With strong political determination, a spirit of innovation and creativity, and a desire to excel, the Party Committee and people of Quynh Mai ward are entering their first term (2025-2030) with great faith and expectations, aiming to build and develop Quynh Mai ward into a green urban area and a coastal tourism city, gradually affirming its role as an economic, cultural, and tourism center of Nghe An province.
Holistic development
Quynh Mai Ward was established by reorganizing the entire natural area and population of the former Hoang Mai town: Mai Hung, Quynh Phuong, Quynh Xuan wards and Quynh Lien commune, with a total area of 40.5 km².2With a population of 57,988, the Quỳnh Mai commune Party Committee has 62 subordinate Party organizations with 1,498 Party members.
Building on the achievements of previous terms, with innovative and decisive leadership from Party committees at all levels, and flexible management by local authorities, the economy of the wards and communes within Quynh Mai ward continues to experience rapid growth.

In particular, the agriculture, forestry, and fisheries sectors have experienced relatively stable growth, focusing on building safe and sustainable production models, improving productivity, quality, and value of goods, and investing in offshore fishing equipment. The average annual seafood catch reached 18,392 tons. Certification marks such as "Quynh Sea Seafood" have been developed; and biotechnology transfer and application for cultivating high-economic-value aquatic species such as tiger shrimp and whiteleg shrimp have been organized.
Traditional handicraft industries have developed quite well, production activities at production facilities in the area have been effective, and the brand, product value, and sales capacity have been gradually improved.

Budget management is ensured to be lawful and economical. The management and use of capital are ensured to comply with regulations, focusing on the main socio-economic development goals of the 2021-2025 period.
At the same time, the ward strengthened its leadership and guidance on planning, planning management, urban management, and construction order in the area, gradually creating a green, clean, beautiful, and civilized urban landscape.
Alongside economic development, the socio-cultural sector has seen many positive changes. The quality of education in schools in the area has improved significantly. Currently, 13 out of 16 schools have been recognized as meeting national standards (81.25%). Activities promoting learning and talent development have received increased attention.

The cultural, artistic, and sports movements are vibrant, meeting the recreational needs of the people. The ward organizes many programs and events that have made a significant impact. In particular, the ward focuses on promoting scenic spots and historical and cultural relics in the area, especially promoting the value of the Cờn Temple Relic Site.
Annual social security work has received attention. Since the beginning of the term, over 2.1 billion VND has been mobilized to support the construction of 49 houses for war veterans, policy beneficiary families, poor households, and households facing housing difficulties. Poverty reduction efforts have been prioritized, with the poverty rate decreasing from 2.02% in 2021 to 0.55% (target 0.8%). Administrative reform and digital transformation have been implemented effectively, meeting the needs of the people. National defense has been strengthened, and security and order have been ensured. The role of the Fatherland Front and other political and social organizations in the ward has been enhanced.

Along with fulfilling socio-economic development tasks and ensuring national defense and security, during the past term, the Party Committee of Quynh Mai ward has always focused on building a strong Party and political system. Accordingly, the Party Committee has concentrated on political, ideological, and moral education, combined with the work of consolidating, reorganizing, training, and fostering the cadre team, contributing to enhancing the leadership capacity and fighting strength of the Party organization and its members.

Building upon the achievements made, entering its first term from 2025 to 2030, the newly established ward presents opportunities for development. With a streamlined organizational structure, coupled with innovative vision, breakthrough development thinking, strong political determination, and a spirit of unity within the Party committee and among the people, Quynh Mai ward is creating new development opportunities in the coming period. The goal is to strive for rapid and sustainable economic growth, shifting the economic structure towards a focus on trade, services, and tourism, harmoniously integrated with industry and agriculture.

In particular, with its beautiful beaches and cultural relics such as Cờn Temple, Quỳnh Mai ward is becoming an attractive destination for tourists. To maximize the potential and advantages of the locality, in the 2025-2030 term, Quỳnh Mai ward will continue to effectively exploit the potential and advantages of the marine economy in accordance with the resolutions of the higher-level Party committees; maximize the strengths of relying on the sea, staying close to the sea and enriching oneself from the sea, developing the marine economy in a modern and sustainable direction, promoting the identity of marine culture, building a coastal community that develops harmoniously, closely, and is friendly to the sea; ensuring national defense, security and sovereignty over the sea and islands.
In particular, the ward needs to focus on improving the quality of services and creating a unique cultural identity for Quynh Beach tourism, based on combining the exploitation of natural landscapes with unique and famous tangible and intangible cultural values such as Corn Temple, Xuan Uc Temple, Phung Hung Temple, Cua Truong Temple, etc. Along with that, attention should be paid to attracting investment, improving infrastructure serving beach tourism, and developing unique and attractive tourism products.

At the same time, the ward continues to pay attention to and encourage the development of large-capacity offshore fishing vessels; coordinating in attracting investment, upgrading, and expanding the Quynh Phuong fishing port. Simultaneously, the ward focuses on developing a plan to preserve and promote the cultural relic cluster of the Corn Temple; paying attention to the restoration and renovation of temples and pagodas in the area, linked with improving the quality of marine tourism services.
Simultaneously, in the agricultural sector, focus on gradually shifting traditional agricultural production to urban agriculture, increasing value per unit area; and gradually reducing the proportion of agriculture in the local economic structure. Promote the development of high-tech agriculture; build and replicate advanced and exemplary production models.

In addition, the ward focuses on building a synchronous and modern infrastructure system; paying attention to investing in some horizontal transportation infrastructure connecting to the sea; researching, planning, and promoting urban development along the river and towards the sea. The ward is also concerned with creating favorable conditions for businesses and investors that have entered and are entering the area to produce and conduct business, creating jobs for local workers.
Simultaneously, we will accelerate administrative reform and comprehensive digital transformation across all sectors, aiming for a professional, modern, and transparent administration that effectively serves the people. We will develop Quynh Mai ward into a green urban area and a coastal tourism city. Tourism will be the driving force for development, with people-centered service, focusing on green, sustainable, safe, friendly, civilized, and happy development.

To realize the above goal, Quynh Mai ward has clearly identified three breakthroughs and driving forces for development. These are: firstly, creating breakthroughs in urban planning and development; gradually forming a civilized, modern, green, clean, and beautiful urban landscape. Secondly, focusing on developing the digital economy and urban economy, with the core being the development of coastal and riverside tourism cities, green cities, creating a favorable environment for production and business development, and attracting investment. Thirdly, focusing on planning, training, and nurturing a team of officials with high ethics, in-depth knowledge, and teamwork skills to meet the requirements of local construction and development in the new phase.
With outstanding achievements during the 2020-2025 term, drawing on valuable lessons learned, the unity and determination of the entire political system, and the support from higher levels, Quynh Mai ward is confidently entering its first term with unwavering belief and a great aspiration to build Quynh Mai into a green and civilized urban area, becoming one of the economically and culturally developed localities in the South Thanh Hoa and North Nghe An regions.
