World Cup 2018, ASIAD, SEA Games are allowed to be legally bet in Vietnam

Do not bet on matches with Vietnamese elements.

According to Decree 06 on legal betting business on dog racing, horse racing and international football, issued by the Government in early 2017, the Ministry of Culture, Sports and Tourism is assigned to establish a list of matches and tournaments announced and approved by the International Football Federation (FIFA) as a basis for betting in Vietnam.

Matches at SEA Games without Vietnam participating will be bet on.

Although the decree does not prohibit legal betting on matches involving the Vietnamese national team or Vietnamese clubs, considering that the current context is not suitable and it is very difficult to manage and control members of the national team and clubs, the Ministry of Culture, Sports and Tourism, the General Department of Sports and Physical Training and many other localities agree on the following viewpoint: in the first 5 years of pilot betting, official or friendly matches involving the Vietnamese team (at the national team level, national youth teams, clubs) in any tournament within or outside the territory of Vietnam are not allowed to be legally bet on.

This may cause many conflicting opinions or controversies, so the Ministry still leaves it open and, depending on the reality, may add more after the Government conducts a preliminary review of the first 5 years of implementation.

The first list of legal betting includes 9 types of international friendly matches and 15 international tournaments from April to the end of 2018. 9 types of matches, in which two national teams compete with each other in one of these two countries or in an intermediate country (territory) and must be organized by the football federation (association) of those two countries; national teams compete with national clubs; one national club competes with another national club...

15 international tournaments including the 2018 FIFA World Cup held in Russia, the rest of the 2018 UEFA Champions League; the Southeast Asian Women's Football Championship in June 2018; the 2018 Southeast Asian Women's Futsal Championship; the 2018 Southeast Asian Men's Football Championship AFF Cup; the Club World Cup; the Futsal World Cup, the Beach World Cup, the Continental Club Cup; the Cup of the Continental Champions; 7 South American tournaments (not national tournaments)...

Last year, during the drafting process, the two men's and women's football events at ASIAD 18 were not on the list of legal betting events, but the Ministry eventually included them on the list of permitted betting events. Similarly, the 30th SEA Games in 2019 will allow betting on men's and women's football events. However, the matches of the U.23 Vietnam team and the Vietnamese women's team at ASIAD, SEA Games, AFF Cup, etc., as described above, will not be allowed to be bet on.

The list will not include 5 European leagues (English Premier League, Italian, German, Spanish, French national championships); national championships of countries in other continents (such as Japan, Korea...).

Last week, Deputy Minister of Culture, Sports and Tourism Le Khanh Hai chaired a meeting and the Ministry officially finalized the above issue. Mr. Hai said that the Ministry will send it to the Ministry of Finance as well as a number of related ministries and branches so that these agencies can carry out the next important tasks. In particular, the Ministry of Finance, according to the tasks assigned by the Government, will select legal international football betting businesses in Vietnam.
