Head of the Provincial Internal Political Security Department does not have a high school diploma
The head of the Internal Political Security Department, under the Organization Board of the Hai Duong Provincial Party Committee, has just been dismissed pending disciplinary review for not having a high school diploma. Accordingly, his Law University degree will also be revoked.
Recently, public opinion in Hai Duong has been stirred up by the fact that Mr. Pham Trung Thanh (born in 1967) - Head of the Internal Political Security Department did not have a high school diploma but still graduated from the University of Law.
Upon receiving the information, the Provincial Party Committee's Organizing Committee established a working group to coordinate with relevant departments and agencies to verify the information.
The leader of the Provincial Party Committee's Organizing Committee confirmed to the reporter: Immediately after receiving the information, the Committee asked Mr. Thanh to explain the report and at the same time established a working group to verify. Mr. Thanh admitted that he did not have a high school diploma.

Today, in announcement No. 241-TB/BTCTU, the Organizing Committee of Hai Duong Provincial Party Committee stated: Through verification, the Committee has determined that Mr. Thanh, Party Committee member, Chairman of the Party Committee Inspection Committee, Party Cell Secretary, Head of the Internal Political Protection Department did not graduate from high school (grade 12).
Specifically, Mr. Pham Trung Thanh did not have a high school diploma and used someone else's high school diploma to take the entrance exam, study, was recognized as a graduate and was awarded a bachelor's degree in law by Hanoi Law University. To date, Hanoi Law University has confirmed that Mr. Thanh's university degree is illegal.
On the other hand, Mr. Thanh illegally used his Law University degree (part-time program) to take the civil servant promotion exam and train for appointment to the position of department-level manager.
Based on the above violations, the Disciplinary Council for Civil Servants and the Provincial Party Committee's Organization Board decided to dismiss Mr. Thanh from office.
The Committee recommends that relevant authorities continue to complete further handling of his violations.
Mr. Vu Tri Quang, Chief of Office of the Organizing Committee of Hai Duong Provincial Party Committee, said: Mr. Thanh's violation is very serious and regrettable, causing negative impacts on the reputation of state agencies and localities.
Today, Mr. Thanh also submitted a resignation letter. After disciplining him, according to Party regulations, the leaders of the Provincial Party Committee's Organization Board will consider and make a specific decision on the violator's wishes.
