In recent years, although the Youth Union at all levels has tried to accompany and support young people in economic development in many ways; however, according to the reflection of cadres, union members and young people, these activities have not yet met the needs of young people and there is a need for more appropriate support activities.

I hope that the 19th Provincial Party Congress, term 2020-2025, will continue to pay attention to creating favorable conditions foryouth start-upthrough specific resolutions and projects to create conditions for young people to study, develop, and build their hometown economy, especially with many specific mechanisms and policies to support young people in borrowing capital; have policies on on-site vocational training, creating more jobs for young people to establish themselves and start a business.

I hope that in the coming time, the province will have more policies to develop the economy in mountainous areas, prioritize training, improve qualifications and support construction.economic modelsfor ethnic minority youth. I also hope that the mountainous areas will have more factories and enterprises, so that ethnic minority youth can access industrial production without having to go to the North or South to find work. At the same time, ethnic minority students after completing their studies will be given priority in arranging suitable jobs, contributing to the construction and development of their homeland.

Youth Union organizations also need to develop plans to organize specialized activities, career orientation, and employment for young people. At the same time, increase the motivation of young people in the area to actively innovate production methods, participate in economic models to reduce poverty, and increase income. Proactively approach units and businesses that need to recruit labor to inform, mobilize, and guide young people to work in industrial parks and factories in the province. Not only supporting young people to overcome difficulties and get rich, Youth Union programs also give many priorities to develop capacity, improve the cultural and spiritual life of young people in rural, mountainous, remote and isolated areas.

Recently, with the attention, leadership and direction of the Party, the workforce in the whole province has developed strongly. However, if compared with the major industrial centers of the country such as the North or the South, the industrial development and workforce in the area are still not commensurate.

Hopefully in the new term, the Provincial Party Executive Committee will have correct and reasonable decisions to develop industry, first of all to solve employment for local workers, and then toattract workersfrom other localities to work, in order to create a modern industrial environment with a large, skilled workforce; create a healthy environment for workers to interact, learn and exchange experiences with each other. At the same time, there are solutions to require employers to increase income levels and benefits, only then can workers be retained as well as attracted to workers from other places to work.
