The National Assembly Standing Committee's supervisory delegation worked with the Provincial People's Committee on the work of receiving citizens and resolving complaints and denunciations.
On the morning of September 5th, the Supervisory Delegation of the National Assembly Standing Committee worked with the People's Committee of Nghe An province on the work of receiving citizens and resolving complaints and denunciations in the area.
Comrade Duong Thanh Binh - Member of the Central Committee of the Party, Member of the Standing Committee, Head of the People's Petition Committee of the National Assembly Standing Committee - led the supervisory delegation. The delegation included: Comrade Lo Viet Phuong - Deputy Head of the People's Petition Committee of the National Assembly Standing Committee; Comrade Ngo Trung Thanh - Deputy Chairman of the National Assembly's Law Committee; and other members of the delegation.
Presiding over the meeting with the delegation, on behalf of Nghe An province was Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also in attendance were Mr. Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial National Assembly Delegation, the Provincial People's Council, departments, agencies and localities: Vinh City, Hung Nguyen, Nghi Loc, Dien Chau, Quynh Luu, and Hoang Mai town.

A crucial task for the entire political system.
The purpose of the meeting was to monitor the implementation of Resolution No. 623 of the Standing Committee of the National Assembly; the results of citizen reception and handling of complaints and denunciations in the province; and the results of resolving 10 cases transferred by the National Assembly's Committee on Citizen Petitions.
In implementing Resolution No. 623 of the Standing Committee of the National Assembly, the Provincial Party Committee, the Provincial People's Committee, and the authorities at all levels have determined that the work of receiving citizens and resolving complaints and denunciations is a very important task of the entire political system, especially the responsibility of the head of each agency, and have focused on leading, directing, and implementing it synchronously and decisively with many solutions.

This work focuses on effectively and decisively resolving each case, especially sensitive and pressing ones; with close coordination with relevant agencies and organizations in enforcing laws on complaints and denunciations. It also involves promptly handling emerging issues of a serious and complex nature, preventing the occurrence of hotspots.
The entire province conducted 200 inspections of the responsibilities of heads of agencies and units in implementing laws on receiving citizens and resolving complaints and denunciations at 353 agencies and units. Following these inspections, recommendations were made to handle violations by 103 organizations and 349 individuals.

The total number of complaints and denunciations arising in Nghe An province is 377. To date, the relevant authorities and agencies have resolved 362 cases, achieving a resolution rate of 96%, while 15 cases are still under investigation.
Through the handling of complaints and denunciations, 11 individuals with violations were identified and recommended for administrative action by competent authorities; the rights of 8 people were protected; and 3 cases were transferred to the investigative agency.

In the work of receiving citizens and resolving complaints and denunciations, from August 1, 2023 to July 31, 2024, the total number of citizen receptions was 5,478, with 6,174 people being received. Of these, the Chairman of the Provincial People's Committee directly received 25 people, totaling 45 individuals.
A total of 10,668 applications were received, with 8,890 applications deemed eligible for processing. A total of 321 complaints and denunciations were filed, of which 296/321 were resolved, achieving a resolution rate of 92.2%. Across the province, 7,609 requests and feedback were received, and to date, 6,184/7,609 have been resolved, achieving a resolution rate of 81.3%.

The Provincial People's Committee has focused on directing the resolution of 14 cases involving large numbers of people, complex issues, and long-standing problems. Specifically, notices were issued to terminate the consideration and resolution of 7 cases; 2 cases were not further considered or resolved because they had already been properly handled by higher authorities; and 4 cases involved complaints that were referred to the People's Courts at various levels for consideration and resolution according to regulations.
Nghe An province assesses that the work of receiving citizens' complaints is increasingly becoming more in-depth and multifaceted through various forms to create the most favorable conditions for people to exercise their legal rights. The work of disseminating and educating the public about the law is being increasingly promoted.

Cases were handled in accordance with legal regulations at the local level, reducing the number of prolonged and escalated complaints, and preventing the formation of "hot spots." This contributed to maintaining security, political stability, and social order, creating a foundation and supporting the socio-economic development of the province.
During the working session, the members of the Supervisory Delegation highly appreciated and acknowledged the positive results of Nghe An province in the work of receiving citizens and resolving complaints and denunciations; especially the very high role and responsibility of the heads of all levels and sectors in receiving citizens.

After analyzing the results of handling complaints and denunciations in the province, the members of the Supervisory Delegation requested Nghe An province to clarify the high percentage of denunciations that were found to be true, partially true, or partially false; the increasing number of complaints and reports; the high percentage of complaints and denunciations related to land issues; and the results of enforcement of judgments... Representatives from various departments and agencies exchanged views and clarified the issues of concern to the Supervisory Delegation.
The delegation from the National Assembly Standing Committee and leaders of the Provincial People's Committee and departments discussed, exchanged views, and gave opinions on a number of specific cases; on obstacles, difficulties, and proposals and recommendations of the Provincial People's Committee in the work of receiving citizens and resolving complaints and denunciations.
Prioritize addressing the legitimate rights and interests of the people.
Speaking at the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - emphasized that the working session between the National Assembly Standing Committee's Supervisory Delegation and the Provincial People's Committee was a good opportunity for Nghe An to assess the achievements and shortcomings, thereby helping the province to continue implementing this work more effectively in the future.

The Chairman of the Provincial People's Committee stated that Nghe An is a province with a large area and a large population, and its socio-economic conditions still face many difficulties. To achieve development goals, one of the crucial factors is to effectively address the relationship between stability and development.
To ensure stability, the handling of citizen complaints and denunciations must be given attention and considered one of the important political tasks of all levels and sectors. Therefore, the provincial leadership has determined that the handling of citizen complaints is always a priority and must be carried out fully and seriously.

The province's approach to citizen reception is to prioritize the legitimate rights and interests of the people; if the government is wrong, it will be rectified; if the people are in the wrong, they will be educated and explained.
Regarding cases involving numerous complainants, complex issues, and prolonged disputes, the Chairman of the Provincial People's Committee stated that these cases have long-standing historical roots, and therefore the province will proceed with utmost caution, strictness, and adherence to regulations during the resolution process.

Looking ahead, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Nghe An province will strengthen the application of information technology in citizen reception work; and at the same time, fully incorporate the opinions of the members of the Supervisory Delegation to effectively implement citizen reception work and resolve complaints and denunciations from citizens.
Concluding the working session, Comrade Duong Thanh Binh - Head of the People's Petition Committee of the National Assembly Standing Committee, and Head of the supervisory delegation - highly appreciated the results of the work of receiving citizens and resolving complaints and denunciations in Nghe An province, noting that the province had seriously implemented Resolution No. 623 of the National Assembly Standing Committee.

In the coming period, the Head of the People's Petition Committee of the National Assembly Standing Committee suggested that the Provincial People's Committee advise the Provincial Party Committee to strengthen the leadership and direction of the Party Committee on the work of receiving citizens and resolving complaints and denunciations; issue a specific plan, including reviewing cases, especially those that are outstanding and long-standing, in order to resolve them definitively...
In addition, Nghe An province needs to do a good job of disseminating and educating the public about the law; strengthen state management of a number of investment and construction projects in the area, especially in the project appraisal and environmental impact assessment stages, particularly those related to land and environment.


In handling citizens' complaints and denunciations, it is necessary to resolve them fairly and reasonably, ensuring the legitimate rights and interests of the people, and ensuring openness and transparency.
Based on the results of the working session, the Head of the People's Petition Committee of the National Assembly Standing Committee and Head of the Supervisory Delegation, Duong Thanh Binh, requested the Provincial People's Committee to direct relevant agencies and units to promptly supplement and clarify the above contents; finalize the report and send it to the Supervisory Delegation for compilation and reporting to the National Assembly Standing Committee.
