The Telecommunications Department said that network operators must suspend subscriber activities if they do not standardize personal information from March 31 after checking the information with the population database and notifying customers.

The Department of Telecommunications (Ministry of Information and Communications) said that, implementing the Prime Minister's decision on approving the Project "Developing applications for population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030” (Project 06), mobile telecommunications enterprises have implemented measures to connect, provide data, and cross-check their subscriber information databases with the National Population Database. From there, cases of inconsistent or non-compliant information are detected to improve management efficiency, contributing to thoroughly resolving the situation of using mobile subscriber SIMs with information that is not in accordance with regulations, ensuring that by March 31, 2023, all active subscribers have information that is in accordance with regulations and matches the National Population Database.
After cross-checking, the Telecommunications Department recommends that mobile telecommunications businesses, if they detect subscribers with incorrect information, must review, compare, and implement authentication solutions.
For subscriber information suspected of being incorrect, businesses will strictly implement the regulation of forcing temporary suspension of operations if personal information is not re-registered.
Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, said: "From March 31, 2023, network operators will start to block one-way information for subscribers whose information does not match the information checked with the national population database. Then, two-way information will be blocked for these subscribers and after 2 months, the contract will be terminated if the subscriber does not register to standardize personal information according to regulations. The Department of Telecommunications requires network operators to resolutely stop the activities of subscribers with inaccurate information according to regulations."
The Telecommunications Department requires that during the implementation process, businesses must ensure the rights of users, avoid affecting subscribers who have correct information, and at the same time create favorable conditions for users to coordinate in standardizing subscriber information. In case users receive a request to standardize subscriber information from a mobile business, meaning that the registration information may be incomplete or inconsistent with the National Population Database, the Telecommunications Department recommends that users coordinate with businesses to standardize, avoiding cases of impersonation to commit illegal acts. People who need more detailed information can access the websites or call the customer care center of the mobile business for instructions.
"Reviewing and standardizing subscriber information of mobile telecommunications service users to ensure that it matches the information in the National Population Database is a necessary activity, requiring the participation and coordination of state management agencies, businesses and people to contribute to stabilizing social order, promptly preventing and handling acts of using SIM cards with registration information that is not in accordance with regulations, committing fraudulent acts, false advertising, lack of culture, contrary to good customs and traditions... The Telecommunications Department hopes to receive cooperation and joint efforts from mobile telecommunications businesses as well as customers and service users.", said the representative of the Department of Telecommunications.
