The greatest success of Dien Loc in building new rural areas is the propaganda work in many diverse and practical forms; carried out starting from within the political system and deployed to the people to fully understand the purpose, meaning, rights and responsibilities of the people together with the Party and the government to join hands in building new rural areas is an important and decisive task. In addition, the Commune Fatherland Front Committee develops a plan and establishes a Steering Committee, assigns specific tasks to each member and organizes conferences to deploy to cadres and people to link the campaign "All people unite to build a cultural life in residential areas" with building new rural areas.

The Party Committee, government and people of Dien Loc also clearly identified that the people play a leading role in building new rural areas with the main goal of developing production, improving living standards and upgrading infrastructure. Chairman of the People's Committee of the commune Pham Van Huong added: With the motto "The State and the people work together", after 5 years of implementing new rural construction, with a total capital of 125,916 million VND, of which the provincial budget is 2,385 million VND; the district budget is 200 million VND; the commune budget is 5,210 million VND; enterprise capital and mobilization is 2,200 million VND; people's contributed capital is 81,421 million VND; people donated 30,000m2 of land (total 4,500 million VND)... up to now, the commune has completed 18/19 criteria (the market criterion does not have to be implemented). Production develops, people's income increases, economic and social infrastructure is invested and upgraded, social order is ensured, the environment is clean and beautiful, democracy is promoted, and the political system is increasingly strong.

To develop the economy, the commune has developed a project to develop production, expand new economic models on a large scale, with the orientation of clean products and commodity products. Strongly focusing on converting low-yield rice land to rice and other crops (growing melons and squash); forming concentrated livestock areas combining fish, pig and duck farming to develop farms and ranches (currently the whole commune has 12 farms and ranches). Types of services in the area are on the rise, especially services serving inputs for agricultural production of cooperatives, trade services, food and beverage, restaurants, and shop businesses...

Up to now, 100% of inter-commune roads have been asphalted or concreted to meet standards; 70% of village roads have been hardened to meet standards; 100% of alleys are not muddy in the rainy season and 70% are hardened; 70% of main roads in the fields have been hardened for convenient motor vehicle travel. The irrigation system basically meets the requirements of production and people's lives. The rate of households using safe electricity regularly reaches 100%. Implementing the program of solidifying schools and classrooms, in recent years, Dien Loc has built and put into use 12 new secondary school classrooms; a multi-function building for the primary school and an 8-room building for the kindergarten. In addition, schools have actively mobilized social capital to invest in building facilities to continuously improve the quality of teaching and learning. Currently, all 3 levels of education meet national standards.

To meet the cultural and sports needs of the people, the commune invested in building a cultural house with full facilities: information and broadcasting room, library bookcase, set of ceremonial rites, audio equipment, speakers, sports training equipment... 16/16 hamlets have cultural houses, sports grounds. Currently, Dien Loc has 15/16 hamlets meeting cultural standards; the annual rate of cultural families reaches 85%. The commune health station is invested with spacious facilities, fully equipped, meeting the needs of primary health care for the people. 100% of households have access to clean, hygienic water. The hamlet environment is guaranteed after the Commune People's Committee established a waste collection team according to the prescribed time and location.

The commune also effectively implemented sustainable poverty reduction policies; poor and near-poor households all had access to preferential loans and economic development support programs of the State; in 5 years, the commune built 18 gratitude houses worth 471 million VND. Since then, the number of poor households has decreased from 24% in 2010 to 4.8% in 2015; the average income per capita in 2012 was 13 million VND, then in 2015 it reached 26 million VND.

However, up to now, what the Party Committee, government and people of Dien Loc commune are concerned about is how to promote and spread the results achieved in building the new rural areas. Therefore, in the socio-economic development orientation of the commune for the 2015-2016 term, Dien Loc determined: Strengthening solidarity and unity within the Party Committee, consensus among the people; renewing economic thinking, developing comprehensively and sustainably, maintaining and developing the criteria for building the new rural areas. Determined to strive to make Dien Loc a commune in the top of Dien Chau district, worthy of the title of Hero of the People's Armed Forces conferred by the President in 2001.
