Regarding citizens' complaints surrounding the article "Craft village road project or road 205 in Do Thanh commune?"
On February 16, 2013, Nghe An Newspaper received a complaint from Mr. Ho Duc Dinh (residing in Bac Vuc hamlet, Do Thanh commune, Yen Thanh district) stating that: After Bac Vuc hamlet was recognized as a “Bamboo and Rattan Export” craft village, the hamlet set up a project to apply for craft village road standards, and the commune leaders promised to asphalt it as planned. Meanwhile, the people contributed money, donated land, and cleared a 7m wide road, but by June 2012, the craft village road was not built but asphalted Road 205 - a provincial road. The people were dissatisfied and realized that there was something shady going on here.
(Baognhean) -On February 16, 2013, Nghe An Newspaper received a complaint from Mr. The people were dissatisfied and realized that there was something shady going on here.
Nghe An Newspaper sent reporters to Do Thanh Commune to investigate the matter. On February 21, 2013, Nghe An Newspaper published an article "Craft village road project or Road 205 in Do Thanh Commune?" affirming that the craft village road is also Road 205 in Do Thanh Commune. On March 1, 2013, Mr. Ho Duc Dinh continued to send a complaint to Nghe An Newspaper and denounced that "the article was dishonest and one-sided. It did not meet the wishes of the craft villagers".
Nghe An Newspaper would like to thank Mr. Ho Duc Dinh for following the information reflected by Nghe An Newspaper, and at the same time accepting his personal opinions. However, Nghe An Newspaper would also like to discuss with him some of the following contents:
The first, according to Mr. Dinh, the author of the article posting the opinion of Mr. Ho Sy Dien, the village chief of Bac Vuc, who said that he did not know anything about the village craft road and that there was no meeting to discuss the village craft road, is incorrect. On this issue, the article published Mr. Dien's opinion affirming: "Regarding the content of the village craft road, the village has not had any meeting... So it cannot be confirmed which road is the village craft road and has not heard anyone announce it". Nghe An Newspaper affirmed that this is entirely the opinion of Mr. Dien, currently the village chief of Bac Vuc, a responsible person who is also a villager, who enjoys preferential policies for the village craft, not the opinion of the reporter.
MondayThe author would like to confirm that he did not verify or seek information one-sidedly, but met the petition writers, specifically Mr. Dinh and some of the signatories of the petition, and also proactively sought out people in the commune. At the same time, the author did not request to meet and interview people right in the office of the Chairman and Vice Chairman of the Commune People's Committee.
Tuesday, the issue that he thinks journalists do not need to publish the responses of local leaders. This is entirely a matter of the reporter's professional duties, because to investigate and reflect on an issue, reporters need to reflect opinions, exchange and research from many angles and with a lot of information. As he has known, through Document No. 99/SKHDT-CN dated January 18, 2013 of the Department of Planning and Investment responding to his complaint about the craft village road project. In which the Department of Planning and Investment stated: "The People's Committee of Yen Thanh district and the People's Committee of Do Thanh commune (investor) are responsible for deciding on the location, content, scale of investment and mobilizing capital to implement the project according to regulations". And in Decision No. 1832 dated March 21, 2012 of Yen Thanh District People's Committee "On approving the Technical Economic Report of the project: Traffic road of Bac Vuc export rattan and bamboo craft village, Do Thanh commune, Yen Thanh district" in Article 1, it clearly states: "Investor: Do Thanh Commune People's Committee". Therefore, to get information about the craft village road project, it is impossible not to meet the investor. Therefore, it is necessary to give the investor's opinion.
Wednesday, the fact that he said "The people were not informed about the craft village road project, were not discussed, and were not assigned officials in the management board to supervise. When the road was completed, the people questioned it and announced it as the Bac Vuc craft village road, which violated the grassroots democracy regulations, but the journalist said it was correct". On this issue, the author reflected in the article: "On the part of Do Thanh commune, we need to learn from experience. Before implementing the project, we need to publicize it to the hamlets through the radio system so that people know in the spirit of the grassroots democracy regulations". Thus, the author of the article pointed out the shortcomings of the People's Committee of Do Thanh commune in not widely publicizing the craft village road project so that people would know; disagreed with the way the People's Committee of Do Thanh commune did it.
Thursday, the issue you think is "We are implementing the Central Resolution 4 (Term XI) but the journalist published that article without any specific inspection and investigation, which is no different from assisting those in positions of power to do wrong, even more wrong". Regarding this issue, I would like to discuss with you that the first goal of the article is to find the truth and through research from many reliable sources of information, it has been confirmed that: "the craft village road is also Road 205". Therefore, in terms of journalism, the journalist has honestly reflected the opinions of the people involved. I think the article has answered the people's questions about determining which is the craft village road. As for your question about the quality of the craft village road, it is necessary to have competent agencies inspect it to get a more accurate answer. Therefore, your claim that the journalist "assisted" is completely unfounded.
