Nghe An Provincial People's Committee requests localities to seriously implement the policy of streamlining payroll.
(Baonghean.vn) - The Provincial People's Committee requests agencies, localities and units to seriously implement the policy of streamlining staff according to Decree No. 29 of the Government.
Implementing Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining; to ensure consistency in implementing the staff streamlining policy at agencies, localities and units across the province, Nghe An Provincial People's Committee has just issued a document requesting agencies and units to implement the following contents:
+ Directors of departments, branches and sectors; Chairmen of People's Committees of districts, cities and towns; heads of public service units under the Provincial People's Committee:
- Implement staff streamlining according to the provisions of Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government.
- Organize propaganda and dissemination to all cadres, civil servants, public employees and workers under management authority on policies, regimes for streamlining payroll and restructuring the team of cadres, civil servants and public employees.
- Develop an annual plan to streamline the payroll. Make a list of subjects to streamline the payroll and estimate the subsidy amount for each subject to streamline the payroll and submit it to the Chairman of the Provincial People's Committee for approval.
- After being approved by the Chairman of the Provincial People's Committee, implement the resolution of staff streamlining and pay policies for each staff streamlining subject; pay social insurance and health insurance for subjects enjoying staff streamlining policies prescribed in Point a, Clause 2, Article 7 of Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government.
- The head of the agency, organization or unit directly managing the subject of staff reduction must be responsible for the improper staff reduction, specifically:
+ Notify the social insurance agency and relevant agencies to stop paying social insurance and other benefits to those who are downsized in violation of regulations; transfer to the social insurance agency the amount of funds paid to those who are downsized during the period of enjoying social insurance benefits (pension, social insurance allowance, funds to buy health insurance cards);
+ Responsible for recovering the benefits of the streamlining policy granted to that subject;
- Pay the person who has implemented the staff streamlining the difference between salary and other regimes as prescribed by law and the social insurance regime that has been enjoyed.
+ Consider handling the responsibilities of relevant individuals; at the same time, take responsibility according to the provisions of law for improper implementation of regulations on streamlining payroll.
+Department of Home Affairs:
- Preside and coordinate with the Department of Finance to appraise the list of subjects and budget estimates for implementing the policy of streamlining the payroll of agencies and units and submit them to the Chairman of the Provincial People's Committee for decision.
- Check the implementation of decisions on streamlining staff at agencies and units.
+ Department of Finance:
- Appraise the budget estimates for streamlining the payroll of agencies, organizations and units in the province; submit to competent authorities to arrange funds from the annual State budget expenditure estimates to implement policy payments for the subjects of staff streamlining according to regulations.
- Annually, based on the implementation of the staff streamlining policy (including the number of staff streamlining subjects, the amount of allowance for each staff streamlining subject prescribed in Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government), plan to implement staff streamlining in the following year, develop a budget estimate for implementing the staff streamlining policy to synthesize into the need to implement salary reform in the State budget estimate of the following year of the province.
- Based on the provincial budget balance, advise the Provincial People's Committee to submit to the Provincial People's Council to issue additional support policies for subjects of staff streamlining.
- Periodically, before February 15 of each year, synthesize the results and evaluate the implementation of staff streamlining in the previous year of the province, report to the Provincial People's Committee and send to the Ministry of Home Affairs, the Ministry of Finance synthesizes to report to the Prime Minister.
+ Provincial social insurance is responsible for:
- Receive lists and records, prioritize social insurance settlement for cases of staff reduction.
- Direct and guide the Social Insurance of districts and cities to promptly handle related tasks such as: receiving lists, records, confirming social insurance payments and closing social insurance numbers for cases of staff reduction according to authority.
