Prioritize resources to effectively implement administrative procedure reform
The Government Office issued Document No. 362/TB-VPCP dated August 5, 2024 announcing the conclusion of Deputy Prime Minister Tran Luu Quang - Head of the Working Group at the Fifth Meeting of the Prime Minister's Administrative Procedure Reform Working Group and the Prime Minister's Administrative Procedure Reform Advisory Council on July 31, 2024.

In the first 6 months of 2024, administrative procedure reform has achieved many outstanding results: Administrative procedures and regulations related to business activities have been reduced and simplified; many administrative procedures have been decentralized from the central level to localities; the simplification of internal administrative procedures has been actively implemented by ministries, branches and localities; the pilot implementation of issuing criminal records on the VNeID application in Hanoi city and Thua Thien Hue province has achieved remarkable results; The project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06) has been effectively implemented, bringing many practical benefits to people and businesses.
In particular, the Government has directed the implementation of a pilot model of a one-level public administrative service center under the provincial People's Committee in Hanoi, Ho Chi Minh City, Binh Duong, and Quang Ninh, with the pilot period from September 2024 to the end of November 2025.
In addition to the achieved results, according to Deputy Prime Minister Tran Luu Quang - Head of the Working Group, administrative procedure reform still has some shortcomings and limitations such as: (1) Some leaders of agencies and units have not paid attention, resolutely directed, and prioritized resources for administrative procedure reform; (2) There are still overlapping and complicated regulations and administrative procedures that have not been discovered and amended in a timely manner; (3) The assessment of policy impacts and compliance costs at some implementing agencies is not strict; (4) Coordination between ministries, branches, and localities is still limited; (5) Communication work has not been promoted.
Some key solutions and tasks for administrative procedure reform in the coming time
Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to focus on implementing and prioritizing resources to effectively deploy tasks and solutions on administrative procedure reform according to Resolution No. 142/2024/QH15 dated June 29, 2024 of the National Assembly, Programs, Strategies, Plans and Projects approved by the Government and the Prime Minister and directed by the Prime Minister in Directive 16/CT-TTg dated May 20, 2024 on continuing to promote the reduction and simplification of administrative procedures at ministries, branches and localities.
Urgently implement plans to reduce and simplify regulations and administrative procedures approved by the Government and Prime Minister.
In addition, strictly control the process of drafting documents, effectively assess policy impact, assess administrative procedure impact, promote consultation effectiveness (increase consultation in electronic environment), and strictly carry out appraisal and examination of projects and draft legal documents.
Urgently research, handle and have a written response to the reflections and recommendations of the Advisory Council members in Appendix IV attached to Report No. 5285/BC-VPCP dated July 25, 2024, and at the same time send it to the Standing Agency to synthesize and report to the Head of the Working Group. Completion time is before August 30, 2024.
Deputy Prime Minister Tran Luu Quang assigned the Ministries of Home Affairs, Finance, Industry and Trade, Natural Resources and Environment, Transport, and Health to study, handle, and respond in writing to the recommendations and proposals of ministries and localities in Appendix III attached to Report No. 5285/BC-VPCP dated July 25, 2024, and at the same time send it to the Standing Agency for synthesis and reporting to the Head of the Working Group. The completion date is before August 15, 2024.
Deputy Prime Minister Tran Luu Quang requested the People's Committees of the provinces and centrally-run cities: Hanoi, Ho Chi Minh City, Quang Ninh, Binh Duong to closely coordinate with the Government Office, relevant ministries and branches to effectively pilot the model of one-level public administrative service centers under the provincial People's Committees.
Advisory Council members proactively grasp and provide detailed and clear information and documents on difficulties and problems related to mechanisms, policies and administrative procedures to report to the Working Group for timely resolution.
