Today, I and my comrades in the Provincial Party Standing Committee are very pleased to attend the 18th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2022 - 2027, an important political event, a great festival of youth in the homeland of beloved Uncle Ho!

On behalf of the Provincial Party Standing Committee, I would like to send my warmest congratulations to the delegates, distinguished guests and 349 official delegates of the Congress. Wishing the Congress great success.

Dear Congress!

Looking back over the past 5 years, we are pleased to see that the Youth Union and Youth Union members of Nghe An province have upheld the revolutionary tradition, promoted youth, intelligence and enthusiasm, achieved many important results, and actively contributed to the development of the province.

The movements and action programs were organized enthusiastically and richly, attracting a large number of union members and young people to participate and leaving a good impression in society. That impression is reflected by convincing numbers such as: nearly 4,000 youth projects and tasks contributing to the construction of new rural areas, environmental protection, and maintaining urban order; supporting 184 innovative start-up projects and ideas with a total cost of more than 10 billion VND; undertaking to support and help 91,000 children in difficult circumstances with a total value of nearly 90 billion VND; and nearly 30,000 good deeds and beautiful stories were spread throughout the union;...

The province's youth also left a strong impression with their spirit of volunteering to join hands in preventing and fighting the Covid-19 epidemic. Thousands of cadres, soldiers, young doctors and nurses, and youth union members in agencies, units, and localities directly participated in the frontline of the epidemic; many young people were willing to put aside their personal happiness to volunteer to fight the epidemic inside and outside the province; many meaningful activities of the youth such as: "Shipper in green shirt", "tutor in green shirt"; "zero-dong stall";... contributed to controlling the epidemic situation and stabilizing people's lives in the province.

Through revolutionary action movements, the Youth Union organization has been increasingly consolidated and developed; many outstanding examples of Nghe An youth in various fields have been honored; nearly 19,000 outstanding union members have been admitted to the Communist Party of Vietnam; the contingent of union cadres at all levels has grown steadily.

On this occasion, on behalf of the Provincial Party Standing Committee, I warmly congratulate and commend the efforts, attempts and outstanding achievements that the cadres, union members and youth of the province have achieved in the past term.

Dear comrades!

The political report has frankly pointed out quite fully a number of shortcomings and limitations. I would like to note a number of issues: the creativity, innovation and attractiveness in some movements and activities of the Union are not high. The role of guiding young people in new trends and interests is still passive. The capacity of some Union officials is still limited. The quality of grassroots Union organizations is not uniform, even weak in some specific sectors and fields... I suggest that the Congress continue to analyze carefully to find effective solutions in the coming time.

Dear Congress!

The next five years will be the period when our province will concentrate its resources to achieve the development goal of "becoming a fairly developed province in the Northern region by 2025, becoming a fairly developed province in the whole country by 2030"; this requires high demands and great efforts from all levels, sectors, and people, including the Youth Union and its members. The movements of the Youth Union must constantly innovate, be creative, and adapt quickly to both meet the legitimate demands of the youth and contribute effectively to the overall development of the province.

I agree with the goals, directions, and tasks for the 2022-2027 term presented by the Presidium to the Congress and the speeches. I emphasize and suggest a number of issues for the Congress to continue discussing, considering, and deciding:

The first:The history of the Vietnamese nation has solemnly recorded a generation of Nghe An youth in the early years of the 20th century, full of patriotism and courage, who crossed the ocean to find a way to save the country, contributing to changing the destiny of the nation.

A generation of Nghe An youth lived, fought, and sacrificed themselves with the revolutionary ideal of "determined to die for the Fatherland", "the heart can stop beating but the road cannot be blocked", becoming a noble symbol of Vietnamese revolutionary heroism in the 20th century. That is forever a source of pride, a spiritual motivation, a great source of encouragement for Nghe An youth today to learn and follow.

In the current period, to orient, support and help Nghe An youth to identify and steadfastly pursue noble ideals and ways of life, the Youth Union must constantly innovate and further improve the effectiveness of its propaganda and education work.

That is to focus on conveying to the youth profound stories about the ideology, example, morality, and style of President Ho Chi Minh; typical examples of Nghe An youth through the periods; historical and cultural values ​​imbued with the identity of the land of "spiritual land and talented people" with the title of more than 990 years.

That is to respect each youth union member who knows how to sing a few folk songs of their hometown, because that is representative of the character and soul of the people of Nghe An. That is to encourage and accompany so that many union members and young people of Nghe An can continue to have their names on the golden board in intellectual competitions, conquering the peak of knowledge, science and technology because that is to continue the tradition of studiousness, hard work and determination to study to become successful of the land and people of Nghe An.

And that is the replication and spread of each beautiful action and each good gesture to gradually build a model of Nghe An youth in the new era in the direction of civilization, modernity and humanity.

In addition, it is necessary to make full use of modern communication tools, social networks, and the Internet to propagate and mobilize young people, to grasp and orient their thoughts, public opinion, new trends and interests. Enhance the spirit of revolutionary vigilance, resistance and courage of young people against negative impacts, the dark side of society and the plots of enticing, dividing and sabotaging the country by hostile forces.

Monday:Recently, our province has issued a Resolution on digital transformation until 2025, with a vision to 2030, focusing on developing digital databases, creating a foundation for developing digital government, digital economy, and moving towards a digital society. This is one of the tasks and revolutionary solutions towards achieving the comprehensive goals according to the Resolution of the 19th Provincial Party Congress.

And revolution is always suitable for young people. Nghe An youth should be the pioneers in this revolution. I am very happy that digital technology has been applied to serve this congress such as: exploiting congress documents, calling delegates by QR code; photo exhibition using 3D technology;...

This is the premise and motivation for Nghe An youth to access digital technology more deeply, especially bringing the education of the union on a digital platform; digitizing union member data; bringing youth start-up and career products to e-commerce platforms; learning and sharing experiences online...

Each youth union organization, each youth union member and youth of the province becomes a propaganda nucleus, a creative nucleus and digital technology application will contribute to raising the position of Nghe An in the digital transformation revolution.

Besides digital transformation, our province has been making great determination to remove one of the current bottlenecks in socio-economic development, which is "administrative reform".

I propose that the Provincial Youth Union pay attention to implementing the movement of exemplary and dedicated cadres, union members, and young civil servants of Nghe An, saying no to negativity in performing public duties; research and develop a set of identification of attitudes, behaviors, and actions of cadres, civil servants, union members, and young people in performing public duties, contributing to creating clear and substantial changes in the administrative reform of the province.

Tuesday:Our province is currently one of the destinations of large domestic and international investors, posing a huge demand for skilled, high-quality human resources. It is forecasted that in the period of 2021 - 2025, the demand for skilled human resources in the province will be about 300,000 people.

The factory manufacturing electronic components and auto parts in Hoang Mai Industrial Park 1 started construction on September 22, with a demand for about 6,000 - 9,000 workers; the factory manufacturing electronic products, network equipment and multimedia audio products of Goertek Vina Company in WHA Industrial Park is expected to come into operation in phase 1 in 2023, phase 2 in 2024, with a demand for up to 30,000 workers; in addition, there will be a series of large projects in VSIP1, VSIP2 industrial parks; WHA....

To complete this important task, in addition to the responsibilities of the sectors and functional units, I propose that the Youth Union at all levels pay special attention to accompanying and supporting young people to improve their educational level, vocational training, professional skills, labor skills, and industrial style to be ready to serve the development process of the province; meet the labor needs of investors; so that our Nghe An youth do not have to leave their homeland to work in foreign countries.

Along with that, it is necessary to research and promote the movement of learning foreign languages ​​throughout the Union - one of the "golden keys" to open the door to success in the 4.0 digital era. Knowing a foreign language opens a new horizon. Knowing a foreign language, Nghe An youth will have more opportunities to choose a career, and their income will certainly be better.

Wednesday:To effectively implement movements, there must be a strong Youth Union organization; to build a strong Youth Union organization, there must be Youth Union cadres who are "equal" to the task, because "cadres are the root of all work". Each Youth Union cadre must constantly strive to improve their qualifications and professional skills, and maintain their image, character, and ethics.

We must spend time listening, reading, learning, researching, and exchanging information to enrich our knowledge; we must practice and cultivate a rich vocabulary, a dignified style, coherent thinking, and a scientific working method; we must stay close to the grassroots and immerse ourselves in reality to understand, share, and accompany the youth more, especially the disadvantaged youth and youth in special areas. This is also an important foundation for the Youth Union cadres to mature in the future.

For union members and young people, youth can only be the most beautiful years of life if you know how to cherish and take advantage of it. You should determine for yourself a noble and correct ideal to strive for; have enough courage to overcome adversity and be ready to commit to discovering your own abilities, doing meaningful things in life.

Thursday:Consistently implementing the viewpoint that "Building a strong Youth Union is building the Party one step ahead", I request that Party committees at all levels, authorities, departments, branches and organizations continue to pay attention, trust, encourage and create favorable conditions for Youth Union organizations and youth union members to participate in local political, economic and social tasks; have specific plans, regularly review and supplement planning, train and foster Youth Union cadres.

The Youth Union should continue to do a good job in taking charge of the Ho Chi Minh Young Pioneers; promote the core political role in the activities of the Vietnam Youth Union at all levels; participate in building and protecting the Party and the political system. Proactively create interactions and coordination with all levels and sectors of the province, expand exchanges with provincial and municipal unions across the country; international youth, especially youth from neighboring provinces of Laos, effectively take advantage of resources and experience in activities.

I understand that at the first working session, the Congress elected the new Provincial Youth Union Executive Committee consisting of 49 comrades. The first meeting of the Provincial Youth Union Executive Committee also elected the Standing Committee, the Inspection Committee and key positions of the 18th Provincial Youth Union.

I warmly congratulate and request you to continue to promote the spirit of solidarity, dedication, and constant innovation to lead the successful implementation of the Congress Resolution.

I also congratulate and request the Delegation attending the 12th National Youth Union Congress to promote a high sense of responsibility, bringing the will and aspirations of Nghe An youth to the solemn forum of national youth.

After the Congress ends, the Provincial Youth Union Executive Committee needs to urgently issue working regulations, assign specific tasks, focus on building and immediately deploying the Action Program to implement the Resolution, creating a competitive atmosphere right from the beginning of the term.
