From August 1: Running a yellow light will be fined up to 2 million VND
Starting from August 1, 2016, drivers of cars and similar vehicles who run yellow lights will be fined from VND 1,200,000 to VND 2,000,000. This is a notable content stipulated in Decree 46/2016/ND-CP on penalties for traffic violations in the road and railway sector (effective from August 1, 2016).
Accordingly, when traffic participants run a yellow light, they will be punished as if they ran a red light (currently according to Decree 171/2013/ND-CP, the penalty for running a yellow light is lower than running a red light), specifically as follows:
Traffic violations against drivers of cars and similar vehicles running yellow lights range from 1,200,000 to 2,000,000 VND (Based on Point a, Clause 5, Article 5 of Decree 46).
Traffic violations against drivers of motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and motorbike-like vehicles running yellow lights are fined from 300,000 to 400,000 VND (Based on Point c, Clause 4, Article 6 of Decree 46).

Traffic violations for tractor and specialized motorbike drivers who run yellow lights are fined from 400,000 to 600,000 VND (Based on Point g, Clause 4, Article 7 of Decree 46).
Traffic violations against drivers, passengers on bicycles, motorbikes, and drivers of other rudimentary vehicles who run yellow lights range from 60,000 to 80,000 VND (Based on Point h, Clause 2, Article 8 of Decree 46).
Yellow signal means you must stop before the stop line - Except in the case of going past the stop line, you may continue; In the case of a flashing yellow signal, you may go but you must reduce speed, pay attention, and give way to pedestrians crossing the street.
It can be understood that when the traffic light changes from green to yellow - If the traffic participant has driven the vehicle across the painted line, he/she has the right to continue. If he/she has not crossed the painted line, he/she must stop.
