University and College Admissions 2018: Priority points by region will be reduced

The Ministry of Education and Training expects the priority score between two consecutive regions to be 0.25 (one quarter) points. Thus, the score difference will be reduced by half compared to before.

The Ministry of Education and Training has just announced a draft Circular amending and supplementing a number of articles of the Regulations on regular university admissions and regular college admissions for teacher training majors.

The difference between the two areas is 0.25.

According to the current regulations, the content that has caused the most public concern in recent admission seasons, especially in 2017, is the difference in admission scores between target groups and two adjacent regions. The draft amendments and supplements to a number of articles of the regulations that the Ministry of Education and Training has just announced have adjusted this content in the direction that public opinion has previously commented on.

Specifically, with the priority score framework by subject and region, the difference in admission scores between the two next groups of subjects remains the same as before, which is 1 point, but between the two next regions is 0.25 (a quarter) point, corresponding to the total score of 3 exams/subjects (in the admission subject group) without multiplying the coefficient on a 10-point scale. Thus, the difference in admission scores between the two next regions is reduced by half compared to before.

Changes in the rules for rounding admission scores

In the 2018 university and college admission season, the Ministry of Education and Training plans to change the regulation on rounding scores when determining admission scores. Admission scores are the total scores of exams/subjects on a 10-point scale for each exam/subject of each admission combination and added with priority points for subjects and regions and rounded to two decimal places (the current regulation is to round to a quarter of a point).

The consideration of candidates with admission scores at the end of the list will remain the same as before, which is to consider admission according to additional conditions announced by each school. If the quota is still exceeded, priority will be given to candidates with higher wishes.

According to the draft amendments and supplements to the admission regulations, the Ministry of Education and Training requires schools to provide full information on quality assurance conditions when making admission plans: facilities (classrooms, practice/laboratory rooms and key equipment, learning materials), teaching staff, training scale, the rate of full-time students having jobs after 12 months since graduation in the last 2 years one year before the year of admission (by major) and some other important information. Schools that do not fully disclose information according to this regulation will not be allowed to announce admission.

The Ministry of Education and Training will organize the assessment of the declaration of information on the quality assurance conditions of the schools. In case of changes in the project content, the school must announce at least 10 days in advance from the first day the candidate adjusts his/her wishes and is responsible for notifying the candidates related to the change in the school's project content. In case of being discovered to have declared information that is not in accordance with the actual conditions, the violation will be handled according to regulations.

Regarding the number of admission rounds, the current regulations only stipulate that schools can conduct multiple admission rounds in a year. However, the draft revised regulations clearly require schools to announce the admission plans of each round on the school's admission information page and the Ministry of Education and Training's admission information portal 15 days before candidates register for admission.

Before the last days of the month ending each admission round, schools must update the list of admitted and enrolled students of the admission round on the school's admission information page and the Ministry of Education and Training's Admission Information Portal./.
