Building Nghi Hoa ward into a solid 'urban civilized' unit

PV:After 5 years of implementing the Resolution of the 19th Ward Party Congress, term 2015 - 2020, can you summarize the important achievements of the locality?

Comrade Tran Quoc Tuan:During the 2015 - 2020 term, with the attention and leadership of the Town Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and departments, branches and organizations of the town, the Party Committee and people of Nghi Hoa ward have made efforts to overcome difficulties, unite with colleagues, and organize implementation to achieve many important results in many fields. Notably, the average annual economic growth rate reached 18%. The economic structure continued to shift in the right direction: Services 58.9%; Small-scale industry and construction 35.4%; Agriculture - Fisheries 5.7%.

With these developments, the annual budget revenue has increased by an average of 15 - 20%; for 5 consecutive years, we have completed and exceeded the set plan; by 2019, the total budget revenue had reached 10.6 billion VND. The average added value per capita by 2020 is estimated at 80 million VND/year (the target is 70 - 75 million VND/person/year). The number of well-off and wealthy households has increased, the rate of poor households is only 0.62% (the congress target is 2.5%). Land management and urban planning management are ensured in accordance with regulations. The total number of households granted Land Use Right Certificates is 1,078/1,154 households, reaching a rate of 93.4%.

With the development of the economy and the improvement of people's living standards, cultural and social activities have received more attention and been promoted. In particular, the movement to build civilized urban wards has achieved many positive results and received high support from the people. Currently, the locality has built bright - green - clean - beautiful roads, civilized alleys, installed security camera systems, and over 1,150 numbered houses, reaching 90% of the total number of households.

Nghi Hoa has also focused on investing in education, building a learning society, annually socializing nearly 600 million VND to invest in facilities; mobilizing nearly 65 million VND/year to give gifts to encourage learning and talent; completing the universal primary and secondary school program. The primary school maintains national standards level II, the kindergarten meets national standards level I, 100% of school-age students attend school. Every year, the rate of primary school graduates reaches 100%, the rate of secondary school and high school graduates reaches 98% or more; the number of students admitted to universities, colleges and vocational high schools ranges from 30 to 35 students.

Social security work is ensured, humane actions and meaningful lifestyles are spread in the community. In addition to support from superiors, the ward also called on businesses and philanthropists, combined with local and clan campaigns to help families build new and repair 10 solidarity houses, with a total value of over 800 million VND, so up to now 100% of temporary houses have been eliminated. National defense - security, social order and safety in the area are also maintained.

PV:To achieve the above results, how do you evaluate the leadership role of the Party Committee and Party Chapter during the term?

Comrade Tran Quoc Tuan:Implementing the guidelines, policies, directives and resolutions of all levels, the Party Committee and the Party Committee of Nghi Hoa Ward always focus on leading the implementation of the Party's ideology, organization, mass mobilization, inspection and supervision. In particular, the Party Committee of the Ward pays great attention to the work of innovating the leadership method for the political system and all areas of social life.

Every year, the Party Committee develops plans and thoroughly grasps and seriously implements the resolutions of the Party at all levels and the projects of the City Party Committee on enhancing the Party's leadership role in the political system. At the beginning of the year, the Party Committee always takes time to listen to and give opinions on the work programs of departments, branches, the Fatherland Front, and organizations; listens to reports on the results of quarterly tasks to direct implementation in the following period.

The ward Party Committee also strengthened leadership and direction of inspection and supervision tasks for the government, organizations, Party cells, Party branches and related Party members to perform assigned tasks and perform tasks assigned by the Party Committee in all areas; strengthened leadership in implementing the regulations on mass mobilization work of the political system; developed a work program and plan for "Skilled Mass Mobilization" and implemented it.

However, for policies and guidelines to be put into practice, the most important thing is to be supported and implemented by the people. Therefore, the Ward Party Committee focuses on solutions to do a good job of propaganda and mobilizing the people; mobilizing mass organizations to actively contribute ideas to build the Party and build a clean and strong government. Thanks to that, for 5 consecutive years, Nghi Hoa Ward Party Committee has not had any average or weak Party cells. Every year, the Party Committee has achieved the title of "Completing the Task Well" or better, and in 2017 and 2019, it achieved "Clean and Strong". The team of cadres and Party members always maintain a firm political stance, pure moral qualities, and a healthy lifestyle. From there, it creates a spreading force for the entire political system to focus on performing well the local political tasks.

PV:In the next 5 years, what is the main target orientation of Nghi Hoa Ward Party Committee, comrade?

Comrade Tran Quoc Tuan:Honored to be one of the three grassroots party organizations selected by the Standing Committee of the Cua Lo Town Party Committee to organize a model congress, in the past time, under the leadership of the Party Committee, the political system of the ward has focused on preparing the best conditions to successfully organize the congress. In the new term, with the spirit of "Solidarity - Democracy - Discipline - Innovation - Development", in the Political Report of the Party Executive Committee of the 19th term of the ward for the 2015 - 2020 term, the Congress presented the general goal of the next term as follows: Focus on exploiting and promoting effectively the potential advantages and resources for breakthrough and sustainable socio-economic development, investing in synchronous urban infrastructure; ensuring national defense - security; building a strong Party and political system of the ward; building Nghi Hoa ward to become a solid "Urban Civilization" ward.

In particular, the general development orientation and viewpoint is the determination that Nghi Hoa will reach the standards of a civilized urban ward by 2022; becoming a key area for tourism and culinary services of Cua Lo town. The ward continues to focus on innovation, improving the leadership capacity, fighting strength of the Party Committee and Party members; the operational efficiency of the government and the quality of the political system's operations towards being strong and excellently strong.
