Building the 2018 socio-economic development plan needs to be closer to reality

(Baonghean) - Building the socio-economic development plan, state budget estimates, and public investment in 2018 is an important task being carried out by departments, branches, and localities of Nghe An province. According to the request of the Provincial People's Committee, this work must be based on a close assessment of the actual situation to have appropriate plans and solutions.

The development of the Socio-Economic Development Plan, State Budget Estimates, and Public Investment in 2018 is one of the annual but very important tasks that creates a framework for localities to implement socio-economic targets as well as meet budgets at all levels. Therefore, the implementation of the planning framework as well as the budget estimates must be based on reality and have high feasibility.

2018 is a year of special significance in contributing to the completion of the goals of the 5-year socio-economic development plan 2016-2020, the goals and targets of the Resolutions of Party Congresses at all levels and Resolution No. 26-NQ/TW of the Politburo. The Provincial People's Committee thoroughly grasps the situation, proactively and synchronously implements key tasks and solutions to promote growth in sectors and fields in order to strive to complete the goals and targets of the 2017 socio-economic development plan. On that basis, analyze and evaluate the results of the implementation of economic growth targets and propose solutions to promote growth.

During the planning process, according to Mr. Nguyen Van Do - Director of the Department of Planning and Investment, some key points that localities need to focus on to build the plan for next year are: Promoting the restructuring of the agricultural sector towards increasing added value and sustainable development; Reviewing and organizing the implementation of key product planning; linking product value chains, ensuring that enterprises play a central role. At the same time, improving the efficiency of land use associated with restructuring in agriculture to increase value per unit area.

Continue to effectively implement the National Target Program on New Rural Development, replicate effective production models; closely link production between household economy, cooperatives with enterprises, develop forest economy. Effectively implement Decree No. 67/2014/ND-CP of the Government on a number of policies for fisheries development. Strengthen solutions to implement the socio-economic development project in Western Nghe An. Promote in-depth industrial production development to gradually create products with national brands and competitiveness in the global value chain. Quickly promote investment projects in the province, especially key projects (such as VSIP Nghe An, Vingroup, Hemaraj, cement, agricultural, forestry and fishery processing, ...). Develop advantageous service industries with high added value such as tourism, telecommunications, information technology, finance, banking, etc. Synchronously implement measures to promote exports, improve the business environment, and enhance provincial competitiveness (PCI).

At the same time, in the fields of culture, education, and social security, it is necessary to effectively implement the education development strategy and the Government's action program to implement the Resolution of the 8th Central Committee (11th tenure) on fundamental and comprehensive innovation of education and training. Continue to implement the Science and Technology Development Strategy. Build a culture in the direction of promoting the good values ​​and cultural traditions of Nghe An, ensuring social security policies...

Regarding the construction of the state budget estimate, based on the socio-economic development plan targets for the period 2016 - 2020, the ability to implement socio-economic targets and the budget in 2017, the forecast of economic growth and revenue in 2018 and the efficiency of production and business activities of each taxpayer in the area, newly arising revenue sources to calculate correctly and fully the revenue sources. The Provincial People's Committee requested the Tax and Finance sectors to promote measures to strengthen revenue management, prevent revenue loss, prevent smuggling and trade fraud. Estimated domestic revenue increased by an average of at least 12-14%, estimated revenue from import and export activities increased by an average of at least 5-7% compared to the estimated implementation in 2017.

At the conference to direct the development of the socio-economic development plan, state budget estimates, and public investment in 2018, Chairman of the Provincial People's Committee Nguyen Xuan Duong said: Nghe An Tax Department, People's Committees of districts, cities, and towns must assess the implementation of domestic revenue estimates in 2017 to build the 2018 state budget revenue estimates close to actual occurrences, fully synthesizing new revenues in the area to calculate correctly and fully.

Regarding the development of the 3-year State Budget - Financial Plan 2018 - 2020, the Chairman of the Provincial People's Committee said that this is new content, implemented according to the State Budget Law, so the sectors, levels, and units developing the plan must ensure compliance with the regulations of the Ministry of Finance; It is necessary to cover all revenue sources and expenditure tasks to successfully implement the Resolution of the Party Congress at all levels, the 5-year Socio-Economic Development Plan 2016 - 2020. The plan must therefore be built based on socio-economic development and expected programs and projects using government bond capital, ODA, preferential loans and foreign non-governmental aid... All aim to create resources for investment in social development, contributing to the completion of the set goals.

In August 2017, departments, branches, districts, cities and towns continue to complete the socio-economic development plan and state budget estimate for 2018, and discuss with the Department of Planning and Investment and the Department of Finance (if necessary).

In early September 2017, the Department of Planning and Investment and the Department of Finance synthesized and reported to the Provincial People's Committee the Socio-Economic Development Plan and State Budget Estimate for 2018 to continue working with the Central ministries and branches for the second time before September 10, 2017.
