stability and development.
To solve the stability factor, the work of receiving citizens, handling complaints and denunciations must be given attention, and is one of the important political tasks of all levels and sectors. Therefore, the provincial leaders determined that the work of receiving citizens is always prioritized and implemented fully and seriously.

The viewpoint in the province's citizen reception work is that the legitimate and legal rights of the people are given priority; if the government is wrong, it will be corrected; if the people are not right, it will be propagated and explained.
Regarding the cases of mass, complicated, and prolonged complaints and denunciations, the Chairman of the Provincial People's Committee said that these are cases with long-standing historical factors, so in the process of handling them, the province must be extremely careful, strict, and in accordance with regulations.

In the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Nghe An province will increase the application of information technology in citizen reception work; at the same time, fully absorb the opinions of members of the Supervisory Delegation to effectively implement citizen reception work, resolve complaints and denunciations of citizens.
Concluding the working session, comrade Duong Thanh Binh - Head of the National Assembly Standing Committee's Petition Committee, Head of the monitoring delegation highly appreciated the results of the work of receiving citizens and handling complaints and denunciations of Nghe An province, in which the province has seriously implemented Resolution No. 623 of the National Assembly Standing Committee.

In the coming time, the Head of the National Assembly Standing Committee's Petition Committee proposed that the Provincial People's Committee advise the Provincial Party Committee to strengthen the leadership and direction of the Party Committee in the work of receiving citizens, handling complaints and denunciations; issue specific plans, including reviewing cases, especially backlogged and long-standing cases, to resolve them completely...
In addition, Nghe An province needs to do a good job of propaganda, dissemination and legal education; strengthen state management of a number of investment and construction projects in the area, especially project appraisal and environmental impact assessment, especially related to the fields of land and environment.


In handling citizens' complaints and denunciations, it is necessary to resolve them in a reasonable and sympathetic manner, ensuring the legitimate rights and interests of the people, and ensuring publicity and transparency.
Based on the working results, Head of the National Assembly Standing Committee's Petition Committee and Head of the Supervisory Delegation, Duong Thanh Binh, requested the Provincial People's Committee to direct relevant agencies and units to urgently supplement and clarify the above contents; complete the report and send it to the Supervisory Delegation for synthesis and reporting to the National Assembly Standing Committee.
