From January 1, 2020, employees will receive a salary increase if they have the following certificates:
Workers who do jobs that require vocational training as prescribed will receive a salary at least 7% higher than the minimum wage.
Decree 90/2019/ND-CP regulating regional minimum wages applicable to employees working under labor contracts will take effect from January 1, 2020.
Accordingly, the prescribed regional minimum wage is the lowest level used as a basis for enterprises and employees to negotiate and pay wages, in which the wage paid to employees working under normal working conditions, ensuring enough normal working hours in a month and completing the agreed labor norms or work must ensure:

Not lower than the regional minimum wage for workers doing the simplest jobs;
At least 7% higher than the regional minimum wage for employees doing jobs requiring employees to have undergone vocational training as prescribed in Clause 2 of this Article.
Workers who have undergone vocational training according to the table above will receive at least 7% higher than the regional minimum wage for workers, including:
People who have been granted vocational certificates, vocational degrees, professional secondary school degrees, vocational secondary school degrees, college degrees, general university certificates, university degrees, bachelor's degrees, graduate degrees or master's degrees, doctoral degrees according to the provisions of Decree No. 90-CP dated November 24, 1993 of the Government stipulating the framework structure of the national education system, the system of diplomas and certificates in education and training;
People who have been awarded a vocational secondary school diploma, vocational training diploma, college diploma, university diploma, master's degree, doctorate degree; vocational education diploma, certificate; university education diploma and continuing education diploma, certificate as prescribed in the Law on Education 1998 and the Law on Education 2005;
People who have been granted a certificate under a regular vocational training program, a primary vocational certificate, a secondary vocational diploma, a vocational college diploma, or have completed a vocational training program under a vocational training contract as prescribed in the Law on Vocational Training;
People who have been granted a national vocational skills certificate according to the provisions of the Law on Employment;
People who have been granted diplomas and certificates of vocational education at elementary, intermediate and college levels; regular training and other vocational training programs as prescribed in the Law on Vocational Education;
People who have been awarded a diploma of higher education training as prescribed in the Law on Higher Education;
People who have been awarded degrees or certificates from foreign training institutions;
People who have been trained by a business or self-taught and have been tested and assigned by the business to do work that requires vocational training.
