Propagating the Vietnam Border Law with focus, key points, suitable for each subject and locality
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan No. 209/KH-UBND to implement the project "organizing specialized training; disseminating the Vietnam Border Law and detailed regulations, period 2021-2025" in Nghe An province.
The purpose of the plan is to organize the correct implementation of the guiding viewpoints, tasks, and contents of the Project approved by the Ministry of National Defense, close to reality. Create positive changes in the awareness, actions, and responsibilities of organizations and individuals for the tasks of training, propaganda, and project implementation. Link the implementation of the project with the tasks of national defense, security, border work, and firmly protect the sovereignty of the territory and national border security.

The Provincial People's Committee emphasized: Propaganda and disseminationVietnam Border Law, detailed regulations are important, long-term tasks that need to be carried out regularly, continuously, with focus, key points, and effectiveness suitable for each subject, locality, and specific conditions. At the same time, it is required to: clearly define responsibilities, assign specific tasks to local departments, branches, sectors, and related organizations to implement the project "organizing specialized training; disseminating and popularizing the Vietnam Border Law and detailed regulations, period 2021-2025" in the province. The implementation process of the Project has close coordination between functional agencies and localities to promote the combined strength of all levels, sectors, organizations, and forces to ensure practicality, efficiency, and compliance with principles and regulations.

In addition to coordinating to participate in national training courses and specialized training courses hosted by the Ministry of National Defense in the form of online training, the Provincial People's Committee also directed the Provincial Border Guard Command to coordinate with relevant local departments and branches to organize direct training for the team of reporters, legal propagandists in the province, armed forces, cadres, civil servants, individuals and related organizations on: Vietnam Border Law; Decree No. 02/2021/ND_CP dated December 2, 2021 of the Government regulating the management, use and list of professional technical equipment and means of the Ministry of National Defense; Decree No. 106/2021/ND-CP dated December 6, 2021 of the Government detailing a number of articles of the Vietnam Border Law; Circular No. 163/2001/TT-BQP, dated December 14, 2021 of the Minister of National Defense stipulating the form of regular border management and protection and the form of enhanced border management and protection of the Border Guard; Circular No. 02/2002/TT-BQP, dated January 7, 2022 of the Minister of National Defense stipulating the tasks and powers of forces in managing and protecting national borders and border areas; coordination between the Border Guard and forces under the Ministry of National Defense in performing border protection tasks...

The Provincial People's Committee also assigned the Provincial Border Guard Command to preside over and coordinate with relevant departments, sectors and localities to conduct surveys and assess the current state of understanding, the need for dissemination and education of the law; and the awareness of compliance with border laws of officials and people in the province, focusing on border and coastal communes and wards. Thereby, identifying appropriate solutions to strengthen the implementation and enforcement of the Border Law and related detailed regulations, with focus, key points, feasibility and effectiveness.
Research, inherit and promote the results, models and good experiences in implementing the Project "Strengthening the dissemination and education of law for officials and people in border and island areas, period 2017 - 2021" according to Decision 705/QD-TTg dated May 25, 2017 of the Prime Minister.
Organize activities to sign regulations and coordination programs to strengthen the dissemination and education of laws, and mobilize people living in areas adjacent to both sides of the border to strictly comply with laws on border defense and other related fields to effectively implement the Project.

Actively coordinate with local authorities and functional forces of Laos to promote the implementation of signed and cooperative contents, specifically models such as: Twinning of residential clusters on both sides of the border; twinning between armed forces of the two countries in adjacent areas; organizing the signing of regulations, plans, and coordination programs to enhance the dissemination and education of laws.
In addition, the Provincial Border Guard Command presides over and coordinates with the Department of Information and Communications, the Department of Foreign Affairs, the Provincial Radio and Television Station, Nghe An Newspaper and related localities to participate in the online contest to learn about the Vietnam Border Guard Law organized by the Ministry of National Defense, in conjunction with the Writing Contest to learn about the 65th anniversary of the Vietnam Border Guard's Traditional Day; Receive and develop documentaries, reports, legal skits to serve the work of information, communication, propaganda, dissemination and legal education on the contents of the Project.

The Provincial People's Committee requests to closely follow the topics:
- The Party and State's viewpoints on border defense in building and protecting the Fatherland.
- Achievements in socio-economic development and strengthening of national defense and security in the province's border areas.
- Promote the combined strength to build a strong all-people border defense and a strong all-people border defense posture, meeting the requirements and tasks of protecting territorial sovereignty and national border security in the new situation.
- Border Guard enforces the law, protects national border security and social order and safety in border areas and border gates.
- Improve the quality and efficiency of immigration control and international cooperation to serve the country and Nghe An province's integration and development.
- Promote the strength of fishermen, firmly protect the sacred sovereignty of the sea and islands of the Fatherland.
- The effective model of skillful mass mobilization firmly consolidates the solidarity relationship between the army and the people at the border.
- Border Guard mobilizes prestigious people to participate in protecting national sovereignty and border security.
- The people's border defense foundation, functions, tasks, and results of the working fields of the Provincial Border Guard.
- Strengthen the dissemination of the Vietnam Border Law and detailed regulations to ensure information is in the right direction, contributing to improving the effectiveness of the Project implementation.

For the Department of Foreign Affairs, the Provincial People's Committee assigned the chair to coordinate with the Provincial Border Guard Command, the Department of Information and Communications and relevant localities to strengthen information and propaganda of border laws and related issues through the Party's foreign affairs, State diplomacy, defense diplomacy, border diplomacy, and people's diplomacy according to the direction of the superior with Laos, especially the provinces sharing the border.

The Provincial People's Committee also requested that political and social organizations at all levels promote their role in participating in propagating and disseminating the Law; mobilizing officials and people to comply with the law on Vietnam's border defense. Flexibly apply forms and measures; build and replicate good and creative models and practices in propagating, disseminating and educating the law, contributing to effectively bringing the Border Defense Law into life.
