Head of the Central Internal Affairs Commission: Increase 'giving fishing rods', reduce 'giving fish'
(Baonghean.vn) - Head of the Central Internal Affairs Committee Phan Dinh Trac said that in the future, the Government will increase "giving fishing rods" and reduce "giving fish", meaning increasing indirect support and reducing direct support for poor households.

For the people in the mountainous areas, economic life mainly depends on the forest. However, the allocation of land and forests to the people is facing many difficulties.
Voters believe that, in reality, people clear forests only for the purpose of making a living. While the State has a policy of allocating land and forests to people, people still do not enjoy adequate policies.
Voter Lu Quang Viet, Chairman of the Fatherland Front of Chau Nga commune, proposed to speed up the implementation of the policy of allocating land and forests to the people.
Head of the Department of Agriculture and Rural Development of the People's Committee of Quy Chau district, Le Hai Ly, proposed that the National Assembly review the Law on Forest Protection and Development, especially the management entities. For example, in Quy Chau, there are too many management entities, but the effectiveness of forest protection is too low.
In addition, payment for forest environmental services is a new policy but the implementation process has encountered many difficulties and complications. Voters believe that the payment level is low, while the procedures for making documents to receive support are too cumbersome and complicated.
Therefore, voters also requested the Government to increase fees for forest environmental services as well as have reasonable support policies to motivate people and leverage forest protection work to achieve good results.

Referring to poverty reduction, voter Kim Van Duyen (Chau Binh commune) expressed concern that the Government has many support programs for the poor, but so far they seem to be ineffective.
The reason is that people in mountainous areas always have the mentality of "waiting and relying" on policies and regimes without knowing how to rise up and increase production themselves.
Quy Chau voters also proposed a number of issues such as: supporting funding to overcome the consequences of the historic flash flood in September 2014; supporting the construction of new rural areas; resolving policies for people with revolutionary contributions; arranging resettlement areas for people in areas directly affected by the Ban Mong hydropower plant to have stable housing; returning the power grid to the people.
Regarding policies for people to plant forests, Mr. Phan Dinh Trac said that this is one of the current prominent issues in mountainous areas nationwide. He also shared the difficulties of the people when the policies have not really created a stable and developed life for people living on forests, leading to deforestation.
Therefore, the Head of the Central Internal Affairs Committee suggested that for the people, forests are the source of life, when there is a "fence breaking" we must calmly look at the problem, thoroughly consider the problem, and not rigidly apply regulations to reality, causing the people to suffer.

He also said that in this 3rd session, the National Assembly will collect opinions on amending the Law on Forest Protection and Development. He hopes that the people of Quy Chau, from the practical difficulties of forest workers' lives, will participate in contributing to building a more comprehensive and strict Law on Forest Protection, so that life "associated with the forest" becomes better.
Regarding the issue of hunger eradication and poverty reduction for people in mountainous areas, the Head of the Central Internal Affairs Committee said that every year the Government has a national target program on sustainable poverty reduction, with the aim of "giving fish and fishing rods".
He suggested that people should not abuse policies to develop a mentality of dependence. Moving forward, the Government should increase “giving fishing rods” and reduce “giving fish”, that is, increase indirect support and reduce direct support, with the hope that people will know how to use support funds to do business and develop the economy from within, in order to change their own lives and participate in building a better social life.
