That was the direction of General Secretary To Lam at the meeting of the Document Subcommittee and the Party Charter Subcommittee to present to the 14th National Party Congress held on November 11, at the Party Central Committee Headquarters.
At the meeting, the Standing Editorial Board of the Subcommittees presented the Report on receiving, explaining, and completing the draft Political Report; and reported the core and important contents in the draft Summary Report on Party building work and implementation of the Party Charter.
Concluding the meeting, General Secretary To Lam acknowledged, highly appreciated and commended the two sub-committees for their efforts in working with a proactive and responsible spirit; actively coordinating with other sub-committees to ensure consistency between the Reports, in which the Political Report is the central document, the Socio-Economic Report, the Report on Party building and implementation of the Party Charter are important thematic reports.
* Building documents in a scientific direction
The General Secretary emphasized the need to continue to strongly innovate the method of drafting documents in a scientific, specific, clear-oriented, clear-strategic direction, concise, easy-to-understand, easy-to-implement manner so that they can be deployed immediately throughout the entire Party, people, and army, right after the 14th National Party Congress.
Assessing that the opinions of the members of the Document Subcommittee at the meeting were extremely valuable, General Secretary To Lam requested the Standing members of the Subcommittee and the Standing Editorial Team to seriously study, filter and absorb to continue perfecting the draft Report. The General Secretary emphasized and agreed on the significance of the 14th Congress. This is a Congress associated with the context of the country after 40 years of carrying out the renovation process, 50 years of completely liberating the South and unifying the country, 80 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, 95 years of founding the Party, towards the 100th anniversary of the founding of the Party, opening a new era of development - the era of rising up of the Vietnamese people. That is the era of development, the era of prosperity under the leadership and rule of the Communist Party; The people believe and are proud to join hands and unite to successfully build a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily moving towards socialism, standing shoulder to shoulder with the world powers.
The General Secretary stated that the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arousing national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, aspiration for rapid and sustainable national development; closely combining national strength with the strength of the times.
The important resources and driving force for the country to develop in the new era are the strong application of science, technology and innovation; promoting the development of new productive forces; promoting digital transformation, green development, energy transformation; promoting cultural and human strength, making the most of opportunities and advantages, repelling risks and challenges, bringing the country to comprehensive, strong development, breakthroughs and take-off.
* Streamlining the organizational structure with high political determination
Regarding the Report on Party building and implementation of the Party Charter, General Secretary To Lam stated that it is necessary to continue to improve the capacity to plan the Party's policies and guidelines, strongly innovate the promulgation, dissemination and implementation of Party resolutions, making each newly issued resolution solve practical problems, breathe life, have guiding and pioneering qualities and be effectively implemented in practice, ensuring the development of new factors; promote administrative reform in the Party, apply information technology, digital transformation in Party activities, create a strong change in the work of building and rectifying the Party and a clean and strong political system, strengthen and consolidate people's trust, improve the leadership, governing and fighting capacity of the Party.
General Secretary To Lam requested the urgent implementation of Resolution No. 18 on streamlining the organizational apparatus with high political determination, drastic actions, and unity of thought of the entire political system. This is a difficult and complicated task, requiring solidarity, unity, courage, and sacrifice of each cadre and party member, first of all the heads of Party committees, authorities, the Fatherland Front, and organizations at all levels, all for the development of the country.
Continue to strongly innovate personnel work, focusing on the work of assessing and evaluating cadres; focus on improving the quality of cadres at all levels, especially strategic and grassroots cadres; continue to perfect mechanisms and policies to discover, attract and promote talents, encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest as a driving force for the country's rapid and sustainable development.
The General Secretary requested to continue to strongly innovate the Party's leadership and governance methods over the political system, improve the Party's leadership capacity, governance capacity and fighting strength, and strengthen the people's trust in the Party. Focus on and strengthen solidarity within the Party, taking solidarity within the Party as the basis and foundation for building the great national unity bloc. Strengthen mass mobilization work, tighten the close relationship between the Party and the people; promote the tradition, strength of great solidarity, national pride and self-respect, contributing to the successful implementation of the cause of building and defending the socialist Vietnamese Fatherland.
The General Secretary pointed out that it is necessary to strengthen discipline, promote decentralization, decentralization, and control power closely and effectively; carry out inspections and supervision with focus, key points, and breakthroughs; promote the work of preventing and combating corruption, waste, and negativity with the motto "non-stop, non-stop", "no forbidden areas", "no exceptions". In particular, it is necessary to promote waste prevention and combat such as preventing and combating corruption and negativity, making the practice of thrift and combating waste "voluntary", "voluntary", "daily food, water, clothes".
