Central Inspection Commission concludes violations by some generals

From July 24 to 26, 2018, in Hanoi, the Central Inspection Commission held its 28th meeting. Comrade Tran Cam Tu, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this meeting, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

I- On inspection when there are signs of violations against the Standing Committee of the Party Committee of the General Department of Logistics and Engineering, Ministry of Public Security

1- Standing Committee of the Party Committee of the General Department of Logistics and Engineering(General Department IV)violated the principle of democratic centralism and the Working Regulations; lacked responsibility, lax leadership and direction; lacked inspection and supervision, allowing many violations in the management and use of security land and public property management; designated sale of assets on land, transfer of land use rights, business association, and leasing of security land in violation of the law.

2- Lieutenant General Le Van Minh,Members of the Central Public Security Party Committee, Party Committee Secretary, and General Director are responsible as heads for violations and shortcomings of the Party Committee Standing Committee and are personally responsible for violations and shortcomings in performing assigned duties and tasks.

3- Lieutenant General Bui Xuan Son,The former member of the Party Committee Standing Committee and former Deputy Director General are jointly responsible for the violations and shortcomings of the Party Committee Standing Committee and are primarily responsible for the violations and shortcomings in the work of advising on the implementation of security land management and use of the Public Security sector when assigned to be in charge of this field.

4- ComradeLieutenant General Bui Van Thanh,Member of the Central Public Security Party Committee, Deputy Minister of Public Security directly in charge of General Department IV, former member of the Standing Committee of the Party Committee, former Deputy Director General of General Department IV, is jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee of General Department IV. He personally violated the principle of democratic centralism, lacked responsibility, loosened leadership, management, and lacked inspection and supervision, allowing many violations and shortcomings to occur at General Department IV. Through inspection, Lieutenant General Bui Van Thanh also violated regulations on protecting state secrets and the Working Regulations of the Ministry of Public Security; signed documents of the Ministry of Public Security proposing the designated sale of a number of security houses and lands that were not in accordance with the law; signed a number of documents that were not within the assigned authority.

Violations ofStanding CommitteeParty Committee of the General Department of Logistics and Engineering and Lieutenant GeneralsLe Van Minh, Bui Xuan Sonis serious, violation of comrade Lieutenant GeneralBui Van Thanhis very serious, causing loss of state assets, negatively affecting the reputation of the Party organization and the Public Security sector, causing outrage in society, to the point of having to consider and handle disciplinary action.

5- Comrades Lieutenant General Nguyen Van Chuyen,Deputy Secretary, Chairman of the Party Committee's Inspection Commission, Deputy General Director;Lieutenant General Ksor Nham,Member of the Standing Committee, former Chairman of the Party Committee's Inspection Commission, Deputy General Director;Lieutenant General Vu Thuat,The former Deputy Secretary of the Party Committee and the former Deputy General Director are jointly responsible for the violations and shortcomings of the Party Committee Standing Committee and are responsible for the violations and shortcomings of individuals in performing their assigned duties and tasks.It is necessary to conduct a review and consider responsibilities according to regulations.

II- On inspection when there are signs of violations against the Standing Committee of Tra Vinh City Party Committee, Tra Vinh province

1- Standing Committee of Tra Vinh City Party Committeelacked responsibility, slackened leadership, direction, inspection and supervision, allowing many very serious violations to occur in implementing the Party and State's policies on supporting people with revolutionary contributions to improve their housing; decided to exempt and reduce land use fees against regulations for a long time, causing great losses to the state budget.

2- Comrades Diep Van Thanh, Pham Van Tam, Nguyen Thanh Tam, Deputy Secretary of the City Party Committee, Chairman of Tra Vinh City People's Committee for the period 2011 - 2016 and comradeTran Truong Son,Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Committee of Tra Vinh City is jointly responsible for the violations of the Standing Committee of the City Party Committee and personally responsible for violations in organizing the implementation of the Party and State's policies on supporting people with revolutionary contributions to improve housing.

Violations of comradesDiep Van Thanh, Tran Truong Sonis very serious; violation ofStanding CommitteeTra Vinh City Party Committee and comradesPham Van Tamis serious; the violation of comradeNguyen Thanh Tamto the extent that responsibilities must be considered and handled. The above violations have caused large losses to the state budget, negatively affected the reputation of the City Party Committee and government, and the people's trust, to the extent that disciplinary action must be considered and handled.

3- Comrades Ngo Chi Cuong, Nguyen Trung Dung, Tran Van Danh, Le Van Han, Secretary of Tra Vinh City Party Committee for the terms 2010 - 2015, 2015 - 2020 is responsible as the head for the violations and shortcomings of the Standing Committee of the City Party Committee,It is necessary to conduct a review and consider responsibilities according to regulations.

III- The Central Inspection Committee has reviewed, disciplined and proposed disciplinary action against a number of party organizations and party members who violated the regulations.

1-Consider and discipline the Standing Committee of the Party Committee of the Air Defense - Air Force, the Ministry of National Defense and related individuals for violations concluded at the 27th Session of the Central Inspection Commission. Considering the content, nature, level and consequences of the violations; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission decides:

- Discipline in the form of warning for comradeLieutenant General Nguyen Van Thanh,Former Party Secretary, former Political Commissar of Air Defense - Air Force.

- Propose that the Secretariat consider and take disciplinary action against comrade according to its authority.Lieutenant General Phuong Minh Hoa, former member of the Party Central Committee, former Deputy Director of the General Department of Politics of the Vietnam People's Army, former Deputy Secretary of the Party Committee, former Commander of the Air Defense - Air Force.

- Propose that the Central Military Commission Standing Committee take disciplinary action according to its authority againstStanding Committee of the Party Committee of the Air Defense - Air Force for the 2010-2015 term.

2-Propose that the Politburo consider and discipline 2 comrades:

(1)- ComradeLieutenant General Bui Van Thanh,Member of the Central Public Security Party Committee, Deputy Minister of Public Security, former member of the Standing Committee of the Party Committee, former Deputy Director General of the General Department of Logistics and Technology, for committing the above violations.

(2)- ComradeLieutenant General Tran Viet Tan, former member of the Central Public Security Party Committee, former Deputy Minister of Public Security. During his tenure as member of the Central Public Security Party Committee, Deputy Minister of Public Security, he was irresponsible, lax in leadership, direction, inspection, supervision, and signed a number of documents violating regulations on protecting state secrets, causing very serious consequences.

IV- Review reports on inspection results of the implementation of inspection, supervision and party discipline enforcement tasksfor the Standing Committee of the Provincial Party Committee and the Inspection Committee of the Provincial Party Committees of Tuyen Quang and Quang Ninh provinces; resultsmonitorfor the Standing Committee of the Party Committee of Military Region 5, the Ministry of National Defense, the Party Committee of the Ministry of Education and Training and 01 individual, the Party Committee of the Ministry of Culture, Sports and Tourism, the Standing Committee of the Tien Giang Provincial Party Committee and 01 individual, the Party Committee of the People's Committees of Cao Bang and Kon Tum provinces and a number of individuals.

Through the results of inspection and supervision, the Central Inspection Commission pointed out the advantages, limitations, shortcomings and required Party committees, Party organizations, and individuals to learn from experience and promptly take measures to overcome and correct in the coming time.

V- Also in this session,The Central Inspection Committee has reviewed and resolved party disciplinary complaints against 02 cases.
