Central Inspection Commission disciplines a series of officials
On April 19 and 20, 2022, in Hanoi, the Central Inspection Commission held its 14th meeting. Mr. Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:
I- Reviewing the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Ho Chi Minh City Union of Commercial Cooperatives (Saigon Co.op) and comrade Diep Dung - former member of the City Party Committee, former Secretary of the Party Committee, former Chairman of the Board of Directors of Saigon Co.op, the Central Inspection Commission found that:
The Standing Committee of the Saigon Co.op Party Committee was irresponsible, violated the principle of democratic centralism and the Working Regulations; loosened leadership, direction, lacked inspection and supervision, allowing the Board of Directors, the Supervisory Board and many cadres and Party members to violate Party regulations and State laws in signing investment cooperation contracts, mobilizing capital, increasing charter capital, and organizing the Annual Congress. Comrade Diep Dung violated Party regulations and State laws, violated the Regulations on what Party members are not allowed to do and the responsibility to set an example in performing assigned duties and tasks.
The above violations have caused very serious consequences, causing great damage to money and property of the collective, causing bad public opinion, affecting the reputation of the Party organization and Saigon Co.op.
Considering the content, nature, level, and consequences of the violation; based on the Party's regulations, the Central Inspection Commission decided to issue a disciplinary warning to the Standing Committee of the Party Committee of the Ho Chi Minh City Union of Commercial Cooperatives for the 2015-2020 term and comrade Nguyen Thanh Nhan - former Deputy Secretary of the Party Committee, former member of the Board of Directors, former General Director of Saigon Co.op.
The Central Inspection Committee proposed that the Secretariat consider and discipline comrade Diep Dung - former member of the City Party Committee, former Party Secretary, former Chairman of the Board of Directors of Saigon Co.op.
Considering the responsibility of some related comrades, the Central Inspection Committee decided:
- Change the form of disciplinary action from Reprimand to Warning for the following comrades: Nguyen Vu Toan - former Party Committee member, former Board of Directors member, former Deputy General Director of Saigon Co.op; Nguyen Thanh Hung - Member of the Board of Directors of Saigon Co.op, Deputy Secretary of the Party Cell, Chairman of the Board of Directors and Director of Cu Chi Cooperative; Ho Ngoc Hoang Dung - Member of the Board of Supervisors of Saigon Co.op, Chairman of the Board of Directors and Director of Ward 6 Cooperative, District 4.
- Disciplinary reprimand for comrade Hang Thanh Dan - Member of the Board of Directors of Saigon Co.op, Party Cell Secretary, Chairman of the Board of Directors and Director of District 3 Trading Cooperative.
- Comrades: Quach Cuong - Standing Deputy Secretary of the Party Committee, Member of the Board of Directors of Saigon Co.op; Ho My Hoa - Member of the Standing Committee of the Party Committee, Member of the Board of Directors, Director of the Finance Department of Saigon Co.op, although having committed violations and shortcomings to the extent that disciplinary action must be considered, the comrades have frankly fought against the wrongdoings of the Party Committee Secretary, Chairman of the Board of Directors; proactively and promptly reported to the competent authorities; during the inspection and review process, they were receptive, serious, admitted their violations and shortcomings, and accepted the disciplinary action. The Central Inspection Commission decided not to discipline comrades Quach Cuong and Ho My Hoa.
The Central Inspection Commission requested the Standing Committee of the Ho Chi Minh City Party Committee to direct, review, and discipline party organizations and party members involved in the above violations.
II- Implementing the conclusion of the Central Inspection Commission at the 12th Session on violations by the Standing Committee of Binh Thuan Provincial Party Committee and a number of organizations and individuals; based on Party regulations, the Central Inspection Commission decided to take disciplinary action:
- Expelled from the Party the following comrades: Le Nguyen Thanh Danh - former Deputy Secretary of the Party Committee, former Deputy Director of the Department of Natural Resources and Environment; Ngo Hieu Toan - Party Committee member, Deputy Director of the Department of Finance of Binh Thuan province.
- Warning to comrades: Le Tuan Phong - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Binh Thuan province and Nguyen Tran Nam - former member of the Party Committee, former Deputy Minister of Construction.
- Reprimand comrades: Dang Cong Huan - Member of the Party Committee, Deputy Inspector General of the Government and Vu Van Hoa - Member of the Party Committee, Deputy State Auditor General for violations in directing inspection, handling denunciations and auditing in Binh Thuan province.
The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline the Standing Committee of the Binh Thuan Provincial Party Committee for the 2010-2015 and 2015-2020 terms; the Party Committee of the Binh Thuan Provincial People's Committee for the 2011-2016 and 2016-2021 terms and the following comrades: Huynh Van Ti - former member of the Party Central Committee, former Secretary of the Provincial Party Committee; Nguyen Manh Hung - former member of the Party Central Committee, former Secretary of the Provincial Party Committee; Le Tien Phuong - former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; Nguyen Ngoc Hai - former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; Luong Van Hai - former member of the Provincial Party Committee, former Deputy Secretary of the Party Committee, former Standing Vice Chairman of the Provincial People's Committee; Ho Lam - former member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Natural Resources and Environment of Binh Thuan province.
III- Considering the proposal of Khanh Hoa Provincial Party Committee, based on the Party's regulations, the Central Inspection Commission proposed that the Secretariat take disciplinary action against the following comrades: Vo Tan Thai - former Provincial Party Committee member, former Director of the Department of Planning and Investment, former Director of the Department of Natural Resources and Environment; Le Van De - former Provincial Party Committee member, former Party Secretary, former Director of the Department of Construction of Khanh Hoa province, for violating the Party's regulations and the State's laws in advising the Provincial People's Committee to issue a number of decisions with illegal content at the Cuu Long Son Tu spiritual ecological project in the Chin Khuc mountain area and the Vinh Trung Villa and Ecotourism project, Khanh Hoa province.
IV- Considering the proposal of the Standing Committee of the Central Public Security Party Committee, based on Party regulations, the Central Inspection Commission decided to take disciplinary action:
- Reprimand Lieutenant General Ho Thanh Dinh - former member of the Central Public Security Party Committee, former Party Secretary, former Director of the Department of Police for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools, Ministry of Public Security, for his lack of responsibility, lax leadership, direction, and lack of inspection and supervision in proposing to reduce the prison term for prisoner Phan Sao Nam, violating Party regulations, State laws, and regulations of the Ministry of Public Security.
- Warning to Major General Tong Manh Chinh - former Party Secretary, former Director of Hospital 30-4, Ministry of Public Security for violating regulations in bidding, purchasing medical equipment and settling health insurance payments.
V- Implementing the conclusion of the Central Inspection Commission at the 13th Session on reviewing and handling the responsibilities of a number of individuals who violated the resolution of denunciations, the Central Inspection Commission decided to discipline the following comrades: Dinh Chung Phung - former member of the Provincial Party Standing Committee, former member of the Party Executive Committee, former Permanent Vice Chairman of the Provincial People's Committee; Nguyen Cao Son - Member of the Provincial Party Committee, member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee, former Director of the Department of Planning and Investment of Ninh Binh province for violating regulations in investment and construction management.
VI- Reviewing the monitoring results, the Central Inspection Committee found that:
The Standing Committee of the Party Committee of Van Xuan General Import-Export Corporation, Ministry of National Defense for the 2015-2020 term, had a number of violations and shortcomings in the development and implementation of Working Regulations; in leading, directing, inspecting and supervising the management and use of enterprise capital and the performance of assigned tasks.
The Central Inspection Commission requested the Central Military Commission Standing Committee to direct and inspect a number of affiliated party organizations related to the above-mentioned violations and shortcomings. Requested the Standing Committee of the Party Committee of Van Xuan General Import-Export Corporation to review and consider the responsibilities of collectives and individuals; promptly overcome and correct the violations and shortcomings that have been pointed out; and report the results to the Central Inspection Commission.
VII- Also at this session, the Central Inspection Commission reviewed and resolved Party disciplinary complaints and decided on a number of other important contents./.
