From May 5, the act of editing or editing photos to distort the content of the image with the purpose of distorting history, insulting great people... can be fined 3-5 million VND.

Decree 28/2017 (amending and supplementing a number of articles of two decrees on penalties for violations of copyright, related rights and in the fields of culture, sports, tourism and advertising, effective from May 5) stipulates a fine of 3-5 million VND for the act of editing and compositing photos.

This penalty applies to the editing and editing of photos to distort the content of the image with the purpose of distorting history, denying revolutionary achievements; insulting great people, national heroes, leaders, and cultural celebrities; slandering and harming the reputation of agencies, organizations, and the honor and dignity of individuals.

Also according to this decree, the following acts will be fined 200,000-500,000 VND: burning incense or votive paper not in accordance with the regulations of the festival organizing committee or relic management board; throwing or dropping money into wells, ponds or lakes; swearing or insulting spirituality, affecting the solemn atmosphere; littering, causing environmental pollution in the festival area or relics.

Fine the product owner for hanging and posting advertisements

The new decree also adds penalties for advertisements on electric poles, traffic signal poles and public trees: both the person who hangs or pastes them and the owner of the advertised product.

Accordingly, those who hang, place, paste, or draw advertisements for products, goods, or services on electric poles, traffic signal poles, and trees in public places will be fined 1-2 million VND. Those whose products, goods, or services are hung or pasted in the above-mentioned places will be fined a lot, 5-10 million VND.

In particular, the act of distributing advertising leaflets that affect aesthetics, traffic safety and social order will be subject to a warning or a fine of 200,000-500,000 VND. People whose products, goods and services are advertised on these leaflets will be fined 5-10 million VND.
