Over the past period, the Nghe An Provincial Military Command has strictly implemented the reorganization of local military forces. This has contributed to maintaining a strong national defense posture, without disrupting leadership and direction on military and national defense matters at the local level; and is in line with the new administrative structure and the requirements of national defense in the current period.

Over the past period, the Party CommitteeProvincial Military CommandThe organization has thoroughly implemented the Resolutions and Conclusions of the Central Committee, the Politburo, and the Secretariat on the restructuring and streamlining of the political system's organizational apparatus, and Project No. 839 of the Central Military Commission on continuing to implement the restructuring of local military organizations to be "lean, efficient, and strong," reducing intermediate layers and meeting the requirements of tasks in the new situation.
Based on the guidance and direction of the Ministry of National Defense and Military Region 4, the Provincial Military Command has led, directed, and implemented the restructuring of local military agencies according to the two-tiered local government model, ensuring synchronization, uniformity, and compliance with regulations.
Accordingly, the Party Committee of the Provincial Military Command announced the Decision to dissolve the District-level Military Commands and establish 5 regional defense commands in key areas, including: Regional Defense Command 1 - Van An, Regional Defense Command 2 - Quynh Luu; Regional Defense Command 3 - Quy Chau, Regional Defense Command 4 - Tuong Duong, Regional Defense Command 5 - Anh Son; reorganized and received the Border Guard Command; dissolved, rearranged, and reorganized 412 commune-level Military Commands into 130 commune-level Military Commands after merger; and also announced the establishment of 6 Party Committees of the regional defense commands and the Border Guard Command...
To date, the regional defense commands have quickly stabilized their organization, brought all activities into order, and are ready to effectively carry out military and national defense tasks in the new situation.
The units focused on leadership and guidance to strictly maintain combat readiness; uphold the discipline of regularization, training, and ensuring security and safety in the defense zone. Simultaneously, they proactively developed, adjusted, and supplemented defensive combat plans to suit the characteristics of the area, organized training to enhance combat readiness and mobility in handling various situations to meet mission requirements.
For example: The Command of Defense Zone 1 - Van An coordinated with the Military Command of Than Linh and Nam Dan communes to detonate two unexploded bombs remaining from the war, ensuring safety. The Command of Defense Zone 4 - Tuong Duong; the Command of Defense Zone 3 - Quy Chau coordinated with border guards and militia forces in the communes in the area to help people overcome landslides and tornadoes caused by typhoons No. 2 and No. 3 in the area.
The regional defense commands have also implemented coordinated efforts, guiding the commune-level military commands in developing and practicing combat plans, and deploying militia forces within their respective units in accordance with local conditions, creating a continuous and solid defense posture right from the grassroots level.
The units have performed well in ideological and political work; intensified propaganda and education, raised awareness and responsibility, created high consensus and unity among cadres and party members, promoted the qualities of "Uncle Ho's soldiers," and are ready to accept and excellently complete tasks in all new positions.
Party committees and branches under the direct supervision of the Party organization successfully held their Party Congresses for the 2025-2030 term; they developed and promulgated working regulations and assigned tasks within the Party committees; thereby ensuring orderly Party activities and promoting the comprehensive and absolute leadership role of the Party in carrying out local military and national defense tasks.

It can be affirmed that, to date, the organization of local military forces within the provincial armed forces has met the requirements of the new situation; it is consistent with the organization, staffing, and deployment of military forces in localities, ensuring the fulfillment of local defense and military tasks. In particular, it has ensured the principle of absolute Party leadership over the Vietnam People's Army; ensured command and unity in building a comprehensive and solid defense zone, maintaining stability; ensured a "lean, efficient, and strong" force, operating effectively and efficiently, truly serving as the core force in building and implementing the national defense policy, people's war, and firmly protecting the socialist Fatherland of Vietnam.
In the coming period, with new requirements, the armed forces of Nghe An province will face many advantages, intertwined with many difficulties and challenges, namely: The global and regional situation is predicted to continue to be complex and unpredictable. Domestically, the Military Region and Nghe An province still harbor potential factors causing instability; reactionary and hostile forces are intensifying their subversive activities ahead of the Party Congress at all levels. Non-traditional security threats continue to increase. Activities of various types of crime, illegal immigration, human trafficking, weapons, explosives, firecrackers, and the illegal propagation of religion in mountainous areas still occur. Natural disasters, epidemics, and climate change are becoming increasingly severe. The negative aspects of the market economy have a significant impact on units; the lives of a portion of officers and soldiers in the provincial armed forces remain difficult.
Meanwhile, the geographical areas of the Regional Defense Commands are vast, especially in Tuong Duong, Anh Son, and Quy Chau districts, making it difficult to gather information. The staffing of the commune-level Military Commands is limited, while the tasks of the former district-level Military Commands have been largely transferred to the current commune and ward Military Commands. The system of leadership, guidance, and instruction documents from all levels, especially the system of legal regulations, is incomplete and not specific enough. Therefore, directing and implementing military and national defense tasks at the grassroots level is still difficult, and controlling and coordinating militia, reserve forces, and scattered warehouses, stations, and logistical and technical facilities is challenging. This is especially true in localities with complex terrain, such as mountainous areas, islands, or border regions.
On the other hand, during the transition process, the establishment of the Regional Defense Command also necessitates the urgent reorganization of the entire intermediate command system, from organizational structure, staffing, logistics, and finance to the coordination mechanism with the People's Committees at the commune level.
