According to the Guardian, the boats and 28 crew members were stopped in the Great Barrier Reef marine park, near Cape York Peninsula, off the northeast coast of Queensland state over the weekend.
Australian authorities used an aircraft to locate the vessels before approaching them.
In addition to diving equipment, authorities found 30 containers containing hundreds of kilograms of sea cucumbers that they said were "illegally caught" by Vietnamese boats.
The fishermen were taken to Cairns this morning and will be investigated by the Australian Fisheries Management Authority. They are being held in an immigration detention centre while proceedings are ongoing, a Border Protection spokesman said.
