Regarding the collision that led to a scuffle between an ambulance and a truck on the Vinh City bypass, passing through Hung Nguyen town on the afternoon of July 11, the ambulance with license plate 37A-0615 is still registered by Nghe An Mental Hospital.

However, Dr. Pham Kim Thin - Director of the Mental Hospital confirmed that the ambulance with license plate 37A-0615 had been auctioned by the hospital since December 2016 through Phu Quy Auction Company for 42 million VND. Dr. Thin also confirmed that the driver who used a knife to slash the truck driver was not an employee of the hospital.
Thus, the car was liquidated in December 2016, but until now the buyer has not completed the procedures to transfer the ownership and change the license plate as required, which is a violation of the law. Notably, although it has been liquidated, the car still has a siren, speakers, and lights like a public vehicle.
According to the provisions of Circular No. 15/2014/TT-BCA dated April 4, 2014 of the Ministry of Public Security regulating vehicle registration, as soon as there is a decision to transfer, sell, give, or donate a vehicle, the vehicle owner must notify in writing the agency that issued the vehicle registration certificate for monitoring. In case the vehicle owner does not notify, he/she shall continue to be legally responsible for the vehicle until the organization or individual who purchased, transferred, given, or donated the vehicle completes the registration and transfer procedures.
The vehicle owner's responsibility in Circular 15 is also clearly stipulated, that is, within 30 days from the date of making the vehicle ownership transfer document, the organization or individual who buys, is transferred, gifted, or gifted the vehicle must go to the vehicle registration office to complete the registration transfer and vehicle transfer procedures. If late, they will be fined from 1 to 2 million VND.

In reality, there are cases where people who buy government vehicles do not transfer ownership, change the license plate, or change the license plate, but still deliberately keep the blue license plate for use. According to Decree 46/2016/ND-CP, dated May 26, 2016 on Administrative Penalties for Violations in the Field of Road and Railway Traffic: From January 1, 2017, vehicle owners (including liquidated public cars) who do not complete vehicle registration procedures will be subject to an administrative fine of 1-2 million VND for individuals, and 2-4 million VND for organizations.
Vehicle owners who do not comply with the revocation of vehicle registration, license plates, safety and environmental protection certificates will be fined VND2-4 million for individuals, and VND4-8 million for organizations.
Currently, the procedures for changing ownership, transferring ownership, including the case of liquidated "blue-plate" vehicles, have been greatly simplified when Circular 15/2014/TT-BCA of the Ministry of Public Security comes into effect.
Therefore, selling a "blue-plate" car to an individual without completing the procedures for changing the name and transferring ownership, and then the individual selling the car while it still has a "blue-plate" is a violation of the law./.
