At the beginning of the Declaration, Ho Chi Minh quoted the American Declaration of Independence drafted by Thomas Jefferson and promulgated on July 4, 1776, saying: “All men are created equal. They are endowed by their Creator with certain unalienable rights, among which are life, liberty, and the pursuit of happiness.” Next, he also mentioned the ideas of freedom, equality, and fraternity in the French Declaration of the Rights of Man and of the Citizen in 1791: “Men are born free and with equal rights, and must always remain free and with equal rights.” These are immortal ideas about human rights, undeniable truths.

The Declaration of Independence is a "great piece of literature of all ages," crystallizing the steadfast and indomitable historical tradition of our nation. It is an epic poem that opens a new era for the Vietnamese nation - the era of independence and freedom, and contributes to enriching the right to self-determination of nations around the world - the right to independence and freedom.

The Declaration of Independence is the product of the combination of the values of Vietnam's heroic, indomitable tradition and national independence will with the noble mission of the proletariat mentioned in the Communist Manifesto (1848). It clearly shows that the Vietnamese revolution is an organic part of the world revolution and the Vietnamese proletariat is an inseparable part of the world proletariat with the noble and great historical mission of liberating the nation and humanity.
The Declaration of Independence demonstrates the absolute loyalty to Marxism-Leninism of the Communist Party of Vietnam, headed by President Ho Chi Minh. The Declaration also shows that President Ho Chi Minh had a far-sighted vision of historical development, had genius predictions about the future of the revolution as well as the process of deep integration of the Vietnamese revolution into the world revolutionary movement.

Today, colonialism - a stain and pain in human history - has been erased. Countries and peoples around the world are participating in the process of globalization, international integration, cooperation for development in peace and friendship. That is the main trend that independent Vietnam is proactively and actively participating in as a responsible member of the world community. That reality is developing and is guaranteed by morality and reason in relations between countries and the international legal system. But in the world, there still exists another reality.

That is, wars, local conflicts still occur, terrorism and cruel acts against human rights. In particular, big countries with their interests and extreme nationalism, blatantly violate the independence, sovereignty, territorial rights, seas and islands of small countries, regardless of morality, reason and international law. That reality makes the international and regional situation unstable, threatening peace, cooperation and development. Countries and peoples need to unite, act in unison, and strive for a world of peace, cooperation, friendliness and development. Regardless of whether they are big or small countries, they must respect each other's sovereignty, on the basis of historical reality and international law.
