The arrangement of public service units must be completed before June 30.
(Baonghean.vn) - Recently, Prime Minister Pham Minh Chinh signed Official Dispatch No. 209/CD-TTg on the arrangement of administrative organizations and public service units of ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities.

The telegram requests ministries and branches to urgently review and promote the arrangement and streamlining of internal organizational units of ministries and branches according to Notice No. 16/TB-BCĐĐMSXTCBM dated January 21, 2022 of the Steering Committee for Innovation and Arrangement of Organizational Units of Ministries, Ministerial-level Agencies, and Government Agencies.
Regarding the arrangement of other public service units (not specified in the Decree stipulating the functions, tasks, powers and organizational structure of ministries and branches), ministries and branches are required to review, arrange and reorganize in the following direction:
- Reduce at least 10% of the number of public service units in accordance with the spirit of Resolution No. 19-NQ/TW dated October 25, 2017.
- Only retain units under the ministry serving political tasks and leading units associated with the functions and tasks of the ministry that fully meet the criteria and conditions for establishment according to regulations. For other public service units, ministries and branches are required to proactively coordinate with the ministry managing the sector or field to develop a plan to transfer them to localities or to the ministry managing the sector or field to unify the management focal point, implement the arrangement and restructuring of public service units, ensuring compliance with the planning of the network of public service units by sector or field.
- Promote the autonomy mechanism as required in Resolution No. 19-NQ/TW and the Government's regulations in Decree No. 120/2020/ND-CP dated October 7, 2020, Decree No. 106/2020/ND-CP dated September 10, 2020 and Decree No. 60/2021/ND-CP dated June 21, 2021. Encourage units to improve their level of financial autonomy to ensure stability and development.
The time to complete the arrangement of public service units is before June 30, 2022./.
