Land acquisition and clearance problems, road under construction for 11 years still not completed

(Baonghean.vn) – The 72m road connecting Quan Bau intersection to Truong Van Linh street (Vinh city) after 11 years of approval and construction is still not completed.

On the afternoon of October 30, comrade Huynh Thanh Dien inspected the 72m road through Vinh city to find solutions to overcome difficulties. Accompanying him were departments and leaders of Vinh city.

The 72m road project was approved by Nghe An Provincial People's Committee in Decision No. 2112/2004, started on December 26, 2006; The third adjustment of total investment in 2014 with a total investment of VND 264,017,000,000. Of which: Construction cost VND 75,639,000,000, Project management cost VND 1,154,000,000, Compensation for site clearance VND 175,609,000,000... invested by the Management Board of Civil Construction and Urban Infrastructure Projects.

Currently, the construction unit has basically completed the construction on the area that has been handed over. Specifically: Section Km0+411: Construction completed spreading 7cm thick medium-grain asphalt, 5cm thick fine-grain asphalt layer and items of drainage ditches, technical sewers, manholes, curbs. Section from Km0+650 to Km0+880 completed construction of type 2 CPDD foundation; construction of 2/3 of technical sewer number 6; Section from Km0+900 to Km0+992m completed construction of 7cm thick medium-grain asphalt concrete layer 1; drainage system and weaving curbs.

The Management Board of Civil Construction and Urban Infrastructure Projects has transferred enough funds as requested by the Vinh City People's Committee to pay compensation and support for site clearance according to the approved detailed plan, totaling 109 billion VND for the entire project.

Currently, the project is behind schedule because Mr. Nguyen Van Huong's household in Hamlet 17, Nghi Phu Commune has not yet agreed on a compensation plan.

In addition, 8 households with residential land (including 3 households whose land was partially recovered) have approved the compensation plan for land acquisition and are waiting for resettlement land; 3 households with land on Xo Viet Nghe Tinh street are preparing the compensation plan for land acquisition and are waiting for approval; 5 households with agricultural land whose agricultural land was recovered interspersed in residential areas are petitioning for the compensation price for land....

During the inspection, the investor respectfully requested the Provincial People's Committee and relevant sectors to have solutions to completely resolve the recommendations and proposals of the Vinh City Land Fund Development Center in compensation and site clearance work, and at the same time provide the remaining funds to complete the above projects.

The investor said that the entire project will be completed in 05 months if the site is handed over and capital is arranged promptly and on schedule.

After the city reported on the land acquisition work, comrade Huynh Thanh Dien affirmed: The responsibility for letting this road drag on for more than 10 years belongs to Vinh city and Department A of the Department of Construction. Vinh city is required to focus on clearing the land completely in December 2017. The resettlement area for households must be completed by November 15 and the land must be handed over to Tecco so that Tecco can build infrastructure to create conditions for households to have land to live on.

For households with agricultural land, the project must also be completed in December 2017. The investor, Board A (Department of Construction), should focus on better coordination, learn from management experience, and improve sense of responsibility to fulfill its responsibilities. The Department of Natural Resources and Environment should promptly resolve the city's problems. The Department of Construction should strengthen inspection of the route quality. All parties are requested to perform their tasks well so that the route can be completed by April 2018.
