Previously, the Department of Education and Training had submitted a document to the People's Committee of Nghe An province to ask for opinions on banning extra teaching and learning during the summer. Agreeing with the above proposal, on July 6, the People's Committee issued Document No. 5070/UBND-VX with the following content: Strictly prohibiting organizations and individuals from organizing extra teaching and learning inside and outside of schools in any form during the summer vacation (except for organizing training for excellent students to participate in national and international competition teams).

The purpose of prohibiting extra teaching and learning is to create conditions for students to have time to rest, play, participate in activities that contribute to comprehensive development and ensure improved health in hot weather conditions.

To ensure effective and serious implementation of the above content, the People's Committee of Nghe An province requests the Department of Education and Training to disseminate and thoroughly inform each teacher, student and parent to know and implement the above policy. Direct schools to organize teachers to sign a commitment not to violate the provisions of extra teaching and learning during the summer vacation. Strengthen inspection and supervision, resolutely handle violations within their authority and recommend competent authorities to strictly handle organizations and individuals who violate.

The province also requested localities to direct the People's Committees of wards, communes and towns to strengthen inspection, review and grasp information about life skills training centers, foreign language and information technology centers that organize extra classes in violation of regulations in order to promptly make recommendations and handle them according to regulations.
