Nghe An Provincial People's Committee abolishes all 55 legal documents

1. Decision No. 54/2002/QD-UB dated May 28, 2002 on adjusting a number of points in Decision No. 59/2001/QD-UB dated July 9, 2001 of the People's Committee of Nghe An province on investment in improving the quality of boarding high school enrollment;

2. Decision No. 43/2007/QD-UBND dated April 27, 2007 promulgating the Regulation on issuing official dispatches, reporting on means of transport operating at sea, reporting damage and using information of the North Central Region Hydrometeorological Station in flood and storm prevention and natural disaster mitigation;

3. Decision No. 82/2007/QD-UBND dated July 6, 2007 promulgating the Regulation on coordination in crime prevention and control in the fields of Post, Telecommunications and Information Technology in Nghe An;

4. Decision No. 128/2007/QD-UBND dated November 5, 2007 promulgating regulations on the use and management of funds for reception, visit, gift giving and support for food and transportation expenses for people with revolutionary contributions;

5. Decision No. 138/2007/QD-UBND dated November 27, 2007 of the Provincial People's Committee on promulgating Regulations on management of raw material areas and industrial tea production and processing in Nghe An province;

3. Directive No. 31/2005/CT-UB dated July 25, 2005 on continuing to direct the implementation of Directive No. 09/CT-TTg dated March 16, 2004 of the Prime Minister;

4. Directive No. 21/2006/CT-UBND dated July 10, 2006 on registration of scientific research and technological development activities in the province;

5. Directive No. 22/2007/CT-UBND dated September 25, 2007 on organizing the implementation of regulations on compulsory fire and explosion insurance regime in Nghe An province;

6. Directive No. 01/2008/CT-UBND dated January 11, 2008 on strengthening labor safety and using resources economically and effectively in mineral exploitation activities in Nghe An province;

7. Directive No. 17/2008/CT-UBND dated July 11, 2008 on promoting the movement to encourage learning and talent, and building a learning society;

8. Directive No. 02/2009/CT-UBND dated January 2, 2009 on strengthening training and fostering of information technology human resources in State management agencies in Nghe An province;

Partial repeal of 1 legal decision:Abolish Article 13, Decision No. 12/2015/QD-UBND dated January 30, 2015 promulgating regulations on management of licensing for exploration, exploitation, use of water resources, discharge of wastewater into water sources and practice of underground water drilling in Nghe An province.

Previously, on January 31, 2023, the Provincial People's Committee issued Plan No. 48, which determined the review and systematization of legal documents for the period 2019 - 2023. This activity aims to help competent authorities identify and classify the list of legal documents that are still legally effective; the list of legal documents that have partially expired; the list of legal documents that have completely expired and the list of legal documents that need to be amended, supplemented, abolished or replaced. At the same time, the systematization of legal documents that are still legally effective aims to ensure legality and consistency with the current system of documents.

According to the results of the review and systematization of legal documents in the period of 2019 - 2023 issued by the People's Committee of Nghe An province, there are 496 documents still in effect, 392 documents have completely expired; 57 documents have partially expired; 99 documents need to be amended, supplemented, replaced, or abolished.

The Department of Justice has compiled a list of legal documents issued by the Provincial People's Committee in the period of 2019 - 2023 according to each field group. After many times of consulting with departments, branches, sectors and localities, the Department of Justice has compiled 4 lists and completed the draft Decision on the results of reviewing and systematizing legal decisions and directives issued by the People's Committee of Nghe An province in the period of 2019 - 2023, thereby submitting to the Provincial People's Committee for consideration and issuance of a Decision to abolish all 55 documents (including 37 decisions, 18 directives) and partially abolish 1 legal decision issued by the People's Committee of Nghe An province.
