The above statement was made by Mr. Sergey Chemezov, General Director of Rostex Corporation (Russian Technology Corporation) in a recent press interview. Accordingly, although Saudi Arabia is very interested and wants to buy this type of weapon from Russia, the Russian Iskander missile system "is not for export".

Answering the question of why Russia does not export this weapon that many countries are interested in, Mr. Sergey Chemezov affirmed: "This is a dangerous offensive weapon that can carry nuclear warheads. Saudi Arabia often expresses interest in buying this weapon, but the Iskander is on the list of weapons banned from export and we do not intend to make any exceptions."
This statement is a complete refutation of the previous statement of Deputy General Director of the Russian arms export corporation “Rosoboronoexport” Igor Sevastianov made on July 3, 2015 about Russia's readiness to supply Saudi Arabia with Iskander tactical-operational missile complexes.
In April 2016, the Russian Ministry of Defense posted a video of Russia successfully launching cruise missiles from the Iskander-M complex.
It is known that Iskander (also known by NATO as SS-26 Stone) is a tactical-operational missile complex researched and developed by Russia since the late 1980s and early 1990s to replace the "Tochka" and "Tochka-U" complexes.
Entered into the arsenal of the Russian Army in 2006, the Iskander uses a single-stage solid propellant, inertial guidance throughout the trajectory with a terminal phase optical seeker, carrying a monolithic cluster-type warhead, fragmentation or penetration. Equipment in the complex includes: 9P78E self-propelled launchers; 9T250E ammunition carriers; command vehicles; launch parameter support vehicles; technical maintenance vehicles; and other support vehicles.
Iskander-M is a deeply modernized variant of the Iskander missile complex, used by Russia to prepare to counter the US missile defense system being built in Europe.
The Iskander-M missile has the ability to self-propelled stealth. The stealth technology applied in Iskander is plasma technology. It creates a layer of electrically neutral cloud surrounding the missile, making it impossible for enemy radar waves to detect and respond.
