On the morning of December 19, Major Nguyen Ham Thang - Captain of Traffic Police Team 1-48, under the Traffic Police Department of Nghe An Province, said that the incident was carried out by the team's working group at 2:10 p.m. on December 18, at km 21, National Highway 48 in Nghia Thuan Commune, Thai Hoa Town, Nghe An Province.
Accordingly, at the above time, the patrol team of Traffic Police Team 1-48 inspected the passenger car with license plate 37B-013.40, driven by Chu Minh Hai (born in 1983), residing in Kim Tan block, Hoa Hieu, Thai Hoa town.

Upon inspection, the task force discovered that the vehicle was carrying 10,800 flares weighing 270 kg, made in China.
All of the above goods at the time of inspection had no invoices or documents proving legal origin.
