Dong Loc Commune, Nghe An Province, tests two-level local government model

Attending the program were comrade Nguyen Thi Thom - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; along with representatives of the Provincial Party Committee's Organization Committee, the Provincial People's Council Standing Committee, the Provincial People's Committee Office and the Department of Home Affairs.

Dong Loc Commune is a new administrative unit established on the basis of merging 3 communes: Khanh Hop, Nghi Thach and Thinh Truong. This is one of 130 new commune-level administrative units of Nghe An in the 2-level local government organization model.

The trial operation in Dong Loc commune aims to test the model in a locality with elements of administrative unit consolidation, thereby assessing the organizational and operational capacity and coordination between institutions in the grassroots political system.

The scenario in the trial run was set at the exact time when the two-level local government organization model officially came into operation from July 1, 2025. In this scenario, the entire process of organization, personnel and administration of the Party Committee and government was simulated closely to the actual implementation.

At the beginning, the Organizing Committee announced the decisions of the Provincial Party Standing Committee on the personnel of the Dong Loc Commune Party Committee for the 2025-2030 term. Accordingly, the Commune Party Committee Executive Committee consists of 20 comrades, the Party Committee Standing Committee consists of 9 comrades, and the Party Committee Inspection Committee consists of 3 comrades.

Comrade Duong Dinh Chinh - Member of the Provincial Party Committee, Secretary of Nghi Loc District Party Committee was appointed to hold the position of Secretary of the Commune Party Committee. Two comrades were appointed to hold the position of Deputy Secretary of the Commune Party Committee: Nguyen Dinh Hung - Member of the District Party Committee, Chairman of Nghi Thach Commune People's Committee (before the merger) and Nguyen Duc Tho - Member of the District Party Committee Standing Committee, Vice Chairman of Nghi Loc District People's Committee.

Immediately afterwards, the Party Executive Committee of Dong Loc commune held its first meeting chaired by comrade Duong Dinh Chinh - Secretary of the Party Committee of the commune. The meeting discussed and approved many key contents to ensure leadership and management in the first phase of the new model.

Specifically, including: Regulations on the operation of the Standing Committee and the Executive Committee for the 2025-2030 term; work program for the last 6 months of 2025; decision to assign tasks to each comrade in the Standing Committee and the Executive Committee in charge of localities and fields; decision to establish advisory and support agencies of the Commune Party Committee including: Party Committee Office, Party Building Committee, Party Committee Inspection Committee and plan to organize the Commune Party Congress for the 2025-2030 term.

Continuing the program content, the Organizing Committee announced the Resolutions of the Standing Committee of the People's Council of Nghe An province on the apparatus of the People's Council and People's Committee of Dong Loc commune for the 2021-2026 term. Accordingly, comrade Duong Dinh Chinh was appointed to hold the position of Chairman of the People's Council of the commune; comrade Hoang Van Viet - Chairman of the People's Committee of Thinh Truong commune (before the merger) holds the position of Vice Chairman of the People's Council of the commune; comrade Le Nam - Deputy Chief of the Office of Nghi Loc District Party Committee holds the position of Head of the Economic - Budget Committee; comrade Nguyen Dinh Truong - Secretary of the Party Committee of Nghi Thach commune holds the position of Head of the Cultural - Social Committee of the People's Council of Dong Loc commune.

On the side of the Commune People's Committee, the Standing Committee of the Provincial People's Council appointed comrade Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee to hold the position of Chairman of the Commune People's Committee; Phung Ngoc Tu - Chairman of Khanh Hop Commune People's Committee (before the merger) to hold the position of Vice Chairman of the Commune People's Committee; Dang Dinh Ky - Head of the Department of Education and Training of Nghi Loc District to hold the position of Vice Chairman of Dong Loc Commune People's Committee.

Within the framework of operation, the first session of the Dong Loc Commune People's Council for the new term was held in accordance with the correct order and protocol. The Standing Committee of the Commune People's Council announced the number and list of delegates of the Dong Loc Commune People's Council after the merger, and approved resolutions to establish the Committees of the Commune People's Council and specialized agencies under the Commune People's Committee.

Announce the resolutions of the Standing Committee of the Commune People's Council on approving the number and list of full-time Deputy Heads of Committees and members who are People's Council delegates working part-time at Committees of the Commune People's Council for the 2021-2026 term; on appointing members of the Commune People's Committee for the 2021-2026 term.

Then, the People's Committee of Dong Loc commune under the direction of Chairman of the People's Committee Nguyen Duc Tho held the first meeting, approving the Working Regulations for the 2021-2026 term; the work program for the last 6 months of the year; the schedule for regular citizen reception by the Chairman of the People's Committee of the commune and implementing a number of key tasks in the transition period. In particular, special attention was paid to the activities of the Public Administration Service Center of the commune.

The trial operation of the 2-level local government model in Dong Loc commune took place seriously and methodically, ensuring practicality and synchronization in implementing work steps.

The results of the operation session are not only a technical practice step but also clearly demonstrate the spirit of innovation and political responsibility of Party committees and authorities at all levels in response to the requirement of streamlining the apparatus to be more efficient, effective and closer to the people.

This will be an important premise for the two-level local government model to officially operate smoothly and effectively from July 1, 2025 throughout Nghe An province.

Immediately after the trial operation of Dong Loc commune, the Standing Committee of Nghe An Provincial Party Committee directed the remaining 129 communes and wards to conduct trial operations before the two-level local government officially comes into operation from July 1, 2025.
