Vinh University announces recruitment of civil servants in 2025
Pursuant to Plan No. 98/KH-DHV dated August 22, 2025 of the President of Vinh University on recruiting civil servants in 2025, Vinh University announces the recruitment of civil servants as follows:
1. Job position, number of vacancies
a) Job position to be recruited: Lecturer (grade III) - Code: V.07.01.03.
b) Number of employees to be recruited: 37 people, including 07 lecturer positions recruited according to the attraction policy.
c) Policies and regimes for lecturers recruited under the attraction policy are as follows:
- When working at the school, the school pays the attraction fee for associate professors: 150 million VND/person; PhDs: 100 million VND/person;
- Priority will be given to use 01 room (if needed) in the dormitory or housing area of the school;
- Supported with internet usage, stationery and professional documents, and monthly fixed travel expenses for associate professors of 4 million VND/month and for PhDs of 2 million VND/month;
- Provided with 01 laptop for work (can be converted into cash at the rate of 20,000,000 VND);
- Enjoy other regular benefits according to the school's attraction policy.
d) Details of the positions to be recruited are available in the recruitment quota table (with attached appendix).
e) Job positions registered with 02 wishes: None.

2. Recruitment form and content
The school organizes recruitment in the form of examination or admission to civil servants. The content and form are implemented according to the provisions of law and regulations on recruitment, use, management of civil servants and employees of Vinh University, specifically:
a) Recruitment of civil servants is conducted in 2 rounds as follows:
- Round 1: Check the application conditions on the Application Form according to the requirements of the job position to be recruited. If the requirements are met, the applicant will be allowed to participate in round 2.
In case the job position requires foreign language proficiency in the training and development standards and according to the job description and competency framework of the job position, the school shall specifically notify the requirements for foreign language diplomas and certificates. If one of the diplomas and certificates specified in Clause 3, Article 9 of Decree No. 85/2023/ND-CP is available, it may be used instead. If there is no suitable foreign language diploma or certificate, the Selection Council shall organize an examination to assess foreign language proficiency according to the requirements of the recruitment position.
The Recruitment Council checks the foreign language requirements according to the information declared by the candidate in the Application Form. After being admitted, the successful candidate shall submit a copy of the foreign language diploma or certificate as prescribed in Clause 1, Article 17 of Decree No. 85/2023/ND-CP.
- Round 2: Exam in professional subjects
+ Form: Practice, question and answer.
+ Content: Test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.
+ Time: 50 minutes (candidates have no more than 15 minutes to prepare, not included in exam time).
+ Score: 100 points.
+ No review of round 2 exam results.
b) Admission of civil servants: Implemented according to Article 13, Decree No. 115/2020/ND-CP (amended by Clause 7, Article 1 of Decree 85/2023/ND-CP) and Regulations on recruitment, use, and management of civil servants and employees of Vinh University.

3. Registration standards and conditionsattendrecruitment
3.1. General standards and conditions
a) Applicants must meet all the conditions and standards specified in Clause 1, Article 5, Decree No. 115/2020/ND-CP and the practical requirements of Vinh University, specifically as follows:
People who meet the following conditions regardless of ethnicity, religion, belief, gender, or social status are eligible to apply:
- Be a Vietnamese citizen, have a permanent address in Vietnam;
- Have good moral qualities;
- 18 years of age or older, with full civil capacity;
- Good health;
- Have clear application documents.
b) Applicants must commit in the Application Form to the conditions and standards according to current regulations that have been publicly announced and be legally responsible for copies of diplomas, certificates and other relevant documents when submitting in the application.
c) Subjects not allowed to register for the exam:
- Loss of civil capacity or limited civil capacity;
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures of being sent to a medical facility or educational facility.
- Being disciplined from warning level or higher in other units.
3.2.Standard,Specific conditions for applying for the position of lecturer
a) Graduated from a regular university with the correct major or a major suitable for the recruiting industry with a good/excellent degree or higher.
b) Have a master's degree or higher in the correct field or a field suitable for the recruiting industry (priority is given to those with a master's degree in the correct field).
c) Ability to use a foreign language (English) at level B2 or higher (VSTEP English certificate or international English certificate with equivalent conversion score according to regulations). If you have one of the diplomas and certificates specified in Clause 3, Article 9 of Decree No. 85/2023/ND-CP, it can be used instead. If you do not have a suitable foreign language diploma or certificate, the Recruitment Council will organize an examination to assess foreign language proficiency according to the requirements of the recruitment position.
d) Ability to apply information technology in performing the tasks of a lecturer.
e) Have pedagogical capacity and scientific research ability.
g) Have good health to meet the requirements of the job position.
h) Meet the specific conditions and standards of each job position to be recruited(Details are available in the attached recruitment index).
3.3. Cases considered for admission to civil service
Based on the conditions for registering for civil servant recruitment and the requirements of the job position to be recruited, Vinh University considers and decides to accept civil servant positions for cases that meet the standards and conditions of the job position, specifically as follows:
a) A person with 05 years or more of work experience, currently doing professional work suitable for the job in the expected job position at an agency, organization or unit established in accordance with the provisions of law.
b) A person who used to be a cadre, civil servant or public employee, and was then transferred by a competent authority to work at another agency, organization or unit, but still does work suitable for the expected job position.
c) People with a doctorate degree or higher (recognized by a competent authority as prescribed) currently working at educational training and scientific research institutions abroad or at foreign educational training and scientific research institutions with headquarters or branches established in Vietnam, with a training major suitable for the job position to be recruited and with at least 03 years of work experience in professional and technical work suitable for the job in the expected job position.

4. Application documents and fees
4.1. Application form
- Application form (sample form attached);
- A self-written CV certified by a competent authority within 06 months from the date of application submission;
- Notarized copies of diplomas and transcripts as required for the position applied for; In case diplomas and transcripts are issued by foreign training institutions, they must be notarized and translated into Vietnamese and recognized by the Ministry of Education and Training;
- Notarized copies of foreign language and computer certificates issued by competent training institutions (if any);
- Health certificate issued by a competent medical facility at district level or higher within 6 months;
- Copy of birth certificate; Notarized copy of citizen identification card or identity card;
- Notarized copies of certificates of merit, certificates of merit and certificates of policy enjoyment, certificates of priority (if any);
- 04 4x6 photos (taken within the last 6 months).
4.2. How to submit application
Applicants declare information and application documents online at the website:tuyendung.vinhuni.edu.vn; and submit hard copy of application to Vinh University according to regulations.
4.3. Application fee
Recruitment costs are implemented according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees. The fee collected for candidates is 500,000 VND/candidate.
5. Time and place for receiving documents
- Application submission period: From August 25, 2025 to September 24, 2025.
- The time for conducting the selection, announcing the successful candidates, signing the contract, assigning work, and accepting work is expected to be in October 2025. Details about the specific time and location will be announced by the School on the website and at the Personnel Department.
