According to him, after 20 years of implementing the Resolution of the 8th Central Committee on cadre strategy in the period of promoting industrialization and modernization of the country, the situation has changed a lot. Building a team of strategic and key cadres at all levels is a key issue with two breakthroughs, including: Evaluation, appointment, recruitment of talents and control and replacement of cadres.

5 breakthroughs in personnel work

The head of the Central Organization Committee informed that the draft project has proposed five breakthroughs in personnel work. First, it is necessary to create an equal environment to maximize the potential and intelligence of cadres at all levels, along with discovering, training, and fostering talents. In addition, competent authorities must issue regulations to standardize and tighten discipline and order, while expanding the space and mechanisms to promote the intelligence of cadres and party members so that they can be proactive and creative, serving as a driving force for innovation and development.

"Experience shows that if we constantly check and scrutinize each other, it will be difficult to innovate and develop. We just went to China and saw that they accept mistakes, but those mistakes are not for personal motives but for development, so they will be considered. The next breakthrough that the Drafting Committee proposed was the evaluation of cadres, with a multi-dimensional evaluation orientation, "from above, from below, from below, from within, from without, and continuous evaluation every week, every month, every 3 months, every 6 months". The evaluation must be public to motivate cadres to strive, similar to taking a vote of confidence in the National Assembly.
