Resolution of the 19th Provincial Party Congress, term 2020 - 2025
The 19th Congress of Nghe An Provincial Party Committee took place from October 16, 2020 to October 18, 2020, in Vinh city. After discussing documents submitted by the 18th Provincial Party Committee, it resolved:
I -Approving the basic contents of the assessment of 5 years of implementing the Resolution of the 18th Provincial Party Congress and the directions, goals, targets, tasks and main solutions for the 5 years of 2020 - 2025 stated in the Political Report submitted to the congress.
1. General assessment of 5 years of implementing the Resolution of the 8th Provincial Party Congress
During the 2015-2020 term, the implementation of the Resolution of the Provincial Party Congress faced many adverse impacts from the world and regional situation, the 2016 Central Coastal Sea pollution incident, and the Covid-19 pandemic. In that context, the Party Committee led the government, the political system and the people to unite to overcome difficulties, strive to achieve important results in all fields.
The economy develops quite rapidly, comprehensively, and sustainably. The average growth rate of gross regional domestic product (GRDP) in the 2015-2020 period reached 7.20%; GRDP per capita increased 1.5 times compared to the beginning of the term. The economic structure shifted in the right direction. New rural construction achieved many important results, the rural appearance improved, and people's lives were improved. The infrastructure system developed more and more synchronously. Education and training, health care, culture, society, science and technology have developed. Natural resource management and environmental protectionenhancedPolicies for meritorious people, social security, and job creation continue to be effectively implemented, and the poverty rate is rapidly decreasing.National defense and security were maintained, social order and safety were ensured. Foreign relations with traditional partners, especially the provinces of Laos that share a common border, continued to be consolidated and promoted. Party building and political system building achieved many important results.

However, some socio-economic indicators have not achieved the set targets. The competitiveness of the economy is still low. Investment attraction has not met the requirements, there are no large projects that have a strong impact on economic restructuring and budget collection. Vinh City's development has not been commensurate with its potential and set targets. Some limitations and weaknesses in the fields of education and training, health care, culture and society have not been effectively overcome. Environmental protection, resource and mineral management are not good in some places. The crime situation and social order still have potential complications. Party building and political system building have not met the set requirements.
2. General goals, key targets, tasks and key solutions for the 2020 - 2025 term
2.1. MGeneral objective
Building a clean and strong Party and political system. Promoting the historical and cultural traditions, the people of Nghe An, the will to be self-reliant and the desire to rise up; proactively innovating and creating, bringing Nghe An to develop quickly and sustainably; firmly ensuring national defense and security; striving to make Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030.
2.2. Main targets by 2025
a. VEconomic
- The average growth rate of gross regional domestic product (GRDP) in the period 2021 - 2025 reaches 9.5 - 10.5%/year.
- GRDP per capita in 2025 will reach about 83 million VND.
- Economic structure: Agriculture, forestry, fishery 19 - 20%; industry and construction 38 - 39%; services 42 - 43%.
- Export turnover by 2025 will reach 1,765 billion USD.
- Budget revenue by 2025 will reach 26,000 - 30,000 billion VND.
- Total social investment capital in the period of 2021 - 2025 reaches about 500 trillion VND.
- The urbanization rate of the whole province by 2025 will reach 36%.
b. About culture and society
- Rate of cultural villages, hamlets, and blocks: 71 - 73%; rate of communes, wards, and towns with cultural and sports institutions meeting the criteria set by the Ministry of Culture, Sports and Tourism: 82%.
- Percentage of schools meeting national standards by 2025: 75 - 78%.
- By 2025, there will be 13 doctors and 39 hospital beds per 10,000 people; 93% of communes and wards will meet national health criteria, and 90% of commune health stations will have doctors working.
- Average annual natural population growth rate is 1.2%.
- The rate of trained workers by 2025 will reach 71.5%, of which 31% will have degrees and certificates. On average, about 37 - 38 thousand workers will be created jobs each year. The unemployment rate in urban areas by 2025 will be below 3%.
- The multidimensional poverty rate decreases by about 1 - 1.5% each year, of which 2 - 3% in mountainous areas.
- By 2025, the rate of people participating in health insurance will reach 95%; the rate of the labor force participating in social insurance will reach 26 - 27%.
- By 2025, 82% of communes will meet new rural standards (of which 20% will meet advanced new rural standards, 5% will meet model new rural standards) and 11 district-level units will be recognized for completing the task of building and meeting new rural standards (of which 1 district will meet model new rural district).
c. About the environment
- The rate of people in urban areas of type IV and above using clean water from the centralized water supply system is 93 - 95%. The rate of people in urban areas of type V using clean water from the centralized water supply system is 85 - 87%. The rate of people using hygienic water in rural areas is 90%.
- The rate of operating industrial parks with centralized wastewater treatment systems meeting environmental standards by 2025 will reach 100%..
- The rate of facilities causing serious environmental pollution being handled by 2025 will reach 100%.
- The rate of collection of solid waste generated in urban areas reaches 97%. The rate of collected waste treated to ensure standards and regulations meeting environmental protection requirements is 90%.
- Forest cover rate 58%.
d. Vabout defense and security
- By 2025, 100% of district-level units will have solid regional defense potential and posture; over 90% of commune-level units will be comprehensively strong and secure.
e. VOn Party buildingand political system
- Every year, 90% of grassroots party organizations are classified as having fulfilled their tasks well or better, striving to have no grassroots party organizations classified as having failed to fulfill their tasks.
- By 2025, strive for 100% of blocks, hamlets, and villages to have party organizations; 99% of blocks, hamlets, and villages to have on-site party members; 90% of blocks, hamlets, and villages or more have party members as hamlet chiefs.
- Recruiting an average of 4,500 - 5,000 new party members each year.
- Building a team of cadres at all levels that meet the standards of job titles, positions and competency frameworks according to regulations. Strive by 2025:
+ Provincial level: 10 - 15% of leaders and managers are under 40 years old; 10 - 15% of leaders and managers are capable of working in an international environment; strive to achieve a rate of female Party Committee members of 15% or more, with female cadres in the Standing Committee.
+ District level: 10-15% of key leaders and members of the standing committee of the district-level Party Committee are under 40 years old; basically complete the arrangement of district-level Party Committee secretaries who are not local people; strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the standing committee.
+ For commune-level specialized cadres: 100% have university or college degrees and are standardized in political theory, expertise, professional skills, and work skills.
- By 2025, the administrative reform index (PAR INDEX) will be among the top 15 provinces and cities in the country.
2.3. Main tasks and solutions
a. Economic development
Exploiting local potential and advantages, promoting the transformation of the growth model from breadth to depth and having a long-term vision. Promoting the development of science and technology, innovation, digital transformation, and digital economic development. Taking advantage of opportunities from new-generation free trade agreements to develop production, business and expand the market.

Continue to promote the restructuring of the agricultural sector on the basis of applying scientific and technological advances, shifting the structure of crops and livestock towards developing a multifunctional agricultural sector, integrating internationally, and adapting to climate change. Attract businesses to invest in agriculture and rural areas, improve the operational efficiency of cooperatives; develop agricultural production along the value chain from farming, harvesting, preserving, processing to organizing consumption. Continue to implement the National Target Program on New Rural Development towards improving quality, substance, efficiency and sustainability. Strive for the growth rate of added value in the agricultural, forestry and fishery sector in the period of 2021 - 2025 to reach 4.5 - 5.0%.
Focus on developing the province's advantageous industries and construction sectors; focus on developing a number of processing and manufacturing industries with high science and technology content and high technology applications. Develop supporting industries, green industries, energy saving, and environmentally friendly industries. Attract investment in renewable energy and environmentally friendly projects; develop power supply infrastructure in accordance with the planning and requirements of socio-economic development. Strive for an average growth rate of added value in the industrial and construction sector in the 2021-2025 period of 14.5 - 15.5%; the growth rate of added value in the industrial sector of 16.5 - 17.5%.
Promote trade, tourism and promote the province's product brands. Develop services at a fast and sustainable pace, making Nghe An a center for trade, finance and tourism services in the North Central region. Strive to achieve export turnover of 1.765 billion USD by 2025; tourism revenue of over 11,000 billion VND; average growth rate of added value in the service sector in the period of 2021 - 2025 reaching 9 - 10%.
Synchronously deploy solutions to develop private enterprises, improve the efficiency of collective and household economies; link to build an innovative startup ecosystem in the North Central region. Strive to have over 30,000 enterprises by 2025, of which about 20,000 are in operation.
Sustainable exploitation of potentials and advantages to accelerate the growth rate of marine and coastal economies. Closely combine the development of marine and island economies with the protection of territorial sovereignty. Accelerate the construction and development of economic zones, industrial parks, logistics services, and coastal urban areas in the direction of ecological model approaches, attracting investors.
Continue to supplement mechanisms, policies and prioritize resources to develop 3 key economic regions: Developing Vinh city - Cua Lo town, the southeastern districts of the province associated with the Southern Nghe An - Northern Ha Tinh region; developing Hoang Mai region associated with the Southern Thanh Hoa - Northern Nghe An region; developing the Western Nghe An region, focusing on Thai Hoa - Nghia Dan - Do Luong - Tan Ky - Con Cuong - Quy Hop.
b. Developculture - society; land management, resources and environmental protection
Continue to synchronously and effectively implement solutions to improve the quality of education - training and vocational education. Develop universities, colleges and training facilities in a multi-disciplinary, multi-field, internationally integrated direction, becoming a center for training human resources in the North Central region.
Perfecting mechanisms and policies to facilitate the strong development of science, technology and innovation. Implementing well the breakthrough in applying science and technology, the achievements of the Fourth Industrial Revolution to improve productivity, quality, efficiency and competitiveness of the economy. Strive to have the technological level of enterprises reach a fairly good level compared to the whole country by 2025, with a technological innovation rate of 35 - 38%.
Building cultural people and cultural families of Nghe An to meet the requirements of integration and development. Preserving and promoting the values of typical cultural heritages; preserving and promoting the cultural identity of Nghe An people; creating conditions for literature and art to develop in the right direction. Developing types of information and communication in a synchronous and modern direction. Promoting mass sports movements and developing high-performance sports, striving for Nghe An sports to be in the top 10-15 nationwide by 2025.
Continue to strengthen preventive health care capacity. Develop the Friendship General Hospital and some provincial specialized hospitals into high-quality medical facilities in the North Central region. Promote socialization of health care; develop non-public specialized hospitals. Improve the effectiveness of state management of medical practice, pharmacy, and food hygiene and safety.
Effectively implement the poverty reduction program, linking economic development with sustainable poverty reduction. Well implement the regime for people with meritorious services and the policy to support social protection beneficiaries. Take care of social insurance and health insurance, ensure regimes for workers; work to protect, care for and educate children; work on population - family, the elderly; gender equality policy and for women's advancement; work to prevent and combat social evils.
Manage, protect, exploit, use resources economically, reasonably, effectively and sustainably in the area. Implement environmental protection well, especially the marine environment; proactively respond to climate change, preserve land and forests to contribute to sustainable development.
c.On defense, security, foreign affairs
Build a strong national defense and a strong national defense posture. Improve the quality of building a strong and comprehensive base and the movement of the entire people to protect national security. Build a strong and comprehensive local armed force, a large reserve force, a strong and widespread militia and self-defense force; constantly improve the overall quality, level, and combat readiness, to meet the requirements and tasks in all situations. Maintain political security, effectively fight against all types of crimes and social evils, and ensure social order and safety.
Improve the effectiveness of foreign affairs, be proactive, creative and actively integrate comprehensively and deeply. Continue to consolidate and promote friendly and cooperative relations with localities and traditional partners, promote relations with potential partners, and attract resources for socio-economic development.
d.On Party building and political system
Continue to innovate and improve the effectiveness of political and ideological work. Create new changes in the leadership capacity and fighting strength of the Party Committee. Well implement the Resolution of the 12th Central Committee, Session 4, on strengthening Party building and rectification in conjunction with Directive No. 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle and regulations on setting examples. Build a streamlined political system that operates effectively and efficiently. Continue to consolidate the Party organization, especially in special areas and in all types of enterprises. Build a contingent of cadres, especially key cadres with innovative thinking, development aspirations, who dare to think, dare to do and dare to face difficulties and challenges. Improve the effectiveness of inspection and supervision work of Party committees, Party organizations and inspection committees at all levels. Well implement mass mobilization work of the entire political system. Resolutely and persistently fight against corruption and waste. Continue to innovate the Party's leadership methods over the political system and all areas of social life.
Improve the management and operation effectiveness of governments at all levels. Promote administrative reform, strengthen discipline, order and public ethics in state agencies. Continue to innovate the activities of the Fatherland Front and mass organizations, creating social consensus towards the successful implementation of the province's development goals.
Along with implementing key tasks and solutions, focus on leading and directing 3 development breakthroughs:
- Strongly improve the business investment environment associated with administrative reform, enhancing the application of information technology in management and operation.
- Continue to train, develop and attract human resources, especially high-quality human resources.
- Continue to develop key infrastructure systems to promote socio-economic development of the province.
II-Through the Report reviewing the leadership and direction of the 18th Provincial Party Executive Committee, submitted to the 19th Provincial Party Congress.
The 19th Provincial Party Executive Committee is assigned to absorb the opinions of the Congress, promote advantages, overcome limitations and shortcomings, and improve the quality and effectiveness of leadership and direction in the coming term.
III-Approving the Report synthesizing comments from Party committees at all levels, Party organizations and people of all walks of life in the province on the draft documents to be submitted to the 13th National Congress of the Party. Assigning the 19th Provincial Party Executive Committee to absorb the Congress's comments, supplement, complete and report to the Central Executive Committee.

IV-Approving the election results of the 19th Provincial Party Executive Committee consisting of 64 comrades (2 comrades are absent); the election results of the delegation to attend the 13th National Congress of the Party consisting of 29 official delegates and 2 alternate delegates. Assigning the 19th Provincial Party Executive Committee to complete the election results dossier, report to the Politburo, the Secretariat and relevant Central Party Committees for approval according to regulations.
V-The 19th Provincial Party Executive Committee shall base on the Congress Resolution and thoroughly grasp the Resolution of the 13th National Party Congress, issue action programs and work plans to effectively lead implementation.
The 19th Congress of the Nghe An Provincial Party Committee is a milestone marking an important transitional stage, with a longer-term vision in the development process following the Party's innovation path. The Congress demonstrates the will and aspiration of the Party Committee and the People to rise more strongly to achieve the goal of becoming a fairly developed province in the Northern region by 2025. The Party Committee, government, People, and armed forces of the whole province pledge to unite, make more efforts, have higher determination, promote traditions and all potentials, take advantage of opportunities, overcome difficulties and challenges, innovate, and successfully implement the goals and tasks set forth in the Resolution of the Congress.
