Building 'people's hearts and minds'

On the basis of applying Marxism-Leninism, Ho Chi Minh thought and inheriting the ideology of serving the people in the history and tradition of the nation, our Party has advocated building "people's hearts”. That is the basis for creating a solid foundation for building national defense and people's security, consolidating the great national unity bloc, and successfully carrying out the cause of innovation.

“People's hearts” is a term that refers to the psychological, political and spiritual state of the people, expressing the level of satisfaction, trust or dissatisfaction, lack of trust in life, political and social regime; expressing patriotism, solidarity, determination to fight and win; understanding, attitude, feelings, trust, consensus, and unanimity of the people towards the regime in building national defense and people's security.

“The people’s heart position” is the patriotism, solidarity, and fighting spirit of the entire nation that are gathered, assembled, aroused, and promoted, creating a solid foundation for building a national defense and people’s security. Building a “people’s heart position” is the responsibility of the entire political system and the entire people. General Secretary Nguyen Phu Trong affirmed: “If we do things that please the people, the people will trust us and our regime will survive, and our Party will survive. On the contrary, if we do something that goes against the people’s heart and loses their trust, we will lose everything,” because “the people’s strength is like water, the people carry the boat and the people capsize the boat.”

Recently, hostile forces have stepped up their activities.peaceful evolution"to sabotage the revolutionary cause of our Party and State. Their sinister plot is to scatter the people, to make them lose faith in the Party's leadership and the path to socialism. The means to carry out that plot are very diverse, in many different forms such as distorting history, defaming the Communist Party, defaming socialism, propagating bourgeois ideology, beautifying and praising modern bourgeois society; using the tricks of freedom, democracy, human rights, ethnicity, religion to incite and cause internal conflicts; connecting with and nurturing reactionary, extremist, and opportunistic political elements in the country, attracting and bribing degenerate, corrupt, dissatisfied, and dissenting elements to build up opposition forces to carry out acts of sabotage against the regime.

In particular, recently, when our Party and State have strengthened the work of preventing and combating corruption, fighting against ideological, moral, and lifestyle degradation, manifestations of "self-evolution" and "self-transformation"; the work of preventing and combating the Covid-19 pandemic... hostile forces have distorted many aspects, affecting people's thinking.

In Nghe An, while the province is implementing the construction of the Eternal Ecological Cemetery Park in Hung Tay commune, Hung Nguyen district; calling for investment in the "Nine-storey Waterfall" tourism development project in Nam Dan district; the work of welcoming citizens from the southern provinces to their hometowns to avoid the epidemic, the organization of medical isolation to prevent the disease from spreading to the community... has been thoroughly suppressed by hostile forces at home and abroad.take advantage of distorting the truth.

In addition, hostile forces have thoroughly exploited modern media, especially the Internet and social networks, to spread false views, spread information distorting the Party's guidelines, policies and laws of the State; and take advantage of emerging events to slander, fabricate and defame the images of Party and State leaders, Party committees and authorities at all levels. In that context, building a strong "people's hearts" position and consolidating the people's trust in the Party's leadership and the State's management has a very important and urgent meaning and role in the current work of building and defending the Fatherland.

To build a strong "people's hearts" position, in the spirit of the Resolution of the 13th National Party Congress, Party committees and authorities at all levels need to focus on building a clean and strong Party in terms of politics, ideology, organization and ethics so that our Party can truly be the vanguard of the working class, the working people and the nation. Each cadre and Party member needs to strictly implement the regulations on the responsibility of setting an example voluntarily and regularly, in conjunction with the implementation of Directive 05 of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". At the same time, strengthen propaganda and education to raise awareness among cadres, party members and people about the position, role and importance of building a "people's heart position" associated with proactively fighting to defeat all plots and tricks of "peaceful evolution" by hostile and reactionary forces; actively fight against corruption and waste.

In the process of leading and managing society, Party committees and authorities at all levels always identify the building and strong promotion of the "people's hearts" as both an urgent and long-term strategic requirement to create the combined strength of the entire Party and people in the current cause of national construction and defense./.
