The plan involves forming smart city chains in the North, Central, South, and Mekong Delta regions, with Hanoi, Ho Chi Minh City, Da Nang, and Can Tho as the core cities.

The Prime Minister has just approved the Project for the Sustainable Development of Smart Cities in Vietnam for the period 2018-2025, with a vision to 2030.

Accordingly, the Project aims to establish a legal framework for smart city development by 2020, and to carry out investment preparation for pilot implementation at the urban district and city levels.

Initially, support will be provided to at least three new urban areas that will be developed to pilot smart city solutions.

This includes reviewing and developing a general legal framework for sustainable smart urban development, issuing policies and mechanisms applicable to pilot areas; developing and piloting the application of an ICT reference framework for smart urban development, building an urban spatial data infrastructure system, integrating land and construction data on a GIS platform and other databases.

Develop appropriate models for managing population, traffic, land, and construction investment in pilot urban areas; build a national urban database (phase 1); support at least 3 newly developed urban areas to pilot smart city solutions.

By 2025, Phase 1 of the smart city development pilot project will be implemented. This includes building and perfecting the legal framework and regulations based on the preliminary and final reviews of the pilot implementation; and deploying the ICT Reference Framework for Smart City Development in Vietnam.

Announcing priority national standards for the pilot implementation of smart cities, prioritizing urban management, lighting, transportation, water supply and drainage, waste collection and treatment, power grid, natural disaster risk warning systems, and ICT infrastructure; developing urban spatial data infrastructure, integrating land, construction, and other data on a GIS platform in pilot cities; piloting the application of a certification mechanism for new smart urban areas...

The plan, by 2030, aims to complete the first phase of the pilot program, gradually expand it across sectors and regions, and form a network of interconnected smart cities with the potential for widespread adoption.
