According to the draft regulations on enrollment and determination of enrollment targets for intermediate and college levels issued by the Ministry of Labor, War Invalids and Social Affairs, the enrollment period of schools begins from January 1 and ends no later than December 31 of each year.

Accordingly, the enrollment time and number of enrollment periods per year are decided by the school principals.

Enrollment is organized based on enrollment quotas determined according to regulations. Enrollment quotas for a given year are only applied in that year.

According to the draft, the combination of exam subjects corresponding to the exam block that the school used in the entrance exam in previous years (hereinafter referred to as the traditional exam block) for admission consideration will be maintained.

If changing traditional exam blocks and subject combinations used for admission, schools must report to the Ministry of Labor, War Invalids and Social Affairs and publicly announce on the school's website and other mass media at least 3 years before applying.

Schools that use new exam subject combinations in addition to traditional exam blocks to consider admission for a major or group of majors or occupations must reserve at least 75% of the quota for that major or group of majors or occupations for admission according to exam subject combinations corresponding to traditional exam blocks.

Adding new subject combinations for admission is carried out according to the following principles:

Use the results of at least 3 exam subjects, including at least one of the two subjects Math and Literature, for admission; the exam subjects included in the admission combination must be related to the requirements of the training major; do not use more than 4 exam subject combinations for admission to a major;

For schools with gifted majors, use the exam results of at least one cultural subject combined with the results of gifted exams for admission.

Depending on the requirements of the training industry or profession, schools can specify the main exam subject to be multiplied by a coefficient when considering admission.

Floor score as prescribed by the Ministry

Based on the exam results of candidates taking the national high school exam for college admission, the Ministry of Labor, War Invalids and Social Affairs determines the threshold to ensure input quality for schools to develop admission plans.

Schools located in the provinces of the Northwest, Central Highlands and Southwest regions are considered for admission for candidates with permanent residence for 3 years or more, studying for 3 consecutive years and graduating from high school in the provinces of these regions with exam results (total score of 3 subjects of the combination used for admission) lower than the threshold to ensure input quality by 1.0 point (on a scale of 10) and must take additional knowledge for one semester before officially entering school. The additional knowledge program is determined by the Principal of the school.

For schools using the admission method based on high school academic results, the average score of each subject in the combination of subjects used for admission or the overall average score of subjects used for admission must not be less than 5.5 for the college system (on a 10-point scale).

For schools that recruit secondary school graduates into college-level majors, they must clearly stipulate in the autonomous enrollment plan the method of recruiting into appropriate majors or occupations and the criteria to ensure input quality.

For gifted majors in the cultural and artistic sector, the admission scores of cultural subjects must meet the minimum requirements to complete the general education program and be approved by the Ministry of Culture, Sports and Tourism and the Ministry of Labor, War Invalids and Social Affairs.
