Provincial People's Committee directs the effective operation of the Public Administration Service Center
(Baonghean.vn) - From October 2, the Provincial People's Committee put the Nghe An Provincial Public Administration Service Center into operation.

Pursuant to Decision No. 2525/QD-UBND dated July 5, 2019 of the Provincial People's Committee approving the Project to establish the Nghe An Provincial Public Administration Service Center; Decision No. 2996/QD-UBND dated August 5, 2019 of the Provincial People's Committee on the establishment of the Nghe An Provincial Public Administration Service Center, from October 2, the Provincial People's Committee put the Nghe An Provincial Public Administration Service Center (hereinafter referred to as the Center) into operation. In order for the Center to operate effectively, the Provincial People's Committee requests relevant agencies and units to implement the following contents:
1. Provincial Departments, Boards and Branches have administrative procedures to receive and return results at the Center.
a) Stop receiving and returning results of administrative procedures for individuals and organizations at the Reception and Return of Results Department of provincial Departments, Boards and Branches for administrative procedures received and returned at the Center from 07:00 on October 2, 2020 (Friday). At the same time, arrange for cadres, civil servants and public employees according to the Official Personnel List approved in Decision No. 2773/QD-UBND dated August 18, 2020 of the Chairman of Nghe An Provincial People's Committee to work at the Center and receive and return results of administrative procedures within the scope of functions and management for individuals and organizations at the Center, No. 16, Truong Thi Street, Vinh City, Nghe An Province starting from 07:00 on October 2, 2020 (Friday);
b) Arrange for cadres, civil servants and public employees to transfer records and results of administrative procedure settlement from the Center to the Departments, Boards and Branches and vice versa in the initial period when the Center first comes into operation to ensure that administrative procedure settlement for individuals and organizations is not interrupted, congested and on time according to the provisions of law;
c) Strengthen propaganda and notification of changes in the location for receiving dossiers and returning results of administrative procedures to individuals and organizations in the province to know and organize implementation (Public announcement at headquarters; Portal/Website of agencies and units);
d) Guide organizations and individuals with requests for administrative procedure settlement to submit documents and receive administrative procedure settlement results at the Center within the prescribed time.
2. Provincial People's Committee Office
a) Preside over and coordinate with relevant agencies and units to fully prepare necessary conditions to ensure the Center goes into operation according to the above schedule;
b) Strengthen communication work on the change of address for receiving and returning results of administrative procedures and operations and activities of the Center to individuals and organizations to know and organize implementation;
c) Summarize difficulties and problems in receiving and returning results of administrative procedure settlement to promptly report to the Provincial People's Committee and the Chairman of the Provincial People's Committee for consideration and settlement.
3. Department of Information and Communications
Direct news agencies and press under their management to strengthen information and propaganda work on the operation and activities of the Center to individuals and organizations.
4. People's Committees of districts, cities and towns
a) Strengthen propaganda work on the operation and activities of the Center and notify about the change of location for receiving dossiers and returning results of administrative procedure settlement from the Reception and Results Department of provincial Departments, Boards and Branches to the Center (Public announcement at the Reception and Results Department; Portal/Website - People's Committees of districts, cities and towns) so that individuals and organizations in the area know and organize implementation;
b) Direct the People's Committees of communes, wards and towns to strengthen the propaganda work on the operation and activities of the Center and notify about the change of the location for receiving dossiers and returning results of administrative procedure settlement from the Reception and Return of Results Department of the provincial Departments, Boards and Branches to the Center (Public announcement at the Reception and Return of Results Department of the People's Committee of the commune level, announcement via the grassroots loudspeaker system) so that individuals and organizations in the area know and organize implementation.

5. Nghe An Newspaper, Provincial Radio and Television Station, Provincial Electronic Information Portal
Notice of change of location for receiving dossiers and returning results of administrative procedure settlement from the Reception and Return of Results Department of Provincial Departments, Boards and Branches to the Center; strengthen propaganda work on the operation and activities of the Center so that individuals and organizations know and organize implementation.
6. Nghe An Telecommunicationsa) Coordinate with the Provincial People's Committee Office to complete the functions on the Public Service Portal and the Provincial One-Stop Information System to ensure the smooth and effective operation of the Center;
b) Arrange permanent staff at the Center to support cadres, civil servants and public employees assigned to work at the Center in using the Public Service Portal software and the Provincial One-Stop Information System until the Center is put into stable operation.
7. Nghe An Post Office
Coordinate with the Provincial People's Committee Office and relevant provincial Departments, Boards and Branches to receive and return administrative procedure settlement results to individuals and organizations via public postal services at the Center according to Decision No. 45/2016/QD-TTg dated October 19, 2016 of the Prime Minister on receiving dossiers and returning administrative procedure settlement results via public postal services; participate in delivering dossiers from the Center to Departments, Boards and Branches and vice versa to facilitate individuals and organizations when carrying out administrative procedures at the Center.
8. Joint Stock Commercial Bank for Foreign Trade of Vietnam, Nghe An Branch
Coordinate with the Provincial People's Committee Office and relevant Departments, Boards and Branches to prepare necessary conditions to implement the collection of fees and charges for administrative procedures that generate fees and charges in a centralized form at the Center.
The Provincial People's Committee requests relevant agencies and units to seriously implement the above contents and notify individuals and organizations to know and organize implementation.
