Building Congress targets: Need to closely follow reality and make accurate forecasts

(Baonghean) - Resolutions of Party congresses at all levels are comprehensive documents, the content of which includes assessing the implementation of targets and tasks, drawing lessons and setting out key targets, tasks and solutions for implementation in the coming term. However, at some congresses at higher levels, the preparation of political reports, especially the setting of targets and targets, needs to be adjusted and forecasted closely to the practical situation.

Realistic assessment

Directive No. 36-CT/TW, dated May 30, 2014 of the Politburo on Party Congresses at all levels towards the 12th National Congress of the Party clearly states: “The political report of the Party Committee must correctly assess the situation, advantages, disadvantages and causes, especially subjective causes; link the review of the leadership in implementing the Party Committee's political tasks with the implementation of the Party Charter, the Central Committee's resolutions, especially the Central Committee's Resolution 4 (term XI) on Party building and studying and following the moral example of Ho Chi Minh; clearly define the goals and tasks of the Party Committee in the fields of socio-economics, national defense - security, foreign affairs and Party building in the coming term”. Through monitoring the process of preparing and organizing Party Congresses at all levels in the province, the above directive spirit has been thoroughly grasped and implemented by grassroots Party organizations in a relatively methodical manner, creating new momentum and enthusiasm for the new term.

At the Party Committee of Nghia My commune (Thai Hoa town), starting out as a purely agricultural commune, the economic and social conditions are more difficult than the general level of the town. However, in the spirit of closely following the resolution's goals associated with building a new rural area, in the 2010-2015 term, under the leadership of the Party Committee of the commune, Nghia My has had solutions to promote internal resources and effectively utilize external resources for development. Especially, in the economic field, identifying itself as a purely agricultural commune, it must develop through agriculture because it is closely linked to the lives of the majority of the people. Nghia My commune has formed a 50-hectare model field specializing in producing hybrid rice with high productivity and quality; at the same time, implementing vegetable production models such as green squash with a yield of 70 tons/ha; livestock farming has gradually shifted from small-scale, dispersed farming to family farming, semi-industrial farming, etc., contributing to increasing the value per unit of cultivated area. The changes in agriculture have contributed to the economic growth rate of the commune in the 2010-2015 term: 21.8%, much higher than the set target. Moreover, the commune has also reached the goal of building a new rural area in 2014. However, through the assessment, the Party Committee of the commune has seriously assessed that there are still 2 targets according to the Resolution of the Congress that have not been achieved, which are New Cultural Family and Cultural Village; regarding the target of Party building, there are also 2 targets that have not been achieved: the Party Committee has not continuously achieved the title of Strong Party Member and the recruitment of new Party members has not reached 50% of the target. In the spirit of reviewing the achieved and unachieved results, Nghia My has set out the orientation for the 2015 - 2020 term. Comrade Le Van Tuu, Secretary of the Party Committee of Nghia My commune said: "The Party Committee of the commune is also very objective when evaluating the implementation of the Resolution, proposing solutions to overcome shortcomings and weaknesses, on that basis, it has agreed on the goal of effectively exploiting the potential strengths of the locality, continuing to improve and sustain the new rural criteria, striving to be the top commune of Thai Hoa Town".

Entering the Party Congress of Nghia Khanh Commune (Nghia Dan) for the 2015 - 2020 term, cadres and party members here are very excited because the commune has achieved quite comprehensive results in a term. The economic growth rate reached 17.5% / plan 15%, the average production value per capita was 21.86 million VND / plan 18.19%, the poverty rate was 4.9% / plan 5 - 7%... In addition, Nghia Khanh in the 2010 - 2015 term was the first commune in Nghia Dan district to successfully implement land consolidation, plot exchange, and increase mechanization in stages of the production process, creating a shift in the local labor structure. Nghia Khanh is currently completing the procedures for assessing the commune to meet new rural standards. Former Secretary of the Party Committee of Cu Xuan Long commune shared: “When building goals and targets, the Party Committee of the commune always focuses on intelligence and is based on the actual conditions of the locality such as land, labor, economic restructuring ability... at the same time, consulting with the district leaders, specialized departments and offices to build. Accordingly, Nghia Khanh in the next term will aim to be the central market town of the Southwest region of Nghia Dan district”.

The Que Phong District Party Committee is one of the grassroots Party Committees selected by the Provincial Party Committee to organize a model congress. During the 2010-2015 term, the most prominent mark of the Party Committee of this mountainous district was the agricultural sector with many models being implemented and effectively replicated, forming key products, special plants and animals with high economic value such as passion fruit, Japonica rice... Those marks combined with the effective use of resources have contributed to reducing the poverty rate of the district from 59% in 2010 to 34.36% in 2015. However, the Political Report of the Que Phong District Party Congress for the 2015-2020 term also clearly stated: Economic growth was below potential, with an annual average of only 17.83% (the Congress target was from 29-29.5%/year). Some economic indicators were not achieved or were at low levels, the economic structure has shifted in the right direction but is not sustainable, the progress of implementing the New Rural Development Program is still slow. Que Phong has not yet escaped from poverty.

As for the Con Cuong District Party Committee, although in the past 5 years, under the leadership of the Party Committees at all levels, the socio-economic, defense and security situation has achieved many important results. However, if we evaluate the whole, some goals and tasks were set but not achieved according to the initial forecast, such as: hydropower, pulp production for export, investment in urban construction and traffic works. Some products were set on a large scale but achieved lower than the plan, such as: tea 385 ha/plan 900 - 1,150 ha, output 4,088 tons/plan 14,432 tons. Pulp production for export 45,000 tons, electricity production has not been put into operation. This led to many important economic indicators not achieving the targets set by the 25th Congress, specifically: The average growth rate only reached 4.94%/16 - 17% of the congress target. Budget revenue did not reach the expected 56 billion VND/120 billion VND target of the congress. Mobilization of development investment capital reached over 2,000 billion VND/8,000 - 9,000 billion VND plan, only reaching 28%. Through discussion, comrade Vi Xuan Giap, Secretary of Con Cuong District Party Committee said: “The above limitations are due to the general impact of the economic recession, in addition, the Government has temporarily stopped the separation and establishment of new urban areas of Tra Lan Town, so the province has not prioritized investment in building urban centers of the economy, culture and society of the Southwest region of Nghe An province. Meanwhile, the economic - social infrastructure is still weak and does not meet the development needs. In addition, the determination and setting of some targets that are too high are not close to reality, capacity and resources. The programs and projects established have low feasibility”. According to our research, these limitations have been seriously learned from by the Con Cuong District Party Committee and included in the Political Report prepared for the District Party Congress for the 2015-2020 term.

Vision and forecasting ability for the whole period

Through some evidences in the grassroots and upper-level Party Committees that have organized and are organizing the Party Congress for the 2015-2020 term, it can be seen that the work of building the Political Report, especially the assessment of the implementation results, has been frankly assessed by the grassroots Party organizations, recognizing both the advantages and disadvantages. That is a necessary task to set out orientations and goals for the next 5-year term "both closely following reality and ensuring progress". For example, from the actual results achieved, the recent Que Phong District Party Congress determined that agriculture, rural areas and farmers are still the top priority in the orientation and direction of development. Accordingly, agriculture is determined to develop comprehensively, effectively and sustainably, promoting the close connection of "4 houses": farmers, scientists, businesses, the state, on the basis of effectively exploiting the value of plants and animals suitable to local climate and soil conditions, especially indigenous plant and animal varieties... This is also considered the main direction for Que Phong to escape poverty as comrade Lu Dinh Thi, Secretary of Que Phong District Party Committee said: "In the 2015-2020 term, from the results achieved in all fields, especially the construction of economic models, Que Phong district strives to escape poverty quickly and sustainably, by 2020 becoming one of the well-off districts in the mountainous region of Nghe An province". The above goal of Que Phong District Party Committee is assessed to be both closely following reality and ensuring progress, in line with the development strength as well as the development requirements and expectations that the province sets for this border district. Because if compared with the mountainous districts of Nghe An, especially with the two remaining 30a districts of the province, Ky Son and Tuong Duong, Que Phong has many potentials and advantages for development, deserving to be the pioneer district to escape poverty among the 3 30a districts of the province.

Also related to the congress goals, the Provincial Party Committee Standing Committee recently organized the approval of the Quy Chau District Party Congress. Although not on the list of 30a districts, Quy Chau is still one of the poorest localities in the province. The results achieved during the term of the 24th Quy Chau District Party Congress, 2010-2015 term are encouraging. However, according to the assessment of the delegates attending the Congress, Quy Chau's economy has not yet made a breakthrough, has not created a highlight, and economic models are not clear. Although the poverty rate has decreased, it is still up to 36%. Therefore, before the goal of the District Party Committee on bringing Quy Chau district out of poverty by 2020, the Provincial Party Committee Standing Committee has contributed many opinions on the development orientation for the locality such as focusing on developing small-scale industry with craft villages and villages with crafts; producing raw materials combined with processing, promoting the cultural identity of ethnic groups combined with building tourism models... From there, unifying the general goal in the next 5 years, Quy Chau strives to escape poverty sustainably, moving towards escaping from a poor district.

Or as in the draft Political Report of the Quy Hop District Party Committee presented by comrade Phan Dinh Dat, Standing Deputy Secretary of the District Party Committee at the recent congress review meeting of the Provincial Party Committee, it shows that: In the general goal of the next 5-year period, Quy Hop sets the goal of "striving to have a dynamic and effective industrial development, becoming the best district in the Northwest of Nghe An". This is a goal with strong offensive power, consistent with the potential and strengths of Quy Hop, especially the development of the mineral exploitation and processing industry. The Nghia Dan District Party Committee, after a term that was assessed to be quite prosperous with the attraction and production of a number of large projects in agricultural production, has created a strong shift in thinking as well as in reality to effectively exploit this land rich in potential. Along with that, Nghia Dan has been selected by the Central and the province to build a high-tech agricultural zone, so the goal for the 2015-2020 term is that the district is determined to strive to become the economic center of the Northwest region, achieving the new rural district. With the same goal of achieving the new rural district as Nghia Dan, there are 4 districts that have also determined to achieve it by 2020, including: Quynh Luu, Dien Chau, Hung Nguyen and Yen Thanh. Obviously, this is a high political determination, in line with the direction of the Central, the province and the aspirations of the whole people.

The Resolutions of Party Congresses at all levels are the “soul”, concentrating the quintessence and intelligence of cadres, party members and people to review and orient the basic and key steps for the new term. That particularity requires the building of resolutions to be truly objective, visionary, closely linked to the situation and characteristics of each locality and sector and closely following those specific goals and targets. After the Congress, an action program must be developed and organized for implementation. Only then, the general goal of the resolution can truly be the compass for the action motto of the grassroots party organization; each specific goal set is a milestone for each cadre, party member and people. From there, each 5-year term that passes is a journey to witness the homeland and unit develop and change comprehensively.
