From today (March 1), the 2021 economic census will be conducted nationwide.
According to the Deputy Director General of the General Statistics Office, the census results are one of the important bases for compiling GDP, GRDP and official statistical indicators of statistical sectors.
Pursuant to Decision No. 307/QD-TTg dated February 27, 2020 of the Prime Minister on organizing the 2021 Economic Census, from March 1, 2021, the General Statistics Office will organize the investigation and collect information for the 2021 Economic Census nationwide.
The census is conducted every 5 years and is the largest and most complex survey in the statistics industry.

Mr. Nguyen Trung Tien - Deputy General Director of the General Statistics Office, member of the Central Steering Committee for the General Economic Census, said that the results of the census are one of the important bases for compiling the indicators of Gross Domestic Product (GDP), Gross Regional Domestic Product (GRDP) and official statistical indicators of statistical sectors.
At the same time, the census aims to build a database to serve the conversion of the base year for comparison, to serve the compilation of socio-economic statistical indicators; to build a master sample frame on economic establishments for sample surveys in the next phase of the statistics sector, ministries, branches and localities.According to the General Statistics Office, the survey subjects are economic units located in only one commune and performing only one type of economic activity in the third-level economic sector, including the following types: production and business establishments of enterprises and cooperatives; individual production and business establishments; production and business establishments belonging to administrative agencies and public service units with production and business activities; public service establishments and associations; foreign non-governmental organizations in Vietnam; religious and belief establishments.
The survey subjects do not include administrative agencies, Party organizations; agricultural, forestry and fishery production establishments of households; establishments operating in the field of diplomacy.
The census is conducted nationwide for all survey units of all economic types and economic sectors (except for activities of the Communist Party, socio-political organizations, state management, security - defense; and compulsory social security).
The survey content focuses on the following groups of information: identification information of the establishment; production and business sector; type of activity; information on labor and income of employees; information on production and business results and costs; information on the application of information technology; information on financial access, international economic integration and in-depth information about the survey unit.
Time for information collection: for enterprises and cooperatives from March 1, 2021 to May 30, 2021; for public service units and associations from March 1, 2021 to April 30, 2021; for individual business households from July 1, 2021 to July 30, 2021; for religious and belief establishments from July 1, 2021 to July 30, 2021.
The 2021 Economic Census conducts a complete survey combined with a sample survey. The complete survey collects basic information; the sample survey collects in-depth information about the survey subjects.
Regarding information collection methods: For enterprises, cooperatives, public service units, associations, and survey units, information is provided on the 2021 Economic Census website.
For individual business households and religious and belief units, the investigator will go to each unit to meet the information provider (owner of the facility) to conduct a direct interview, combining observation to fully record the answers on the electronic survey form on a mobile device.
It is expected that the census will announce preliminary results in December 2021; and official results in January 2022. Based on the results of the census, it is possible to assess the development in quantity, scale and labor of economic establishments; production and business results; the level of information technology application; the structure and distribution of establishments and labor by locality, by economic sector and by ownership form to meet the management requirements of the Party, the State, ministries, branches and localities.
According to the General Statistics Office, according to the results of the 2017 Economic Census, the economic, administrative and public service units of our country tend to grow more slowly in the administrative and public service sectors and more rapidly in the economic sector, especially enterprises.

Specifically, out of a total of more than 5.86 million economic, administrative and public service units, the enterprise sector has the highest growth rate in both the number of units and labor, with nearly 517.9 thousand existing enterprises and attracting more than 14 million laborers; the collective economy has 13,600 units; individual production and business establishments excluding agricultural, forestry and fishery production and business establishments have 5.1 million establishments with 8.7 million laborers; administrative and public service units develop in the direction of rapidly increasing the public service sector; religious and belief establishments have 42.7 thousand establishments.
The 2017 Economic Census also reflects the limitations of the business sector, which are the trend of decreasing average labor size/enterprise, the fragmentation of individual production and business establishments and the slow progress of socialization of career activities. Information technology has not been effectively applied in State agencies, especially local agencies.../.
