(Baonghean) - World Population Day (July 11) every year is an opportunity for everyone to correctly perceive the population situation and to explore and create many methods and measures to rapidly reduce the population growth rate and improve the quality of life. In Nghe An, this is also an opportunity to promote propaganda, mobilization, and raise awareness of population and family planning work.

Strengthen communication work

“Population - the key to sustainable development” is a communication exchange program organized by the Vinh City Center for Population and Family Planning on the occasion of World Population Day (July 11). In this program, there are still “homegrown” performances, but through skits and quizzes, messages about population are conveyed to the people in a gentle and convincing way.

At Quan Bau ward - the first unit to implement, although the program took place in the evening, the hot weather was not favorable, but the audience came to cheer very enthusiastically.

The questions raised by the organizers are very meaningful. Personally, thanks to participating in this contest, I have equipped myself with a lot of knowledge about population and reproductive health for adolescents and young people. This is also a valuable experience for us to integrate knowledge about Population - Family Planning into activities and activities of the Youth Union at the grassroots level.

This year's celebration of World Population Day in Vinh City is associated with the Conference to review the work of population and family planning in the first 6 months of the year and deploy tasks for the last 6 months of the year. Therefore, in parallel with activities such as organizing a communication conference on population and family planning policy for leaders, secretaries, block leaders, organizing exchanges, picking democratic flowers, launching and participating in club activities... this is also an opportunity for the city to look back at the results achieved and the difficulties and challenges.

“Compared to other localities, the living standards of the city's people are quite high and the population quality is quite good. However, the city is facing problems such as the increasing rate of third child births, the gender imbalance rate is at an alarming level and higher than the average of the whole province. Meanwhile, propaganda and mobilization of people not to have a third child is facing many difficulties, especially in well-off families. Therefore, through communication activities, we will raise awareness of people and authorities at all levels about population work and coordinate to comprehensively and synchronously solve issues of population size, structure, distribution and quality...”.

In Nghi Hoa ward (Cua Lo town), World Population Day is also an occasion to launch the Club "Sea Youth with Population and Development". This model has previously been maintained in many other units in the area and has been effective, because it has gathered a large number of coastal people to participate in activities, exchange and propagate, raising awareness of Population - Family Planning issues. However, at this time, the model has expanded the participants to include union members and young people with the aim of enhancing the role and voice of young people. In the coming time, this will also be a pioneer in activities and will be an "extended arm" of the Population sector to strengthen communication to the grassroots and improve the effectiveness and quality of programs.

Many issues arise for population work

To celebrate World Population Day 2019, the Provincial Department of Population and Family Planning also chose Dien Chau district - a locality with many unique characteristics to organize a rally and organize the contest "Elderly people live happily - live healthily".

“Dien Chau is a district with a very large population, ranking second in the province (after Vinh city) and is one of the districts with the highest birth rate of 3rd child or more in the province, 28%. Therefore, disseminating regulations and policies on population is extremely meaningful to help people raise awareness and responsibility in implementing population and family planning work.

In parallel, the current task is to improve the quality of the population. As with the elderly, the elderly in the district currently account for 13% and are a district with a high population aging rate. Meanwhile, the work of caring for the elderly in the locality is currently facing many difficulties, especially economic conditions because many people are old, do not have pensions and therefore have not received proper attention.

Although Nghe An's population work has achieved certain achievements in recent years, there are still many difficulties and challenges. For example, since 2006, the country has achieved a replacement fertility rate of 2.09 children/woman, 10 years earlier than the target of Resolution 4 of the Central Committee (Session VII).

Nghe An, this rate is currently still 2.76 children/woman and is expected to reach the replacement level by 2029. Nghe An's third child birth rate is currently very high, accounting for 22.9%. Population quality is not guaranteed when the life expectancy of Nghe An's population is still lower than the national average. In 2018, the maternal mortality rate was still high at 13/100,000, the mortality rate of children under 5 years old in the whole province was 5.9‰; the rate of malnutrition by weight of children under 5 years old was 17%; the rate of malnutrition and stunting was 24%; the disabled, the population with physical and intellectual disabilities still accounted for a high rate of 3.9%...

“While the whole country has moved into the period of population and development, Nghe An still has to carry out two parallel tasks, which are Population - Family Planning and Population and Development. Therefore, to continue implementing the goals of the ICPD Action Program, the immediate task is to soon bring the birth rate to the replacement level, bring the sex ratio at birth to a natural balance; effectively take advantage of the golden population structure; proactively adapt to population aging; and distribute the population reasonably.

In addition, it is necessary to gradually improve population quality and put it in an organic relationship with socio-economic development, contributing to the rapid and sustainable development of the country in accordance with the spirit of Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the Central Executive Committee of the Party (12th tenure) on population work in the new situation".
