Head of the Politburo's inspection delegation: Nghe An is serious and determined in innovating and restructuring the apparatus.

On the afternoon of December 15, the working delegation under Decision No. 1150 - QD/TW dated April 1, 2019 of the Politburo led by Comrade Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission had a working session with the Standing Committee of Nghe An Provincial Party Committee. Also attending was Comrade Nguyen Phuoc Loc - Deputy Head of the Central Mass Mobilization Commission.

Check 10 localities and units

At the working session, the representative of the Inspection Delegation presented the draft inspection results of the Politburo on the leadership, direction, dissemination and implementation of Resolution No. 26-NQ/TW dated May 19, 2018 of the 12th Central Executive Committee on "Focusing on building a contingent of cadres, especially strategic-level cadres, with sufficient qualities, capacity and prestige equal to the task" (Resolution 26) in conjunction with the implementation results of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (Resolution 18).

Previously, the Central Inspection Team conducted inspections at 10 units including Vinh City, Cua Lo Town, Dien Chau, Con Cuong, Hung Nguyen districts and the following units: Provincial Party Committee Office, Department of Education and Training, Department of Health, Provincial Fatherland Front Committee, Provincial Police Party Committee. After this meeting, the Inspection Team will complete the report and submit it to the Politburo.

At the meeting, Head of the Provincial Party Committee's Organization Board Ho Phuc Hop reported some new results on the contents of the inspection delegation, including the implementation of the policy of arranging Party committees that are not local people, and Major General Nguyen Huu Cau - Director of the Provincial Police Department reported further on the progress of arranging regular police to communes.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh said that Resolution 26 is a framework resolution, so he proposed that the Central Government soon institutionalize it into specific regulations for implementation.

Regarding the implementation of the policy of arranging Party secretaries who are not local people, the head of the Provincial Party Committee said that in Nghe An, there has been a great change in awareness, eliminating localism and localism. This is the most important thing. Therefore, in reality in Nghe An, it has become very normal for localities to accept local leaders who are not local people.

The province also tries to arrange for a place where it cannot arrange a Party Secretary who is not a local person to arrange either a Chairman or a Permanent Deputy Secretary from another place.

"That means the leadership structure has a new wind, both training cadres and creating more connection between the province and the district level," Secretary Nguyen Dac Vinh shared. In addition, in the upcoming party congresses at all levels, the number of party secretaries who are not local people may be reduced compared to the current 13 district secretaries. However, after the congress, the province has a specific plan such as rotating positions between the province and the district or between districts. Nghe An also focuses on considering mature cadres in the locality.

Create high consensus

Concluding the meeting, Comrade Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission said: The inspection delegation assessed that Nghe An has been serious and determined in thoroughly grasping and implementing Resolution 18 and Resolution 26 and also concretizing them to suit the practical conditions of the locality; the implementation process has positively changed the awareness and responsibility of the political system.

The province has also made many efforts to implement Resolution No. 18 and part of Resolution No. 26, in which the implementation of Resolution No. 18 has had very specific results: reducing focal points, reducing organizations; piloting a number of models: the Party Committee Secretary is the Chairman of the People's Council, the Head of the Propaganda Department is also the Director of the Political Training Center; the model of organizing the urban government apparatus, concurrently holding the position of head in a number of organizations and agencies... The province has taken steps to rearrange communes that do not meet the criteria; streamlining the payroll by 10.3%.

Regarding Resolution 26, although the implementation time is still short, the Head of the Central Committee for Mass Mobilization assessed that Nghe An has done well in some contents such as: 13/21 district-level secretaries are not local people and by 2025, striving to complete this policy in 21 districts, cities and towns.

In the rotation of cadres, the province has implemented horizontal and vertical rotation and proposed to continue to do so for better connectivity in the political system. Nghe An has also made efforts to develop and implement a job position project; arrange regular police officers to communes...

The head of the Politburo's inspection delegation also suggested that the implementation of Resolution 26 in Nghe An must be combined with Resolution 4 of the Central Committee on Party building and rectification and Resolutions 6 and 7 of the Central Committee on personnel work. All are closely and deeply integrated.

Informing that some of the problems that the province has reported will be recommended to the Politburo for a smooth implementation process with localities, the Head of the Central Committee for Mass Mobilization suggested that Nghe An study and overcome the limitations in the implementation of Resolution 26 and Resolution 18 with the spirit of determination, implementation in a cautious manner, and strict steps.

In particular, the province must pay attention to the thoughts and aspirations of cadres to create high consensus in implementing Party resolutions.

Comrade Truong Thi Mai also expressed her excitement at Nghe An's socio-economic results in 2019; political security and religious security were ensured and assessed that this was a fundamental step to organize Party congresses at all levels in 2020.

Speaking at the end of the working session, Provincial Party Secretary Nguyen Dac Vinh respectfully thanked the Inspection Team and accepted the opinions of the head of the working group and the members of the team. After the inspection conclusion, Nghe An will specify the contents pointed out by the team to better carry out the province's tasks in 2020 and the period 2020 - 2025.
