...President Ho Chi Minh is a revolutionary who founded, led and trained our Party; he is the soul, the shining flag, leading the entire Party, the entire people and the entire army to unite as one, fight bravely, gain victory after victory, and write the most glorious and heroic pages of history of our nation. Ho Chi Minh's thought is a priceless spiritual heritage, a source of national pride, forever illuminating the revolutionary cause of our Party and our people.

In the person of President Ho Chi Minh, there are harmonious, rich, profound, and lasting crystallizations of many noble qualities: a patriot who loves his people with all his heart, who sacrificed his whole life for the country and the people; a tireless fighter to liberate the nation, liberate society, and liberate humanity; an outstanding communist leader, with a kind heart, admired and honored by many people and many nations; a son who always loves and is imbued with the values ​​of his homeland in the most passionate and profound way.

Our Uncle Ho was born in a countryside rich in cultural and revolutionary traditions. That Hong Lam land, throughout its history of building and defending the country, has constantly faced countless challenges and destruction caused by wars and natural disasters; in suffering it remains courageous, in loss it remains resilient, in poverty it remains pure, noble and rises strongly.

Looking back at the history of the nation, great names such as Mai Hac De, Ho Quy Ly, Nguyen Hue - Quang Trung, Nguyen Du, Ho Xuan Huong, Nguyen Cong Tru, Phan Dinh Phung, Phan Boi Chau, Nguyen Truong To... were either born or became famous in this place. In the present era, many outstanding leaders of our Party such as Tran Phu, Le Hong Phong, Ha Huy Tap, Nguyen Thi Minh Khai, Phan Dang Luu, Pham Hong Thai, Ly Tu Trong, Ho Tung Mau,... are also outstanding children of Hong Lam land.

Among them, President Ho Chi Minh is still the most outstanding son of his homeland and country, the most typical and pure crystallization of the noble values ​​of the nation and the country. As the late General Secretary Le Duan once affirmed: “Our nation, our people, our country gave birth to President Ho, the great national hero, and it was he who made our nation, our people and our country shine.”

…President Ho Chi Minh had to leave his homeland to find a way to save the country when he was very young, set foot on many continents, many countries, many cultures, and was fluent in many foreign languages, but he always longed for his homeland. Until the end of his life, before passing away on the morning of September 2, 1969, he still asked: Can any of you sing me a Nghe Tinh Vi or Giam tune? Listening to it is warm and touching; makes me feel endlessly sorry; makes me miss him deeply. But that is the true personality of our great President Ho Chi Minh.

After decades away from home for national affairs, on the afternoon of June 14, 1957, he returned to his homeland, moved by the people of all walks of life. He recited the following verse: “We are united as one family; That is a great duty, that is a deep love.”

Visiting his hometown Lang Sen, Nam Dan, he did not forget every detail and image of the old place; he remembered and deeply remembered the merits of his teachers, the memories with his friends herding buffaloes and fishing; he remembered every tune of the folk songs and folk songs of his hometown. In his daily meals, he loved the soy sauce, eggplant, pickled vegetables, and sesame of his hometown.

Those are truly the profound humanistic values ​​of the homeland in the soul and character of President Ho, from which in his revolutionary life he always practiced the virtues of diligence, integrity, impartiality, and putting public service first.

From Lang Sen, Nam Dan, Nghe An, President Ho Chi Minh studied, trained, cultivated and then contributed, so that today and forever after, there will be Ho Chi Minh's ideology, Ho Chi Minh's morality, Ho Chi Minh's style. And Vietnam, Nghe An, Nam Dan, Lang Sen are always proud to be the birthplace of President Ho Chi Minh and the place where he was nurtured to become a genius leader of the Party and people of Vietnam, a great teacher of the Vietnamese revolution, a national liberation hero, a world cultural celebrity.

…Despite his busy work, he still cared deeply for his fellow countrymen; he often sent letters, articles or telegrams to inquire about his homeland. And looking towards his homeland of Nghe An, he hoped that the people would overcome the pain and loss of war and rise up.

In his last letter dated July 21, 1969 to the Provincial Party Executive Committee, Uncle Ho expressed his belief: “Nghe An is a large province with rich resources, hard-working and revolutionary people. I hope that the people and comrades of the province will strive to make Nghe An quickly become one of the most prosperous provinces in the North.”

Implementing Uncle Ho's words, over the past 60 years, with the attention of the Party and State; the help of central and local ministries, departments and branches; and the support of our compatriots at home and abroad, Nghe An has continuously risen to contribute to the common victory in the resistance war, as well as in the cause of building and defending the country today.

In 30 years of renovation, Nghe An has achieved many important achievements: The economy has grown quite well every year, the economic structure is shifting towards industrialization and modernization. Technical infrastructure, seaports, and airports have been gradually completed, many large investors have come to Nghe An.

Agriculture has been restructured; services and tourism have developed strongly; education, healthcare, and social culture have been taken care of. The material and spiritual life of the people has been gradually improved. The poverty rate has decreased significantly. Politics has been stable. National defense and security have been maintained. Party building and the political system have made much progress.

Besides those achievements, we also realize that, up to now, Nghe An is still not the “best province in the North” as Uncle Ho always wished. Economic growth is not commensurate with its potential. The lives of people in mountainous, remote, isolated and ethnic minority areas still face many difficulties.

Security and order in the area still have many potential complications. Party building work still has many issues that need to be given more attention, especially Party building and political system building in remote, mountainous, border areas...

On behalf of the Party and State leaders, I warmly welcome and congratulate you on your achievements; share the difficulties, complexities and burdens of you and your people; and believe that with its glorious history and tradition, Nghe An province will continue to excellently fulfill the tasks assigned by the Party, State and people.

…In this solemn ceremony, I respectfully request the Party Committee, government, army and people of Nghe An province to carry out the following tasks:

One is,continue to arouse and promote to the highest level spiritual resources, pride in the heroic historical and revolutionary cultural traditions, and the homeland of the great President Ho Chi Minh to create motivation and aspiration to rise up and build a rich and beautiful homeland, worthy of the deep and boundless affection that Uncle Ho has for us.

In particular, Nghe An must be an exemplary province in effectively implementing the Resolution of the 4th Central Committee of the 11th and 12th terms on Party building and rectification in conjunction with implementing Directive 05 of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. We need to continue to imbibe his reminder to the cadres and people of the province: "We must know how to promote patriotism, indomitable spirit in the face of enemies and natural disasters, diligence in work, loyalty in love, simplicity, rusticity, and uprightness in eating and living."

Second,The Standing Committee, the Provincial Party Executive Committee, Party committees and authorities at all levels must unite and agree to lead and direct the mobilization of the combined strength and great national unity; further promote the spirit of positivity, proactiveness, dynamism, creativity, exploit all potentials, strengths, and local resources and take advantage of external resources to contribute to the successful implementation of the goals and tasks of the Resolution of the 12th National Party Congress, the Resolution of the 18th Provincial Party Congress, and Resolution No. 26 dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020.

It is necessary to focus on building a strong political system, especially the political system at the grassroots level, in which Party cells and grassroots Party organizations are the core of leadership. As Uncle Ho once pointed out: "Party cells are the roots of the Party. If the Party cells are good, everything will be good"; "Each Party cell must be a core of leadership for the masses at the grassroots level. Each Party level must be a strong leadership body in the locality in accordance with the guidelines and policies of the Central Committee".

Third,In socio-economic development, it is necessary to focus on correctly assessing and repositioning the value of Nghe An in terms of its distinct potential and outstanding opportunities in national and international relations in order to do a good job of planning and effectively implement the planning.

In addition, attention should be paid to key areas that need to be promoted, such as administrative reform, improving the investment environment, technical infrastructure, improving the quality of human resources, and carefully researching and building mechanisms to mobilize all social resources and attract investment for development.

Continue to improve the quality of healthcare, education, preserve, maintain and develop historical and cultural relics as well as local traditional cultural values. Implement well the policy for people with meritorious services, eliminate hunger, reduce poverty sustainably and the goal of all for the people.

Fourth,Pay attention to listening, dialogue, and resolving the people's legitimate pressing issues. Implement ethnic and religious policies well and promote the strength of the great national unity bloc; do a good job of mass mobilization; mass mobilization work; provide timely, comprehensive, and complete information on the policies and guidelines of the Party, the State, and the locality to the masses and people.

Five is,perform well international and national defense and security tasks, ensure social order and safety, resolutely and effectively fight against all types of crimes in the area, create a stable environment, and maintain a peaceful and happy life for the people.

Sixth,To develop and advance Nghe An is not only the task of the Party Committee, government and people of Nghe An, but also the responsibility and concern of the Party, State, and the help of central agencies and provinces and cities across the country.
