The Central Inspection Commission disciplined a number of party members who violated the law.

At this meeting, the Central Inspection Commission (CICC) reviewed and decided on the following contents:

1. Reviewing the inspection results when there were signs of violations by a number of party organizations and party members in Binh Duong province, the Central Inspection Commission found that:

- The Standing Committee of the Provincial Party Committee for the 2015-2020 term and the Party Committee of the People's Committee of Binh Duong province for the 2016-2021 term violated the principle of democratic centralism and the Working Regulations, lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing a number of Party organizations and Party members to violate Party regulations and laws in the management and use of land, capital, and assets at Binh Duong Production and Import-Export Corporation (Corporation 3/2), causing very serious consequences, great damage to State money and assets, many officials and Party members were criminally prosecuted, causing outrage in society, and negatively affecting the reputation of local Party committees and authorities.

- Comrade Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 14th National Assembly Delegation is responsible as the head for the violations and shortcomings of the Provincial Party Committee Standing Committee for the 2015-2020 term; is directly responsible when holding the position of Vice Chairman of the Provincial People's Committee for signing the document applying land price to calculate land use fees, violating the provisions of the law on land, causing great loss to the state budget; implementing against the policy on the plan to use 43 hectares of land at the 3/2 Corporation; legalizing the illegal transfer of the Tan Phu Project to the private sector; allowing the 3/2 Corporation to illegally contribute 145 hectares of land to Tan Thanh Company as capital.

- Comrade Pham Van Canh - former Standing Deputy Secretary of the Provincial Party Committee is jointly responsible for the violations and shortcomings of the Provincial Party Committee Standing Committee for the 2015-2020 term; is directly responsible for signing documents to legalize the illegal transfer of the Tan Phu Project to the private sector and allowing violations to occur at the 3/2 Corporation.

- Comrade Tran Thanh Liem - former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee is jointly responsible for the violations and shortcomings of the Provincial Party Committee Standing Committee for the 2015-2020 term; is responsible as the head for the violations and shortcomings of the Party Committee of the Provincial People's Committee for the 2016-2021 term; is responsible for supplementing documents to legalize the illegal transfer of the Tan Phu Project to the private sector.

- Comrades Nguyen Thanh Truc - Member of the Provincial Party Committee, Member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee; Tran Xuan Lam - Member of the Provincial Party Committee, Chief of the Provincial Inspectorate; Vo Van Luong - Member of the Party Executive Committee, Chief of the Provincial People's Committee Office are directly responsible for appraising, advising, submitting and signing documents on applying land prices to calculate land use fees, violating land laws, causing great loss to the state budget.

- Comrade Nguyen Van Dong - Member of the Provincial Party Standing Committee, Secretary of the Thu Dau Mot City Party Committee, former Chief of the Provincial Party Committee Office is responsible as the head for the violations and shortcomings of the Binh Duong Provincial Party Committee Office; Comrade Ngo Dung Phuong - Party Committee member, Head of the Party Finance Department, Provincial Party Committee Office is responsible for the violations at the 3/2 Corporation. The two comrades mentioned above are directly responsible for supplementing documents to legalize the illegal transfer of the Tan Phu Project to the private sector.

- The above violations and shortcomings are also the responsibility of some former leaders of the Provincial Tax Department and leaders of the 3/2 Corporation in proposing to apply land prices to calculate land use fees assigned to the 3/2 Corporation and the transfer and capital contribution using land use rights contrary to the provisions of law, causing very serious consequences, causing great loss of money and assets of the State.

Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission proposes that competent authorities consider and discipline the Standing Committee of the Binh Duong Provincial Party Committee for the 2015-2020 term, the Party Committee of the Provincial People's Committee for the 2016-2021 term, and comrades: Tran Van Nam, Pham Van Canh, Tran Thanh Liem, Nguyen Thanh Truc, Tran Xuan Lam.

The Central Inspection Commission decided to issue a disciplinary warning to comrade Nguyen Van Dong; remove from all Party positions two comrades: Vo Van Luong and Ngo Dung Phuong; expel from the Party comrades: Le Van Trang, former Party Secretary, former Director of the Tax Department of Binh Duong province; Vo Thanh Binh - former Deputy Party Secretary, former Deputy Director of the Tax Department of the province and comrades who were former leaders of the 3/2 Corporation, including: Nguyen Van Minh - former Chairman of the Board of Directors; Tran Nguyen Vu - former General Director; Huynh Cong Phat - former Party Secretary, former member of the Board of Members, former Deputy General Director; Huynh Thanh Hai - former member of the Party Executive Committee of the Provincial Agencies and Enterprises Bloc, former Deputy General Director; Nguyen The Su - former Head of the Supervisory Board of the Corporation.

The Central Inspection Commission requested the Standing Committee of Binh Duong Provincial Party Committee to review and discipline party organizations and party members involved in the above violations according to regulations.

2. After reviewing the inspection results when there were signs of violations by the Party organization and some Party members at the Market Management Department of Phu Tho province, the Central Inspection Committee found that:

- The Party Committee of the Market Management Department of Phu Tho province violated the principle of democratic centralism and working regulations; loosened leadership and direction, lacked inspection and supervision, allowing many cadres and party members to violate Party regulations and State laws in the fight against smuggling and trade fraud, causing serious consequences and loss of state budget.

- Comrade Nguyen Quoc Tru - Party Committee Secretary, Department Director is responsible as the head for the violations and shortcomings of the Party Committee and the Provincial Market Management Department; is directly responsible for covering up violations of subordinates and reporting false information to superior leaders.

Comrade Ha Thanh Binh - Deputy Secretary of the Party Committee, Deputy Director and Comrade Duong Tuan Anh - Member of the Standing Committee, Chairman of the Party Committee's Inspection Commission, Deputy Director are jointly responsible for the violations and shortcomings of the Party Committee and the Provincial Market Management Department; and are directly responsible for the performance of assigned personal duties and tasks.

Comrade Vi Ngoc Khang - Party Committee member, Secretary of the Inspection and Professional Party Cell, Deputy Director of the Department took advantage of his position and power to create fake records and documents, omit acts, exhibits and means of violations during inspections, violated the law in handling administrative violations, causing serious consequences and loss of state budget.

Considering the content, nature, level and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party organizations and Party members, the Central Inspection Commission decided to expel from the Party comrade Vi Ngoc Khang; remove from all Party positions comrade Nguyen Quoc Tru; warn comrades Ha Thanh Binh and Duong Tuan Anh; request the Standing Committee of Phu Tho Provincial Party Committee to issue a disciplinary warning to the Party Committee of the Provincial Market Management Department for the terms 2015 - 2020, 2020 - 2025 and direct the timely consideration and disciplinary action against relevant Party organizations and Party members.

The Central Inspection Committee requested the Party Committee of the Ministry of Industry and Trade to review and handle the responsibilities of the leaders of the General Department of Market Management related to violations and shortcomings at the Market Management Department of Phu Tho province.

3. At this session, the Central Inspection Commission reviewed and commented on the results of the supervision of the Party Delegation of the Vietnam General Confederation of Labor and Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Secretary of the Party Delegation, President of the Vietnam General Confederation of Labor; the Standing Committee of the Kon Tum Provincial Party Committee and Comrade Duong Van Trang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Comrade Le Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Kon Tum Provincial People's Committee in leading, directing, organizing the implementation of working regulations, personnel work, management work, financial use, construction investment...; the results of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party by the Standing Committee and the Inspection Committee of the Party Committee of the Central Enterprises Bloc, Hai Phong City Party Committee, Tien Giang Provincial Party Committee. Based on the results of inspection and supervision, the Central Inspection Commission requires inspected and supervised party organizations and party members to promote their strengths, and at the same time seriously review, learn from experience, and promptly overcome and correct violations, limitations, and shortcomings that have been pointed out.

The Central Inspection Commission requested the Standing Committee of the Hai Phong City Party Committee to direct the inspection and timely handling of party organizations and party members who have violated the law in cases and incidents in the area.

4. After reviewing the results of the implementation of the conclusions at the Second Session of the Central Inspection Commission on the Standing Committee of the Vinh Phuc Provincial Party Committee, the Central Inspection Commission found that the Standing Committee of the Vinh Phuc Provincial Party Committee had seriously implemented the conclusions; promptly overcome violations and shortcomings; reviewed, considered, and disciplined relevant organizations and individuals. The Central Inspection Commission requested the Standing Committee of the Vinh Phuc Provincial Party Committee to continue to seriously implement the contents according to the conclusions of the Central Inspection Commission.
