Russia's new weapons affect dialogue with the US on strategic stability
(Baonghean.vn) - On July 19, Chairman of the Founding and Supporting Council of the Valdai International Discussion Club, Mr. Andrei Bystrisky, commented that the development of new weapons in Russia will affect, in one way or another, the Russia-US dialogue on strategic stability.

This was a comment on a report by the Russian Defense Ministry on the latest testing of future weapons.
Testing of the weapons, which President Vladimir Putin first mentioned in a speech to the Russian parliament last March, was carried out on land, at sea and in the air.
“The US will have to consider the reality of the situation, as we are developing new weapons systems. While conducting dialogue, Washington will have to take into account this reality,” the expert said.
“If these weapons become operational, they will change the structure of threats and military potential, in the context of what is happening in the world in terms of arms control,” Bystrisky said.
He reiterated that nuclear weapons have proven to be an important tool in the nuclear deterrence system.
“Nuclear weapons allow the great powers to live together without large-scale wars and with moderate levels of violence. It is true that nuclear weapons scare people, but they help the world live together rationally, and they help develop a large number of technologies,” the expert said.
“The existence of deterrence elements such as these new weapons systems can become a vital factor influencing peaceful development and bringing stability to the whole world,” Bystrisky added.

Meanwhile, Mr. Konstantin Blokhin, a leading researcher at the Center for Security Studies of the Russian Academy of Sciences, commented: "It is difficult to confirm whether these new weapons will have a good or bad impact on Russia-US relations."
According to him, the main intention behind Russia's display of new weapons is to limit the risk of an arms race with the US, sit down at the negotiating table and start discussing issues such as missile defense systems or strategic stability./.
