The Provincial Party Standing Committee gave comments on the second draft of the Political Report to be submitted to the 20th Provincial Party Congress.

On the afternoon of March 10, under the chairmanship of comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee held a regular meeting for February 2025.

Attending the meeting were members of the Provincial Party Standing Committee: Vo Thi Minh Sinh - Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Pham Trong Hoang - Chairman of the Provincial Party Committee's Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Major General Bui Quang Thanh - Director of the Provincial Police Department; Colonel Phan Dai Nghia - Commander of the Provincial Military Command; Phan Duc Dong - Secretary of Vinh City Party Committee; and leaders of departments, branches and sectors.

Update new policies of the Central Government

The Provincial Party Standing Committee listened to and commented on the second draft of the Political Report to be submitted to the 20th Provincial Party Congress and proposed a list of programs and projects for the 2026-2030 period.

Previously, on February 10, 2025, the Provincial Party Standing Committee listened to and commented on the first draft of the Political Report to be submitted to the 20th Provincial Party Congress and proposed a list of programs and projects for the 2026-2030 period.

Implementing the direction of the Provincial Party Committee Standing Committee, the Standing Committee of the Document Subcommittee directed the Editorial Team to update new policies of the Central Committee; research and edit the second draft of the Political Report.

The second draft of the Political Report has new points compared to the first draft: The tasks and solutions section has been divided into 9 sections, of which Party building and political system building include 3 sections into 1 section with small sub-sections.

The second draft was edited to summarize the part evaluating the results of implementing the Resolution of the 19th Provincial Party Congress, especially the part on Party building and political system building.

At the same time, focus on editing part two to be more concise and closer to reality in the forecasting part. Re-edit the task group, solutions, and update important issues in accordance with the new direction of the Central Committee.

In addition, re-edit some contents of the task group, the content of renewing the growth model associated with restructuring the economy based on science and technology, innovation and digital transformation, focusing on improving productivity, quality, efficiency and competitiveness.

Update and include contents and tasks according to the new direction of the Central Committee; supplement appendix tables of data on socio-economics, Party building and the political system.

Supplementing the summary table reviewing resolutions, programs, and projects that are still in effect until 2030 and the expected list of new programs and projects to be developed and implemented in the period 2026-2030.

At the meeting, comrades in the Provincial Party Standing Committee gave their opinions on the contents of the second draft of the Political Report of the 20th Provincial Party Congress and proposed a list of programs and projects for the 2026-2030 period.

Clarifying orientation, tasks and solutions for development of fields and regions

Concluding this content, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu acknowledged the efforts of the Editorial Team in preparing the second draft of the Political Report. The draft has been edited more concisely than the first draft, updating new policies of the Party, Central Committee, Politburo, Secretariat, and State.

Emphasizing that the Standing Committee of the Provincial Party Committee basically agreed with the adjustment of the structure of the second draft of the Political Report, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Editorial Team to focus on implementing the third draft of the Political Report according to the set schedule, without delay or postponement.

Regarding the structure of the Political Report, the section on evaluating the implementation of the Resolution of the 19th Party Congress continues to be researched, edited, and summarized. The section on directions, tasks, and solutions for the 2025-2030 term will be regularly updated and researched on the new policies of the Central Committee to include in the report; continue to research the congress's theme options with guiding viewpoints and goals for the term in line with the Central Committee's guidance requirements in the new situation.

Regarding the targets for the 2025-2030 term, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Editorial Team to study and reduce some targets that are no longer suitable; study and raise the average income per capita target in line with the growth target; pay attention to adding targets on breakthroughs in science and technology development, innovation and associated with national digital transformation.

Regarding the main tasks and solutions, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said that it is necessary to continue clarifying the orientation, tasks and solutions to develop fields and regions.

At the same time, re-edit the tasks of Party building and political system building according to new requirements when the task of reorganizing and streamlining the organizational apparatus continues to be implemented with new directions. Continue to research and clarify the tasks that need to be focused on in accordance with the reality of the province to identify breakthroughs in the coming term.

Regarding programs, projects and proposals that are still in effect until 2030, the Editorial Team will coordinate with the Standing Committee of the Provincial Party Committee, the advisory and support agencies of the Provincial Party Committee, and the Standing Committee of the Provincial Fatherland Front to propose and review them appropriately; terminate programs and projects that are still in effect but are not suitable for new requirements, or cannot allocate resources.

Regarding the list of new programs and projects to be developed and implemented in the 2026 - 2030 period, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized that the guiding viewpoint is to be selective, focused, and have an impact on the growth target, along with identifying the resources for implementation. At the same time, the province's viewpoint still aims to become the center of the North Central region in a number of fields.

The Editorial Team received comments from comrades in the Provincial Party Committee Standing Committee and consulted the Standing Committee of the Provincial Party Committee to edit, supplement, and complete the third draft of the Political Report to send to the Provincial Party Committee Standing Committee for study before March 20, 2025.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu requested that comrades in the Standing Committee of the Provincial Party Committee in charge of relevant areas pay attention to directing and coordinating with the Editorial Teams to prepare congress documents to ensure progress and quality.
