IMPROVING LEADERSHIP AND COMBAT CAPACITY

As a Party Committee that concentrates many important focal points, it is responsible for advising the provincial leaders on key issues regarding the building of the political system and socio-economic development strategies; therefore, one of the key tasks of the Party Committee of the Provincial Agencies Bloc in the 2020 - 2025 term is to continue to improve the leadership capacity and fighting strength of grassroots Party organizations andimprove the quality of staff and party members, to build a truly clean and strong Party organization in terms of politics, ideology, organization, ethics and cadres, with high leadership capacity and fighting strength.

To do that, the Party Committee of the Bloc has innovated the Party's leadership thinking on the basis of both complying with principles and regulations, properly implementing regulations and statutes, and being consistent with reality to have solutions that ensure both theory and practice, promoting the responsibility of each individual and collective in implementing policies and bringing the Party's Resolutions at all levels into life in the most effective way.

Along with that, the Party Committee of the Bloc has strengthened the inspection and supervision work associated with the responsibility of criticism and self-criticism, promoting the spirit of collective democracy, inspection and supervision to detect signs of violations for timely prevention and deterrence. Recently, the Party Committee of the Bloc has introduced many forms and methods, using "building" to "fight" and using the good to eliminate the bad in the Party rectification process. For example, the writing contest about good examples around us, building good work models, the model of "5 good party cells, 5 good party members" to spread the values, positive factors that are truly effective in building an increasingly strong Party organization.

The Party Committee of the Bloc has also selected key and breakthrough tasks, which are to continue to foster and improve the level of awareness, professional expertise and to train and cultivate the revolutionary mettle and ethics for the contingent of cadres and party members with solid professional expertise and skills to handle work quickly, neatly and effectively; have revolutionary mettle and ethics to fight against negative and deviant manifestations. The Party Committee has also made many innovations to better perform party affairs in the most effective and quickest way.

With specific, sharp solutions, through practical and effective actions, the Party Committee of the Provincial Agencies has performed well its role and tasks, meeting the requirements of management, education and training of cadres and party members, especially for party members who are leaders and managers of Party agencies, authorities and mass organizations at the provincial level. In particular, the entire Party Committee has focused on promoting the exemplary responsibility of cadres and party members in their work, performing political tasks and building the Party. The responsibility of setting an example, saying what you do is a consistent content implemented throughout the entire Party Committee to promote the pioneering, exemplary, honest, daring to think, daring to do, daring to take responsibility for the common interests of the leader. Building the style of "words go hand in hand with deeds", taking deeds and effectiveness as an example to create a spreading influence to cadres and party members.

The regulations on setting examples have been directed and implemented by Party committees at all levels; the content of setting examples by cadres and party members, especially the heads of Party committees, agencies and units, has been included in the annual assessment and classification criteria. From there, creating positive changes in awareness and action, contributing to raising the sense of responsibility in performing assigned tasks; overcoming the limitations and violations of cadres, party members and civil servants in the entire Party to build truly clean and strong Party organizations in terms of politics, ideology, organization, ethics and cadres, with high leadership capacity and fighting strength.

CREATING STRONG CHANGES IN ADMINISTRATIVE REFORM

The 20th Provincial Party Congress of Agencies, term 2020 - 2025, stated: leadershipadministrative reformis the key and breakthrough task of the term. Determining the urgency of administrative reform in improving the quality and efficiency of state administrative agencies, the Party Executive Committee of the Bloc issued Resolution No. 02 on "strengthening the Party's leadership over administrative reform in provincial agencies". Along with Resolution 02, the Party Committee of the Bloc focused on leading administrative reform work, implementing Resolution 05-NQ/TU of the Provincial Party Executive Committee on promoting administrative reform in Nghe An province for the period 2021 - 2030.

The Standing Committee of the Party Committee of the Bloc organized an online conference, a conference to disseminate Resolution 05-NQ/TU and a thematic conference on "Digital Transformation - From Awareness to Action" to 63 grassroots Party organizations and more than 6,200 Party members and the masses; issued an action program to implement Resolution 05 and identified 5 key tasks and 14 solutions to be implemented in the coming time; issued Directive No. 01-CT/DUK "Strengthening leadership and direction in implementing administrative reform in agencies and units". The Party Committee established an Inspection Team to supervise the leadership and direction of grassroots Party committees on administrative reform tasks in grassroots Party organizations; issued a plan to develop a Project to promote the application of information technology, gradually transform digitally and review, supplement and develop a set of professional procedures for Party and mass organization building work.

Implementing the Resolution on administrative reform, grassroots Party organizations in the Party Bloc have directedEnhance the application of information technologyin the activities of agencies and units, contributing to the development of Digital Government and ensuring the province's network information security; paying attention to the application of shared software and specialized software in management and work processing. Up to now, 23/23 units at the department level use VNPT-IOffice software; providing high-level online public services and using the electronic one-stop system.

The grassroots Party Committee has also directed specialized agencies to strengthen administrative procedure reform, review and simplify the process and time for handling administrative procedures to the maximum extent; strengthen the handling of records on the administrative procedure handling information system of Nghe An province. At the same time, Party Committees at all levels pay attention to building a style, manner, and attitude of serving the people, especially in conjunction with implementing publicity, transparency, and reforming administrative procedures; building an office culture and code of conduct to create consensus among people and organizations and individuals when coming to handle administrative work; focusing on direct contact and dialogue with people; focusing on handling complaints and denunciations that are highly appreciated by people and businesses. This is considered a positive and effective solution to eliminate "bottlenecks" and "bottlenecks" in performing professional tasks of agencies and units within the Party Committee, thereby improving the quality of service to the people and businesses.

Over 68 years of construction and development, the Party Committee of the Provincial Agencies has always innovated and self-rectified itself. The political core role of the Party organization in agencies and units has become increasingly clear. The position of the Party Committee of the Provincial Agencies has been increasingly affirmed. The leadership capacity and fighting strength of the Party organization at all levels have been increasingly enhanced; contributing significantly to the successful implementation of the province's socio-economic goals; continuing to rise to meet the requirements of the country's industrialization and modernization, worthy of the tradition, position and role of the Party organization in the leading agencies of the political system of Nghe An province.
